CONSIDERACIÓN DEL PROYECTO DE RESOLUCIÓN

“LA SITUACIÓN EN VENEZUELA”

El PRESIDENTE: Esteemed colleagues, we will now proceed to the second item on our [order of business], the consideration of the draft resolution “The Situation in Venezuela,” as detailed in document CP/doc. 6036/24 rev. 2. This draft resolution is the out come of extensive consultations and the collaborative efforts of numerous delegations, including during the two informal sessions convened by the Chair to achieve consensus and to refine the documents we have before us.

The Chair wishes to extend its sincere gratitude for the constructive engagement and the flexibility demonstrated by all participating delegations throughout the negotiation process. Thank you.

the collaborative efforts of numerous delegations, including during the two informal sessions convened by the Chair to achieve consensus and to refine the documents we have before us.

The Chair wishes to extend its sincere gratitude for the constructive engagement and the flexibility demonstrated by all participating delegations throughout the negotiation process. Thank you. Your dedication has been instrumental in shaping the draft res olution we are about to consider. Your time and your efforts are noted and appreciated.- 3At this point, I will turn the floor to the Permanent Representative of the United States for a brief presentation of the draft resolution.

Ambassador Mora, the floor is yours.

El REPRESENTANTE PERMANENTE DE LOS ESTADOS UNIDOS: Thank you very much, Chair, and good afternoon to everyone.

Distinguished representatives, colleagues, friends, today we come together at a critical moment for the people of Venezuela and for the values we hold dear here in the Hemisphere: democracy, respect for human rights, and the rule of law. The [draft] resolu tion before us is a testament to our collective commitment to these principles, and I urge its passage.

The July 28 election in Venezuela, and the events in the weeks since, demanded a timely and clear response from this institution. We have seen numerous and credible reports: oppression and violence, coupled with documented human rights violations. And we have seen an announced election result, lacking in detail, without supporting documentation, that runs contrary to abundant evidence collected by the media, civil society groups, and international organizations. In such circumstances, the United States could not remain silent.

First and foremost, the [draft] resolution before us today reaffirms our unwavering commitment to the respect of human rights and fundamental freedoms in Venezuela, and in this Hemisphere, as the document states. All states must promote universal respect f or human rights and fundamental freedoms; the rights to peaceful assembly and to take part in the conduct of public affairs without fear of reprisal must be guaranteed.

This [draft] resolution also calls upon the National Electoral Council (CNE) of Venezuela to

fundamental freedoms; the rights to peaceful assembly and to take part in the conduct of public affairs without fear of reprisal must be guaranteed.

This [draft] resolution also calls upon the National Electoral Council (CNE) of Venezuela to expeditiously release the detailed election results, including the actas at the polling station level. We know that recently the United Nations (UN) Panel of Experts released an interim report on the election and found that the CNE had fallen short of transparency measures. The UN Panel [of Experts] noted that all publicly available vote tallies it reviewed exhibited all the security features of the original result protocols, indicating they are genuine. Finally, Chair, a key conclusion found it is unprecedented in contemporary democratic elections that the announcement of the election came without the publication of its details, or the release of the tabulated results.

Transparency in this process is not merely a procedural requirement; it promotes confidence in the results for the Venezuelan people. They deserve to know the true outcome of their votes, an outcome that reflects their collective voice, free from manipulat ion. The legitimacy of the electoral process, and indeed the future of Venezuela, requires that the verification be conducted without bias and with utmost integrity.

The Venezuelan people have shown incredible resilience in the face of adversity. They have participated peacefully in the electoral process, and now they are entitled to a process that respects their sovereignty and honors their civil and political rights.

As we consider this [draft] resolution, I urge us all to speak with one voice in support of these fundamental freedoms. Let us show the people of Venezuela that they are not alone, that the nations of America stand with them in their pursuit of justice and democracy. Let unity be a powerful message to4the people of Venezuela, and to the world, that we here at the Organization of American States (OAS) are committed to upholding democracy, respect for human rights, and the rule of law.

Chair, I want to join you as well in commending and thanking everyone for the good -faith,

the people of Venezuela, and to the world, that we here at the Organization of American States (OAS) are committed to upholding democracy, respect for human rights, and the rule of law.

Chair, I want to join you as well in commending and thanking everyone for the good -faith, constructive, patient, flexible negotiations that went on during the last few days. It was really a pleasure to be engaged in the negotiations, and to see the result of that process.

And of course, lastly, thank you, Chair, for your leadership, your moderation in leading the discussion and taking us here to this meeting today. Thank you very much.

