Embajador Phillips-Spencer, tienes tú el uso de la palabra.

El PRESIDENT DEL GRUPO DE TRABAJO SOBRE HAITÍ: Good morning.

Chair, before I begin the delivery of the report, I would just like to take the opportunity to express my deepest appreciation to you and the [Permanent] Council for the warm appreciation extended at the beginning of the meeting.

Chair, Secretary General—though not here this time—Assistant Secretary General, permanent and interim representatives, permanent observers, distinguished colleagues from delegations and the General Secretariat, good morning, bonjour.

On its own behalf and on behalf of the delegations of The Bahamas, Barbados, Brazil, Canada, Chile, Colombia, Costa Rica, Guatemala, Jamaica, Panama, Suriname, the United States of America, and Uruguay, as promised at the last regular meeting of the Permanent Council on March 29, 2023, and in its capacity as Chair of the Working Group on Haiti established and installed on February 22, 2023, and fully constituted on March 8, 2023, at regular meetings of this Permanent Council, the delegation of Trinidad and Tobago is pleased to present for the consideration of the Permanent Council this initial report, as mandated in its resolution CP/RES. 1214 (2414/23), adopted on February 10, 2023.

Chair, even before I address the substantive content, I begin the presentation of this report by acknowledging the invaluable individual and collective contributions and commitments of time and thought made during the past six weeks by each of the fourteen delegations that have served as members

Chair, even before I address the substantive content, I begin the presentation of this report by acknowledging the invaluable individual and collective contributions and commitments of time and thought made during the past six weeks by each of the fourteen delegations that have served as members of this important Working Group.

During its first two weeks, after its first meeting on March 1, 2023, and in the absence of dedicated administrative and financial resources, the Working Group successfully managed and executed its principal immediate task of convening a dialogue on "Secur ity, Humanitarian, Electoral, and Democracy Assistance" on March 15, ahead of the mandated deadline set in resolution CP/RES.1214 (2414/23), and with the commendable support of the General Secretariat.

In addition to the mandated dialogue held on March 15, the Working Group met on six occasions: on March 1, 9, 14, 21, and 30, and again on April 14, 2023, during its first six weeks. In that process, Chair, the Working Group has also been fulfilling its re sponsibility to serve as a mechanism for regular meetings of the Organization of American States (OAS) on the situation in Haiti, as mandated by resolution CP/RES. 1214 (2414/23), and in further compliance with the General Assembly resolution AG/RES. 2982 (LII-O/22).- 5While not serving as members of the Working Group, the participation of the delegation of Haiti was particularly helpful for establishing and maintaining ongoing dialogue with the Government of Haiti, as mandated in resolution CP/RES. 1214 (2414/23), as well as that of the delegation of the Dominican Republic in the meetings of the Working Group, both in accordance with the provisions of Article 40.b of the Rules of Procedure of the Permanent Council, and should therefore also be noted.

Similarly, the Working Group has welcomed the participation of permanent observer delegations, including France, Germany, the Holy See, Italy, Liechtenstein, Spain, Switzerland, the

Article 40.b of the Rules of Procedure of the Permanent Council, and should therefore also be noted.

Similarly, the Working Group has welcomed the participation of permanent observer delegations, including France, Germany, the Holy See, Italy, Liechtenstein, Spain, Switzerland, the United Kingdom, and the European Union, at its meetings, all in accordance with the provisions of Article 40.c of the Rules of Procedure of the Permanent Council.

Chair, distinguished colleagues, I refer now to the substance of the initial report of the Working Group on Haiti, which has been distributed to all delegations as document GT/H AITI-22/23, dated April 18, 2023, which, regrettably, is available only in English so far, another reflection of the absence of dedicated financial resources to support the activities of the Working Group.

Beginning with its overview of the situation in Haiti, the report emphasizes the multidimensionality of the still -escalating crisis and includes a reference to the report of the InterAmerican Commission on Human Rights released in January 2023. Thereafter , the report proceeds to consistently communicate both the clarity and accuracy that are required for and have become the unswerving focus of the Working Group, if the OAS is to effectively and meaningfully contribute to the preservation of lives and livelihoods, the promotion and protection of human rights, the restoration of multidimensional security, and the strengthening of democracy in Haiti.

