I. INTRODUCTION

The 2025-2027 Work Plan of the Inter -American Conference of Ministers of Labor (IACML) was approved by the Inter -American Council on Integral Development (CIDI) during its regular meeting

The 2025-2027 Work Plan of the Inter -American Conference of Ministers of Labor (IACML) was approved by the Inter -American Council on Integral Development (CIDI) during its regular meeting on March 25, 2025 . It was developed during the 2025-2027 Planning Meeting of the Authorities of the Inter-American Conference of Ministers of Labor (IACML), held in hybrid format in Washington D.C., on January 30 and 31, 2025.

The Plan establishes concrete actions to comply with the mandates and commitments set forth by the Declaration and Plan of Action of Bogotá, approved during the XX II IACML held in October, 2024. It includes priority lines, specific activities, dates and venues, as well as responsibilities, and financial and in-kind commitments.

The Meeting of Authorities that resulted in the development of this Work Plan was chaired by the Ministry of Labor of Colombia, as Chair of the XXII IACML, represented by Mrs. Gloria Inés Ramírez, Minister of Labor of Colombia, and Mr. Juan Nicolás Escandón, Director of Fundamental Labor Rights, with the participation of representatives of the Ministries of Labor and Permanent Missions of the countries that lead the IACML process:

• Troika: Colombia (Current Chair – XXII IACML), Argentina (Previous Chair - XXI IACML), Panama (Proposed host of the XXIII IACML) - Authorities of Working Group 1: The Bahamas (Chair), Barbados and Brazil (Vice-Chairs) - Authorities of Working Group 2: Paraguay (Chair), Chile and Guyana (Vice-Chairs).

Representatives from the Trade Union Technical Advisory Council (COSATE) and the Business Technical Advisory Committee on Labor Matters (CEATAL) participated in the meeting, as well as authorities of the International Labour Organization (ILO), the Inter-American Development Bank (IDB), the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), the

Technical Advisory Committee on Labor Matters (CEATAL) participated in the meeting, as well as authorities of the International Labour Organization (ILO), the Inter-American Development Bank (IDB), the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), the Organisation for Economic Co-operation and Development (OECD), the Inter-American Commission of Women (CIM) and the Summits of the Americas Secretariat.

In preparation for the meeting, the Technical Secretariat sent a questionnaire to all the members of the IACML regarding their priorities, expectations and suggestions within the framework of the Conference and its cooperation mechanism, the Inter -American Network for Labor Administration (RIAL), to guarantee that in developing the Work Plan all the members’ perspectives would be taken into account. The answers received, from 2 5 Ministries of Labor, COSATE and CEATAL, were compiled in the document “Input fo r the Planning Meeting 20 25-2027 of the IACML” (document: CIDI/CIMT/RPA/doc.55/25), which served as a base for the discussion.

On January 23, 2026, as established in the 2025 –2027 Work Plan, a Virtual Meeting of Authorities was held with three objectives: to monitor the implementation of the 2025 -2027 Work Plan of the IACML, t o review and provide guidance on the upcoming activities for 2026 , and to review the financial situation of the Inter-American Network for Labor Administration (RIAL) and decide on the2use of available resources. These objectives were achieved, and the decisions taken during the meeting were recorded in the document “Outcomes of the Meeting of Authorities of the Inter -American Conference of Ministers of Labor (IACML)” (document: CIDI/CIMT/RPA/doc.64/26).

This document presents the implementation report of the Work Plan 2025 –2027 as of May 2026 and incorporates the decisions taken during the Virtual Meeting of Authorities held in January 2026.

II. THEMES AND MANDATES OF THE XXII IACML

The theme of the XXII Inter-American Conference of Ministers of Labor (CIMT) was "The future of work in the Americas: laying the foundations for peace, social justice and climate action”. Under that umbrella, it allowed collective reflection and the definition of commitments around three central themes:

1. Institutionalized social dialogue and labor inclusion: keys to a fair, equitable, and humancentered future of work

These themes guided the definition of this Work Plan and must frame all its actions.

