ANNOTATED DRAFT AGENDA

A. BACKGROUND

The “General Revised Guidelines for Sectoral Ministerial Processes within the framework of the Inter-American Council for Integral Development” ( CIDI/CPD/doc.212/22 rev. 1 ) state that the body responsible for the follow -up and continuity of the Inter -American Conference of Ministers of Labor (IACML) comprises the Working Groups of the IACML, similar to the inter-American committees established for the same purpose in other CIDI sectoral processes. The same guidelines also assign the following responsibilities to those bodies: “(i) assessing the progress made and the implementation of the ministerial mandates (implementation of current action plan and work plan), (ii) gathering input from similarly mandated international organizations, academia, and relevant private sector partners to analyze regional and world trends on the topic and assessing the pertinence of OAS work in the areas of focus, (iii) giving the Secretariat input and guidelines for drafting the white paper, an informative document emanating from the consultations, which in turn will inform the ministerial meeting’s theme and agenda.”

B. OBJECTIVES OF THE MEETING

The meeting of the IACML Working Groups, which is the equivalent of the Inter -American Committees of the other ministerial processes, is intended to examine priority issues in greater depth, facilitate exchanges of experiences, provide relevant information and studies, follow up on related hemispheric initiatives, and provide guidance and reflection on emerging issues and future priorities

C. PROPOSED TOPICS

1. Consideration and approval of the draft agenda and draft schedule

MEETING OF WORKING GROUP 1:

“PROMOTING INTEGRATED PUBLIC POLICIES FOR A FUTURE OF WORK WITH

STABLE AND LASTING PEACE, SOCIAL JUSTICE, AND CLIMATE ACTION”

1. Report on compliance with the Work Plan 2025 -2027 of the Inter -American Conference of Ministers of Labor and the Inter -American Network for Labor Administration (RIAL): The Technical Secretariat will provide an update on activities undertaken out within the framework of the IACML/RIAL Work Plan.- 22. Emerging technologies, artificial intelligence, and the world of work: The Colombian Ministry of Labor will present the results and recommendations of the RIAL Workshop on “Artificial Intelligence, Digital Platforms, and Labor Rights in the Americas,” held in Bogotá in September 2025. In addition, one Ministry of Labor and r epresentatives of COSATE and CEATAL will share their experiences on the subject, and all participants will be invited to participate in an open dialogue based on the following guiding questions:

• What public policies, strategies, or regulatory frameworks exist in your country to promote the ethical, responsible, safe, secure, and trustworthy development and use of artificial intelligence in the world of work? What are the main achievements, challenges, and lessons learned from these strategies? If they do not exist, are they being planned, and what should their main elements be?

• What legal or regulatory provisions exist in your country regarding work on digital

artificial intelligence in the world of work? What are the main achievements, challenges, and lessons learned from these strategies? If they do not exist, are they being planned, and what should their main elements be?

• What legal or regulatory provisions exist in your country regarding work on digital platforms? What are the main rights and obligations of those who work on these platforms?

3. Just transition, green and blue jobs, and the contribution of the world of work toward environmentally sustainable economies and societies: The Department of Labour of The Bahamas will present the results and recommendations of the RIAL Workshop on “Just transition, green and blue jobs in the Americas: contributions from the world of work to environmentally sustainable economies and societies,” held in Nassau in February 2026.

The Special Rapporteur on Economic, Social, Cultural, and Environmental Rights (REDESCA) of the Inter -American Commission on Human Rights (IACHR) and the Economic Commission for Latin America and the Caribbean (ECLAC) will also be invited to give introductory presentations on the topic, and all participants will be invited to participate in an open dialogue based on the following guiding question:

• What are the main legislative, policy, or programmatic actions that a ministry of labor should take to address the negative impacts of climate change and ensure just transitions toward green and blue economies? What are the main topics or areas of intervention?

4. Coordination among education, professional training, and employment: The Chair of the Inter-American Committee on Education (CIE) will make a presentation on the InterAmerican Meeting of Ministers of Education; the Technical Secretariat will share the RIAL’s actions to strengthen linkages between education and employment, including the September 2026 Workshop; ILO will present the “Skills Passport” to explore areas for cooperation and support; and all participants will be invited to participate in an open dialogue based on the following guiding questions:

• Which are the main training, reskilling, and skills development strategies that your country is developing to both respond to emerging needs and seize the opportunities

Gender equality and mainstreaming of the gender perspective in labor and employment policies The Technical Secretariat will present a proposal to reactivate RIAL/GENERO as a specialized network within the RIAL, in partnership with the InterAmerican Commission of Women (CIM). In addition, two ministries of labor will present their experiences, and all participants will be invited to participate in an open dialogue

based on the following guiding question:

• In which topics or initiatives would your Ministry require greater support —whether through regional cooperation or other sources —to continue advancing the institutionalization and mainstreaming of a gender approach and, through it, achieving greater equality in the world of work?

6. Other business: An opportunity for the delegations to share brief, non -substantive information, and to raise any other issues related to the work of Working Group 1.

“INSTITUTIONAL STRENGTHENING OF THE MINISTRIES OF LABOR AND

PROMOTION OF INSTITUTIONALIZED SOCIAL DIALOGUE AND TRIPARTISM”

1. Strengthening and modernization of the Ministries of Labor: The Technical Secretariat will give an introductory presentation, three ministries of labor will present their experiences, and then all participants will be invited to participate in an open dialogue

based on the following guiding question:

• What is the role and/or main responsibilities of the ministries of labor regarding labor migration? What actions is your Ministry undertaking, and what are its achievements, challenges, and lessons learned?

3. Compliance with labor laws and regulations and effective application of fundamental principles and rights at work: ILO will give an introductory presentation, including its work as the Secretariat of the Ibero -American Labor Inspection Network, in order to4identify pathways for cooperation. In addition, two ministries of labor will present their experiences, and all participants will be invited to participate in an open dialogue based on

the following guiding question:

• What modifications and innovations has your Ministry incorporated in recent years to improve compliance with labor legislation? What have been the main achievements, challenges, and lessons learned? Please indicate, in particular, the progress made in the incorporation of new technologies.

4. Institutionalized social dialogue: This topic will be discussed at a RIAL Workshop on May 13, which will share and analyze experiences with venues for social dialogue in the region and the results of social dialogue in the formulation of public policies and in wagesetting mechanisms.

JOINT MEETING OF WORKING GROUPS 1 AND 2

Preparations for the 23rd Inter -American Conference of Ministers of Labor (IACML): An opportunity to begin a discussion of the thematic axes to be considered at the 23rd IACML in 2027, remarks by the Ministry of Labor and Labor Development of Panama, venue of the conference, discussion, and brainstorming.

D. EXPECTED OUTCOMES

a. Discussion and identification of lessons learned and policy recommendations regarding priority issues for labor administrations (identified in the agenda) b. Greater opportunities for associative arrangements and cooperation to strengthen the human and institutional capacities of the ministries of labor and the workers’ and employers’ organizations that belong to COSATE and CEATAL.

E. MEETING STRUCTURE

It has been proposed that the meeting will comprise seven plenary sessions, with the participation of all the member states’ delegations, the representatives of workers and employers that belong to COSATE and CEATAL, and the allied international organizations.