Accordingly, the report outlines the mandate-based analysis undertaken by the Working Group, which clarifies the relationship among its specifically assigned task, such as serving as a mechanism for regular meetings on the situation in Haiti, maintaining o ngoing dialogue with the Government of Haiti and the High-Level Transition Council and the dialogue convened on March 15.

Its purpose is to enable the provision of the information to OAS member states, permanent observers and the General Secretariat regarding priority areas of required assistance, and ultimately, the desired end state, which is to enable and ensure inclusive participation of Haitian stakeholders in arrangements for inclusive, free, fair, and credible elections and democratic transition in Haiti as soon

observers and the General Secretariat regarding priority areas of required assistance, and ultimately, the desired end state, which is to enable and ensure inclusive participation of Haitian stakeholders in arrangements for inclusive, free, fair, and credible elections and democratic transition in Haiti as soon as conditions allow.

Maintaining the focus on the required priority and accuracy for fulfilling its role and responsibilities, the report outlines the methodology, organizational design, and three principal modalities through which the Working Group will function. The Working Group will therefore function as: first, a co-working group of these fourteen member states; second, as three working group assistance clusters, as seen in the table on page four of the report; and finally, as a working group complementary forum in dialogue together with representatives of international, regional, subregional, and other public sectors, civil society, private sector, and other agencies and organizations.

During this first reporting period of the Working Group, the most significant activity was the dialogue on "Security, Humanitarian, Electoral, and Democracy Assistance," held on March 15, 2023.- 6This initial report to the Permanent Council, therefore, provides a detailed review of the proceedings of the dialogue, which included the participation of the Minister of Foreign Affairs of Haiti; the Chair of the High -Level Transition Council, created by "The National Consensus for an Inclusive, Transitional, and Transparent Elections," an accord reached on December 21, 2022; the Minister of Foreign Affairs and Foreign Trade of Jamaica; the Assistant Secretary General for Europe, Central Asia, and America s; the United Nations (UN) Department of Political [and Peacebuilding] Affairs; the outgoing Special Representative of the Secretary General for Haiti and Head of the UN Integrated Office in Haiti; and a Special Representative of the OAS Secretary General in Haiti.

Chair, distinguished colleagues, the result of the review of the proceedings of the dialogue was thirty-nine major summary observations, which I will not read here today; they are all included in the report.

Chair, distinguished colleagues, the result of the review of the proceedings of the dialogue was thirty-nine major summary observations, which I will not read here today; they are all included in the report.

Following our examination of those thirty-nine major observations, the Working Group arrived at sixteen that have been identified as immediate assistance and support facilitation opportunities. These sixteen opportunities are distributed among the three principal areas of assistance on which the Working Group has focused its attention. It is noteworthy that, for security assistance, three major opportunities for immediate assistance and support have been identified. These opportunities have been informed principally by feedback provided directly from the Government of Haiti and its communication of specific areas identified for support.

It should be noted, however, that other opportunities have been identified based on the presentations delivered at the dialogue, and in very helpful presentations and updates provided to the Working Group by the Special Representative of the OAS Secretary General in Haiti, Mr. Cristobal Dupouy.

There are, among the observations for immediate assistance as well, seven which relate to humanitarian assistance. I am pleased to inform the Permanent Council that the Working Group has already communicated in writing with the Inter-American Institute for Cooperation on Agriculture, the Pan American Health Organization, the Inter -American Commission of Women, the Inter -American Children's Institute, the Pan American Development Foundation, and the Inter-American Commission on Human Rights, all of which hav e agreed to collaborate with the Working Group in the coming months.

With respect to electoral and democracy -strengthening assistance, six major opportunities for providing assistance to Haiti have been identified. These constitute opportunities that have arisen from, again, feedback directly from the Government of Haiti, b ut also —and very importantly —from the discussions held at the cluster consultations at the dialogue, at which presentations were received by the OAS Secretary for Strengthening Democracy and the Director of the Department for Effective [Public] Management.

Chair, distinguished colleagues, I come to the point where I conclude this report by highlighting what we have identified as critical requirements.
