Original: English CP/RES. 1303 (2583/26) RELEASE OF THE REMAINING CONTINGENCY AMOUNT AUTHORIZED AS A SPECIAL MEASURE TO SUSTAIN OAS OPERATIONS AND HUMAN RESOURCES IN RESPONSE TO THE EXECUTIVE ORDER ON THE FOREIGN AID REALIGNMENT OF THE UNITED
STATES
(Adopted by the Permanent Council at its regular meeting, held on March 4, 2026) THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES, CONSIDERING: That the Executive Order “Reevaluating and Realigning United States Foreign Aid,” issued on January 20, 2025, led to the suspension of projects financed with United States government funds and that, in response thereto, the Permanent Council, through resolution CP/RES. 1277 (2536/25) rev. 1 of March 12, 2025, authorized the General Secretariat to allocate up to US$4 million from the Indirect Cost Recovery Reserve Subfund (ICRRS) on an exceptional and temporary basis to safeguard the employment of affected human resources; That, through resolution AG/RES. 1 (LVIII-E/25) rev. 1 of October 16, 2025, the General Assembly approved the reduction of the amount authorized through resolution CP/RES. 1277 (2536/25) rev. 1 from US$4 million to US$1 million; and That, pursuant to resolution AG/RES. 1 (LVIII-E/25) rev. 1, the General Secretariat reassessed the contingency requirement and, based on the most recent financial estimates of the Office of the
Executive Director ( CP/CAAP-4188/26), confirmed that the remaining exposure is limited to approximately US$61,000, and therefore recommended the release of the remaining US$1.0 million to the ICRRS,
RESOLVES:
1. To release the remaining balance of US$1 million reserved pursuant to resolution AG/RES. 1 (LVIII-E/25) rev. 1 and to restore such funds to the Indirect Cost Recovery Reserve
Subfund.