The Declaration and Plan of Action of Bogotá contain specific mandates for each of these themes; in addition, two Working Groups were established in order to promote compliance with said mandates:

• Working Group 1: Promotion of integrated public policies for a future of work with stable and lasting peace, social justice, and climate action.

• Working Group 2: Institutional strengthening of Ministries of Labor and promoting institutionalized social dialogue and tripartism.

The Inter-American Network for Labor Administration (RIAL) is the IACML cooperation mechanism, which allows the ministerial commitments to be translated into concrete actions. The XX II IACML gave orientations to the RIAL to continue strengthening the cooperation among the Ministries of Labor of the region , as a vehicle to strengthen their human and institutional capacities, and contribute to fulfilling the mandates of the Declaration and Plan of Action of Bogotá.- 3III. In this regard, they are organized per the RIAL’s established and proven methodologies, and under the guidance of the IACML authorities.

1. Emerging technologies, artificial intelligence and the world of work

Actions:

• (Fulfilled activity) RIAL Hemispheric Workshop on Artificial Intelligence and digital platforms from a Fundamental Labor Rights Approach.

o Date: September 11-12, 2025 o Host: Bogota, Colombia and virtual o Funding: The Ministry of Labor of Colombia covered the costs of logistics, meals, groups, and simultaneous interpretation. The RIAL’s approved budget covered participant’s accommodation costs and facilitated their presence in Bogota.

The Hemispheric Workshop “Artificial Intelligence, digital platforms and labor rights in the Americas” was co-organized by the OAS/RIAL and the Ministry of Labor of Colombia, and convened over 160 participating representing 29 Ministries of Labor, workers’ and employers’ organizations -through COSATE and CEATAL, respectively-, the Ministry of Labor of Spain as an OAS observer country, and experts from regional and international organizations including the IDB, ECLAC, OECD, ILO, the International Organisation of Employers (IOE), the OAS Centers of Excellence in Science and Technology -represented by Chile’s National Center for Artificial Intelligence (CENIA) and Colombia’s AudacIA -, the University of Oxford’s Fairwork Project, Johns Hopkins University, and the OAS.

Aligned with the mandates of the Declaration and Plan of Action of Bogotá, the event enabled the exchange of experiences and the strengthening of institutional capacities to strategically respond to the challenges and opportunities posed by technological advancements, particularly Artificial Intelligence (AI), in the world of work. Through three thematic sessions and breakout

Through three thematic sessions and breakout group discussions, participants discussed trends in employment and skills, the use of AI within Ministries of Labor, and a rights-based approach to work in digital platforms.

As a result, a document of policy recommendations was produced to guide national and regional responses regarding the impact of AI on employment; training, skilling, and reskilling efforts; the use of AI in modernizing Ministries of Labor; and the regulat ion of work on digital platforms.

The VII Meeting of Ministers and High Authorities of Science and Technology was held in December 2024 and approved a Declaration and Plan of Action under the theme: “Towards the Safe, Secure, and Trustworthy Development and Deployment of A rtificial Intelligence in the Americas: The Importance of Governance,

Regulatory, and Institutional Frameworks”

The IACML Tecnichal Secretariat maintains a permanent collaboration with the Technical Secretariat of the OAS ministerial process on science and technology, within the Department of Economic Development of SEDI/OAS. As one of the outcomes of this collaboration, centers of excellence in science and technology have been integrated into

These actions respond to the following mandates: Articles 4, 12 and 13 of the Declaration and 6a, 8d and 8e of the Plan of Action of Bogotá.

2. Just transition, green and blue jobs , and contributions from the world of work to environmentally sustainable economies and societies

Actions:

• (Fulfilled and on -going activity) Engage the IACML with the Inter -American Commission on Sustainable Development, consisting of the Ministries of Sustainable Development of the Americas.

