AUTHORIZATION TO USE RESOURCES FROM THE INDIRECT COST RECOVERY
RESERVE SUBFUND TO FUND AN AMERICANS WITH DISABILITIES ACT
ACCESSIBILITY STUDY FOR THE ART MUSEUM OF THE AMERICAS
(Adopted by the Permanent Council at its regular meeting, held on April 22, 2026)
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
CONSIDERING that the General Assembly, by resolution AG/RES. 3028 (LIV -O/24), “Promotion and Protection of Human Rights, ” instructed the General Secretariat “to conduct a thorough assessment of existing infrastructure ... to prioritize the physical, communicational, and informational accessibility of OAS buildings”;
RECOGNIZING that conducting such an assessment is an essential step in understanding the current conditions of the Art Museum of the Americas and in determining the modifications needed to provide full and inclusive access;
CONSIDERING ALSO that the study will identify the modifications needed to accommodate visitors with physical, sensory, or cognitive disabilities and will serve to develop a strategic plan in accordance with internationally recognized accessibility standards; and
HAVING SEEN document CP/CAAP-4220/26 containing the details and proposals received to date, as well as the presentation of the Assistant Secretary General to the Committee on Administrative and Budgetary Affairs (document CP/CAAP/INF. 629/26),
RESOLVES:
1. To authorize an allocation of up to US$22,000 from the Indirect Cost Recovery Reserve Fund (ICRRS) to conduct a specialized accessibility study of the Art Museum of the Americas.
2. To instruct the General Secretariat to hold a competitive process, in accordance with OAS procurement rules and best practices, to select and contract the most suitable provider.
