The Permanent Mission of Brazil to the Organization of American States presents its compliments to the Chair of the Permanent Council of the Organization of American States and, on behalf of the LGBTI+ Core Group of the Organization, has the honor to reque st, in accordance with Article 46 bis of the Rules of Procedure of the Permanent Council, the inclusion of an item on the agenda of the regular meeting scheduled for May 20, in order to mark International Day against Homophobia, Biphobia and Transphobia 2026. The relevant concept note is attached hereto.

The Permanent Mission of Brazil to the Organization of American States avails itself of this opportunity to convey to the Chair of the Permanent Council of the Organization of American States the renewed assurances of its highest consideration.

Commemoration of the International Day Against Homophobia, Biphobia and Transphobia 2026

Background and objective of the session

May 17 marks the International Day Against Homophobia, Biphobia and Transphobia, a date that symbolizes the global commitment to the promotion and protection of the equality and dignity of LGBTQIA+ persons. The occasion provides an opportunity to raise awareness of the challenges faced by this population and to mobilize efforts against all forms of discrimination and violence based on sexual orientation and gender identity.

This year, the OAS LGBTI+ Core Group proposes the inclusion, in the agenda of the May 20 Regular Session of the Permanent Council, of an item commemorating the date, with the objective of promoting dialogue on the economic impacts of intolerance and exclusion affecting LGBTI+ persons.

In our region and around the world, intolerance creates, among other effects, structural barriers that prevent the full participation of the LGBTI+ community in the economy. In order to demonstrate the economic costs of such intolerance, a World Bank study on the cost of exclusion based on sexual orientation, gender identity, and sex characteristics in the labor market in Brazil will be presented, establishing, through a specific metric, the correlation between combating LGBTphobia and promoting economic development.

The presentation of the study seeks to demonstrate that the exclusion of LGBTI+ persons is not only a violation of fundamental rights, but also a measurable obstacle to economic development and productivity. It thus aims to contribute to a more informed de bate within the Permanent Council by providing technical evidence showing how inclusive policies and efforts to combat discrimination can generate broad economic benefits, aligning the promotion of equality with growth and sustainable development agendas.