• (Fulfilled activity) RIAL Hemispheric Intersectoral Workshop with the participation of officials from the Ministries of Labor and Sustainable Development.

o Date: February 26-27, 2026 o Host: Nassau, Bahamas o Funding: The Ministry of Labor of The Bahamas, with the support of the Development Bank of Latin America and the Caribbean (CAF), covered logistical costs, meals, equipment, and simultaneous interpretation. The Workshop “Just Transition, green and blue jobs in the Americas: Contributions from the world of work to environmentally sustainable economies and societies” w as coorganized by the RIAL/OAS, the Ministries of Labor and Economic Development of The Bahamas, and ECLAC, with additional financial support from CAF. The Workshop5brought together more than 120 participants representing Ministries of Labor from 28 countries across the region, workers’ and employers’ organizations –grouped within

Bahamas, and ECLAC, with additional financial support from CAF. The Workshop5brought together more than 120 participants representing Ministries of Labor from 28 countries across the region, workers’ and employers’ organizations –grouped within COSATE and CEATAL – as well as experts from the OAS, ECLAC, CAF, the IDB, the ILO, the Young Americas Business Trust (YABT), and the NewClimate Institute.

In line with the mandates of the Declaration and Plan of Action of Bogotá, the Workshop helped enhance knowledge and strengthen the capacities of Ministries of Labor and social actors in the region to promote just transition processes that generate green and blue jobs, foster labor inclusion, protect labor rights, and contribut e to environmentally sustainable economies and societies. During the event, participants exchanged experiences and lessons learned and put forward policy recommendations around three main topics: 1) the alignment of labor and environmental agendas for a sustainable future; the participation of authorities from the Ministries of Labor and Sustainable Development at the Workshop is highlighted, along with their recommendations to strengthen interinstitutional coordination and the integration of these agendas , 2) social protection and labor inclusion in green transitions, and 3) training, reskilling and upskilling for green and blue jobs.

• (On-going activity) Link the work of the IACML with the Inter -American Commission on Human Rights (IACHR), particularly its Special Rapporteurship for Economic, Social, Cultural and Environmental Rights (REDESCA , by its Spanish acronym ). It is worth

3. Coordination among education, professional training, and employment

Actions:

• (On-going activity) Continue the link between ministerial processes within CIDI/OAS on Education and Labor; in this sense, the IACML will contribute to the implementation of the Hemispheric Program for the development of skills in contexts of change of the InterAmerican Committee on Education (CIE).

• (Future activity) RIAL Intersectoral Hemispheric Workshop with the participation of officials from the Ministries of Education and Labor: This event will consider the conclusions and developments of the intersectoral workshops held in 2016, 2019 and 2023,- 6and will address some of t he following topics: lifelong learning, professional training, skills development, labor market information systems and employment services.

4. Gender equality and mainstreaming of the gender perspective in labor and employment policies1/

Actions:

• (Pending activity, to begin in 2026) Continue the work of the RIAL/GENDER, as a specialized network of the RIAL, in partnership with the Inter -American Commission of Women (CIM). Its work will be guided in this period by the actions and recommendations that emerged from the 9 th Hemispheric Dialogue on Gender held in December 2024.

During the Meeting of Authorities held on January 2026, USD 10,000 from the RIAL Fund was allocated to activities under the 19 th Call for Bilateral Cooperation and the RIAL/GENDER initiative for 2026. The Technical Secretariat will present a proposal on RIAL/GENDER at the Meeting of the Working Groups, to be held in May 2026 in Asunción.

• (Pending activity subject to available resources) Virtual hemispheric dialogues of the network of focal points: It is recommended that RIAL/GENDER continues holding these virtual dialogues, ideally two per year.

• (Pending activity subject to available resources) Consider launching a new cohort of the Course on Gender -Based Violence at Work , available in Spanish and English at the Educational Portal of the Americas, and whose contents were developed jointly by the CIM and the RIAL Secretariat.

• (Current activity) Topic of emphasis of the Working Group 1 meeting to be held in May 2026, with a broader emphasis on matters related to labor inclusion.

6. Strengthening and modernization of the Ministries of Labor

Within the framework of the RIAL Workshop on AI and digital platforms (September 2025, in Bogotá, Colombia), the Technical Secretariat received information from several Ministries on the incorporation of technologies in areas such as employment services an d labor inspection. The development of a repository of these experiences could be a new RIAL product, subject to the availability of resources.