El PRESIDENTE: Thank you, Ambassador Mora, for your presentation of this [draft] resolution. I also thank you for your leadership, penmanship, and commitment throughout the process.

Now, colleagues, having heard the presentation and received the [draft] resolution presented by the [Permanent] Representative of the United States, I now inquire whether the Permanent Council can proceed with the adoption of the draft resolution “The Situation in Venezuela” by consensus.

The draft resolution on “The situation in Venezuela” is hereby adopted by consensus1/.

[Aplausos.]

INTERVENCIONES DE LOS ESTADOS MIEMBROS

El PRESIDENTE: Excellencies, colleagues, we now move to the next item on the [order of business], and I am pleased to invite delegations that wish to address the matter at hand, the matter which has convened us this afternoon, to take the floor. The floor is open.

I recognize the request for the floor from the delegation of Saint Lucia.

La REPRESENTANTE ALTERNA DE SANTA LUCÍA : Thank you, Chair, and good afternoon, everyone.

Chair, Saint Lucia’s position on this resolution remains the same as its position on the draft resolution on the elections in Venezuela, document CP/doc. 6032/24 rev. 2, which failed to be adopted

afternoon, everyone.

Chair, Saint Lucia’s position on this resolution remains the same as its position on the draft resolution on the elections in Venezuela, document CP/doc. 6032/24 rev. 2, which failed to be adopted at the special meeting of the Permanent Council on July 31, 2024, and will therefore not be part of the consensus on this resolution.

The Government of Saint Lucia reiterates its position that it does not consider Venezuela a member of the Organization of American States (OAS). Through its specific and deliberate actions, the Government of Venezuela denounced the OAS Charter, and announc ed its withdrawal of its membership from the OAS on April 27, 2017, which took effect two years later in April 2019. This was in accordance with Article 143 of the OAS Charter.

1. Resolución CP/RES. 1261 (2508/24), anexa.- 5Notably, neither the OAS Charter nor the Rules of Procedure of the Permanent Council or the General Assembly provide for the rejection of a sovereign decision by a member state to withdraw from the Organization.

Furthermore, the Government of Saint Lucia adheres to the strict principle of noninterference in the internal affairs of sovereign states. Consequently, the Government of Saint Lucia will allow the electoral and judicial institutions in Venezuela to underg o their processes to validate and ratify the election results.

My delegation respects the decision taken by each member state on this resolution, and requests that delegations also respect the sovereign decision that my delegation has taken today.

I thank you.

El PRESIDENTE: Thank you, delegation of Saint Lucia.

We recognize the delegation of Canada’s request for the floor.

Ambassador Savage, you have the floor.

Chair, Venezuelan authorities need to respond to credible reports of irregularities and significant discrepancies between the officially reported results and other vote [counts] and analyses, including assessments made by monitoring bodies such as the Unit ed Nations (UN) Panel of Experts and The Carter Center.

The National Electoral Council (CNE) has still not published detailed or disaggregated results to support its announcements. Canada urges the CNE to provide immediate access to the voting records of all polling stations, and to allow an impartial and independent verification of the resul ts to ensure that the people’s will is respected.

Canada also condemns the human rights violations committed in Venezuela and joins its voice to those calling on Venezuelan authorities to stop the political repression that has marked the electoral6that the people’s will is respected.

Canada also condemns the human rights violations committed in Venezuela and joins its voice to those calling on Venezuelan authorities to stop the political repression that has marked the electoral6process. There are credible reports of at least twenty -three deaths and over 2,000 people detained arbitrarily since the election. Venezuelan authorities must ensure the full respect of human rights, including the right to freedom of peaceful assembly and the freedom of expression.

Canada is deeply concerned by the continuous restriction of the civic and democratic space in Venezuela. The recent approval of the Law on the Control, Regularization, Performance, and Financing of Non-Governmental and Related Organizations, a law which ma ny call the “anti -NGO law,” risks becoming a point of no return for the rights of freedom of association and of expression in Venezuela.

Venezuelans have endured an ever worsening and unprecedented economic, political, and social crisis for many years now. Nevertheless, they have shown their exemplary commitment to finding a peaceful way out of these crises via elections. Their will deserves to be respected.

El REPRESENTANTE PERMANENTE DEL ECUADOR: Thank you, Chair.

Muchas gracias.

El PRESIDENTE: We thank the delegation of Ecuador and recognize the delegation of Paraguay’s request for the floor.

El REPRESENTANTE PERMANENTE DEL PARAGUAY: Thank you very much, Chair.

Muchas gracias.

El PRESIDENTE: We thank the delegation of Paraguay for your contribution.

We recognize the delegation of Chile.

Ambassador, you have the floor.
