DRAFT RECOMMENDATIONS OF THE TWENTY-FIFTH REGULAR MEETING OF

THE CIFTA CONSULTATIVE COMMITTEE

(Agreed upon at the preparatory meeting on May 13, 2026)

1. With regard to the mandate given to the CIFTA Technical Secretariat to revise the questionnaire on the implementation and effectiveness of the Convention, taking into account Module 2 of the methodology approved for the Hemispheric Study on Illicit Trafficking in Arms and Ammunition, the Consultative Committee welcomes the progress made in said process and urges CIFTA States Parties to actively participate in the revision of the stages of the newly developed questionnaire, with a view to its formal consideration at the next meeting of the Consultative Committee. To this end, States Parties that have not yet done so are encouraged to designate a focal point who meets the following profile:

• Possess comprehensive knowledge of the lifecycle stages of firearms and ammunition, as well as the investigation and criminal prosecution of offenses associated with firearms trafficking, international instruments, and the country’s regulatory and operational framework on the matter. • Understand types of data and information the country generates regarding the prevention, control, and prosecution of illicit firearms trafficking, as well as the frequency of such data generation. • Possess the necessary authority and powers to liaise with counterparts in other public agencies.

For the purpose of contributing to the compendium of supplementary CIFTA documents for the voluntary use of States Parties, the CIFTA Consultative Committee requests that the Department of Public Security, subject to the availability of specific funds, develop a Manual on Firearms Tracing and Ammunition Profiling , to be presented for the consideration of the Consultative Committee at its next regular meeting.

3. On the occasion of the thirtieth anniversary of the adoption of CIFTA, to be commemorated in 2027, the twenty -sixth regular meeting of the CIFTA Consultative Committee is hereby convened, in accordance with Article XXI of the Convention. The meeting shall be one day in duration and held during 2027; the CIFTA Technical Secretariat, operated jointly by the Department against Transnational Organized Crime and the Department of Public Security, is requested to support the preparation and followup of said meeting.