These actions respond to the following mandates: Articles 23 of the Declaration and 8b of the Plan of Action of Bogotá.- 87. Strengthening institutionalized social dialogue for the achievement of more just, equitable, inclusive and resilient societies

• (Future activity ) RIAL Hemispheric Workshop: The Workshop will bring together Ministries of Labor, workers, employers, and international organizations to analyze and exchange experiences on social dialogue instances.

In line with the Work Plan, the Workshop “Institutionalized Social Dialogue in the Americas: Contributions to Public Policy Making” will be held on May 13, 2026, in Asunción, Paraguay, alongside the Meeting of the IACML Working Groups. The objective of the Workshop is to increase the knowledge and strengthen the capacities of the Ministries of Labor and social actors to strengthen and institutionalize social dialogue and thereby facilitate consensus -building in the defini tion of public policies. The Worksho p will feature three thematic panels: 1) Institutionalized social dialogue: progress, lessons,

• (Fulfilled and future activity) COSATE and CEATAL will continue participating in dialogues with Member States within the framework of the OAS General Assemblies (June 2025, 2026, and 2027) and the X Summit of the Americas (December 2025 in Punta Cana,

Dominican Republic).

The Chairs of COSATE and CEATAL participated, via a pre -recorded video, in the Dialogue of Heads of Delegation, representatives of civil society, and social actors, within the framework of the 55th OAS General Assembly on June 25, 2025. The 10th Summit of the Americas, originally scheduled for December 2025, has been postponed; once the new dates are defined, the Secretariat will coordinate with the Secretariat of the Summits regarding the participation of workers and employers.

These actions respond to the following mandates: Articles 7, 13, 19 and 21 of the Declaration and 6c, 8a, 8f and 8l of the Plan of Action of Bogotá.

8. Regular, safe and orderly labor mobility

Actions:

During the Meeting of Authorities held on January 23, 2026, it was decided not to hold this Hemispheric Workshop. It will be replaced by a dedicated session on labor migration within Working Group 2 meeting scheduled for May 2026. In addition, given the multidimensional nature of the topic, the discussion will focus specifically on the role of Ministries of Labor in labor migration.

• (On-going activity ) Articulate actions with the CIDI Committee on Migration Issues

(CAM, by its Spanish acronym) and other OAS initiatives on migration.

These actions respond to the following mandates : Article 24 of the Declaration and 8j of the Plan of Action of Bogotá.

Note on other actions of the RIAL:

• The RIAL Bilateral Cooperation Activities for the 2025-2027 period will be selected considering the eight priority topics of this Work Plan . In 2025 (18th Call), the 5 selected cooperations were carried out virtually and with excellent results. Below is a table showing the cooperations held and the concrete products achieved through the technical assistance provided by the provider Ministries. In the 19th Call for Proposals, 5 initiatives were selected to be

implemented virtually during 2026. Table No. 1 below presents the cooperation activities carried out and the concrete outputs achieved with the technical assistance of the provider Ministries in 2025, while Table No. 2 presents the cooperation activities selected for 2026.

Note from the Secretariat: The updating of the Portfolio and information repositories within the RIAL could be strengthened and accelerated with the allocation of additional financial resources. Furthermore, it is necessary to update the technological platform used and continue the process of migrating the RIAL website to OAS servers; this also requires financial resources.

The meetings of the political process include those established in the Triennial Ministerial Cycle of the Inter-American Council for Integral Development (CIDI) for all sectorial meetings, as well as some of the IACML process’ own meetings that have proven to be useful in following up on the Work Plan and guiding the work of the Conference.

1. Annual virtual meetings of the authorities and Steering Committee of the IACML

Description: The annual meetings of IACML authorities have the following objectives: monitor and guide the development of the IACML Work Plan and review the financial situation of the RIAL and decide on the use of available resources. The meeting on January 2027 will be considered a Steering Committee meeting of the IACML, where the theme and preliminary draft agenda for the XXIII IACML will be agreed upon.

2. Meeting of the Working Groups

Description: The Ministerial cycle establishes that this meeting will take place one year and a half before the next IACML. Its purpose is to examine in greater depth the
