NOTE FROM THE CHAIR OF THE COMMITTEE ON ADMINISTRATIVE AND BUDGETARY AFFAIRS REQUESTING THE INCLUSION OF THREE ITEMS ON THE ORDER OF BUSINESS

OF THE NEXT REGULAR MEETING OF THE PERMANENT COUNCIL

Her Excellency Alejandra Solano Cabalceta Ambassador, Permanent Representative of Costa Rica to the Organization of American States Chair of the Permanent Council Washington, D.C.

Excellency:

I have the honor to address Your Excellency in my capacity as Chair of the Committee on Administrative and Budgetary Affairs (CAAP) to request your good offices in including the following items on the order of business of the next regular meeting of the Permanent Council.

At its meeting of April 30, 2026, the CAAP decided to refer the following matters to the Permanent Council together with the following recommendations in each instance.

  • Draft resolution “Update of Costs of Conferences and Meetings Funded by the OAS”

(CP/CAAP-4258/26). The CAAP recommends its consideration and adoption.

  • Amendment of Chapter I of the Staff Rules ( CP/CAAP-4259/26). The CAAP decided to transmit to the Permanent Council the recommendation to consider fulfilled the mandate from the General Assembly regarding the presentation of the amendments envisaged in operative paragraphs III.1.i and j of resolution AG/RES. 1 (LV III-E/25). The CAAP also recommends that the General Secretariat be asked to disseminate the new Staff Rules to member states for their information as soon as the amendments are adopted by executive order of the Secretary General.

  • Report on the resources used from the Treasury Fund and the status of that fund

(CP/CAAP-4253/26). The CAAP decided to inform the Permanent Council about the current status of the Fund and to urge member states that have not yet paid their quotas or submitted a payment plan to the General Secretariat to do so at the earliest opportunity. It also decided to warn of the financial risks that could materialize in the absence of new payments or payment commitments in the coming months.- 2At present, 19 member states have unpaid contributions due to the Regular Fund, and the General Secretariat reported that if the current cash flow situation continued, the need to draw on the Treasury Fund through an internal loan would come about in approximately two months’ time.
