Original: Spanish Record of the special meeting, held on November 25, 2025, to consider recent events in the Republic of Honduras in the run-up to the general elections scheduled to take place in that country on November 30, 2025
CP/ACTA 2571/251 / Ambassador Tomás Pascual, Permanent Representative of Chile and Chair of the Permanent Council, presided over the meeting. It was called to order at 2:32 p.m. The statutory quorum was established with the presence of representatives of Antigua and Barbuda, Argentina, Bahamas, Barbados, Belize, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominica, Dominican Republic, Ecuador, El Salvador, Grenada, Guatemala, Guyana, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, United States, and Uruguay. 1. Adoption of the order of business (CP/OD-2571/25) The Permanent Council adopted the order of business, document CP/OD-2571/25 rev. 1.
Likewise, the Permanent Council granted the following exceptional waivers on the maximum time for statements as provided for under Article 46 of the Rules of Procedure, to allow for the presentation by Ambassador Gerardo Torres, Deputy Secretary of Foreign Affairs and International Cooperation of Honduras, to be extended to 10 minutes and for the presentations by the delegations of Argentina, Ecuador, and the United States to be extended to seven minutes.
2. Consideration of recent events in the Republic of Honduras in the run-up to the general elections scheduled to take place in that country on November 30, 2025
At the request of the delegations of Antigua and Barbuda, Argentina, Bolivia, Ecuador, Honduras, Paraguay, and United States, distributed as documents (CP/INF.10754/25) (add. 1) (add. 2) and (add. 3), the Permanent Council considered the recent events in the Republic of Honduras in the run-up to the general elections scheduled to take place in that country on November 30, 2025.

Accordingly, the Permanent Council heard – and took note of –the presentations delivered by Council member Marlon Ochoa, member of the National Electoral Council of Honduras; Judge Mario Morazán, member of the Electoral Court of Justice of Honduras; Dr. Antonio Garrastazu, International Republican Institute (IRI) Senior Director for Latin America and the Caribbean; and Ms. Deborah Ullmer, National Democratic Institute (NDI) Regional Director for Latin America and the Caribbean.
3. Comments by member states Following those presentations, statements were made by the delegations of: Honduras, represented by Ambassador Gerardo Torres, Deputy Secretary of Foreign Affairs and International Cooperation; Argentina; United States, represented by Mr. Christopher T. Landau, Assistant Secretary of State (CP/INF.10766/25); Paraguay; Panama; Brazil; Costa Rica; Uruguay; Peru; Belize; Dominican Republic; Colombia; El Salvador; Canada; Guatemala; Mexico; Ecuador; and Chile; and once again, the delegation of Honduras. After those, statements were made by the permanent observer delegations of Spain, Italy, the European Union, and France; and the General Secretariat.
There being no further business to consider, the meeting was adjourned at 4:45 p.m.
