Record of the eighth special meeting devoted to dialogue with the permanent observers, with the theme “A Strategic Partnership for the Future of the Hemisphere,” held on February 11, 2026

The meeting was presided over by Ambassador Luis Ernesto Vargas, Permanent Representative of Colombia and Chair of the Permanent Council. The meeting was called to order at 9:17 a.m.

A quorum was established with the presence of permanent representatives of Antigua and Barbuda, Argentina, The Bahamas, Barbados, Belize, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominica, Dominican Republic, Ecuador, El Salvador, Grenada, Gua temala, Guyana, Haiti, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, United States, and Uruguay.

1. Adoption of the order of business (CP/OD-2580/26)

The Permanent Council adopted the order of business, document CP/OD-2580/26 rev. 1.

Before proceeding, the Permanent Council also granted, on an exceptional basis, a waiver of the speaking time provided for in Article 46 of the Rules of Procedure, allowing the Secretary General up to 10 minutes.

2. Introduction

In his introductory remarks, the chair underscored the importance of the permanent observers as strategic partners of the OAS since 1972, stressing that their support had strengthened the pillars of the Organization and that their cooperation was indispens able to addressing regional challenges and promoting future areas of collaboration.

3. The OAS and Permanent Observers: A Strategic Partnership for the Future of the Hemisphere

The Permanent Council thanked the speakers and took note of the statements made by Mr. Francisco Javier Gassó Matoses, Director General for Ibero -America and the Caribbean of the Ministry of Foreign Affairs, European Union and Cooperation of Spain; Ambassador Roberto Nocella, Permanent Observer of Italy; Minister Éléonore Caroit, Minister De legate for Francophonie and International Partnerships of France (via pre -recorded video); Monsignor Juan Antonio Cruz, Permanent Observer of the Holy See; Ms. Ruth Baja da, Alternate Observer of the European Union; Ambassador Xie Feng, Permanent Observer of the People's Republic of China; and Ambassador Takehiro Shimada, Permanent Observer of Japan.

The delegations of Costa Rica, Brazil, Paraguay, Colombia, Mexico, the Dominican Republic, Peru, Canada, Chile, Honduras, and Panama spoke in the first round of statements.

4. Concluding comments

The Chairman of the Permanent Council thanked the participants for their statements and noted that the meeting had reaffirmed the importance of cooperation between the OAS and the permanent observers as a strategic partnership for the Hemisphere. He unders cored the value of multilateralism and results-oriented cooperation in addressing regional challenges such as security, climate change, migration and the situation in Haiti, and called for continued strengthening of joint work to advance common solutions for the benefit of the region.

Having no further business, the meeting adjourned at 12:40 p.m.
