CONSIDERACIÓN DE SOLICITUDES ADICIONALES DE INCLUSIÓN DE PUNTOS

EN EL PROYECTO DE TEMARIO PARA EL QUINCUAGÉSIMO CUARTO

PERÍODO ORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL

El PRESIDENTE: We are moving on to item 2. Our next agenda item is the consideration of additional requests for the inclusion of items on the draft agenda for the fifty-fourth regular session of the General Assembly. I will first enumerate the proposals, followed by an opportunity for the proposing delegations to briefly elaborate on their requests.

  • Item 1: “The situation in Nicaragua” which was requested by the Permanent Missions of Argentina, Canada, Chile, Costa Rica, and the United States. This was presented to the Chair by note, distributed as document AG/CP/doc. 1031/24, dated May 17, 2024. - Item 2: “Marking Francophone Week at the Organization of American States (OAS),” which is requested by the Permanent Mission of Haiti by note and as reflected in document AG/CP/doc. 1033/24, dated May 28, 2024. - Item 3: “Role and expected parameters for the performance of future occupants of the positions of Secretary General and Assistant Secretary General of the OAS,” which is requested by the Permanent Mission of Brazil by note, distributed as document AG/CP/doc. 1034/24 corr. 1. It is also dated May 28, 2024.

I now offer the floor to the proposing delegations to make a brief presentation in respect of these requested items. I will start with the proposing delegation in respect of enumerated 1, “The situation in Nicaragua,” noting that there are several delegations; that is Argentina, Canada, Chile, Costa Rica, and the United States. Are any one of those delegations wishing to take the floor?

The Chair recognizes and offers the floor to the delegation of Canada. I trust that you have signed for your Amazon package, but the floor is yours.

El REPRESENTANTE PERMANENTE DEL CANADÁ: Thank you, Mr. Chair. I would simply like to report to my colleagues that after the establishment of the Voluntary Group to follow the situation in Nicaragua, Canada facilitated a first meeting of the Group, open to all members, at which there was a discussion and decision to put forward the resolution for this fifty-fourth regular session of the General Assembly.

There have been four subsequent meetings to negotiate a text. A final version was circulated to all delegations last night. Now we are waiting to prepare the finalized version with co-sponsors to submit to the Secretary General, later this week I believe.

So, the [draft] resolution has come together with a great deal of contributions, input, and considerations from all delegates. I would like to thank all the participants for their very thoughtful contributions. I believe we have reached a text that satisfies many and that will ensure that the people of Nicaragua recognize and know that they have not been forgotten by the larger family of the Americas.

Thank you.

El PRESIDENTE: Thank you so very much, the delegation of Canada. Colleagues, the presentation, rationale, justification, and elaboration has been offered. Do I hear any observations otherwise? I see no requests to the floor. So, adopted.

We move on to item 2, “Marking Francophone Week at the OAS,” which has been requested by the Permanent Mission of Haiti. The floor is presented to you. The Chair recognizes the delegation of Haiti. Haiti, the floor is yours.

El PRESIDENTE: Thank you kindly to the delegation of Haiti. Delegation of Haiti, the Chair respectfully advises your delegation to have a conversation with the Office of the Assistant Secretary General in respect of timing. It is during the same time as the Inter-American Week for People of African Descent in the Americas, but that does not impede the proposal. It is a suggestion for the proposing delegation as far as synchronizing the presentation and execution of your request.

We move on to item 3, “Role and expected parameters for the performance of future occupants of the positions of Secretary General and Assistant Secretary General of the OAS.” This has been requested by the Permanent Mission of Brazil by note distributed as document AG/CP/doc. 1034/24 corr. 1.

The Chair recognizes and offers the floor to the delegation of Brazil. Delegation of Brazil, the floor is yours.

El PREPRESENTANTE PERMANENTE DEL BRASIL: Muito obrigado, Senhor Presidente.

El PRESIDENTE: Thank you very much to the delegation of Brazil.

Colleagues, we have heard the elaboration, and the explanations offered in respect of the three items: “The situation in Nicaragua,” “Marking Francophone Week at the OAS,” and the “Role and expected parameters for the performance of future occupants of the positions of Secretary General and Assistant Secretary General of the OAS.” In respect of the three proposals, I leave it to the proponents to coordinate the negotiations in respect of those items. It is my understanding that one of them is still in an informal stage, so we encourage the formal process to be expedited in advance of the presentation to the fifty-fourth regular session of the General Assembly.

Let me procedurally advise that all of the three requesting proposals met the terminal deadline in advance of the May 27 deadline, which is prescribed through Article 32 of the Rules of Procedure of the General Assembly. That being said, I would like to inquire whether this Committee formally approves the inclusion of the topics mentioned by the Chair on the draft agenda for the fifty-fourth regular session of the General Assembly? The floor is open for objections or any comments, observations, or otherwise.

Seeing no requests to the floor and no objections, I take it that the Committee has approved the inclusion of the aforementioned agenda items. So, approved.

CONSIDERACIÓN DE LA NOTA DE LA MISIÓN PERMANENTE DE ANTIGUA Y BARBUDA RETIRANDO SU SOLICITUD DE INCLUSIÓN DEL TEMA “SITUACIÓN DE VENEZUELA EN LA ORGANIZACIÓN DE LOS ESTADOS AMERICANOS” EN EL PROYECTO DE TEMARIO DEL QUINCUAGÉSIMO CUARTO PERÍODO ORDINARIO DE SESIONES

DE LA ASAMBLEA GENERAL

El PRESIDENTE: We will now move on to the consideration of agenda item 3: “Consideration of the note from the Permanent Mission of Antigua and Barbuda withdrawing its request for the inclusion of the item “The status of Venezuela at the OAS.”

Colleagues, as you are aware, on May 29, 2024 the Secretariat distributed a document which is referenced as AG/CP/doc. 1017/24 add. 1. That is a note that was received from the Permanent Mission of Antigua and Barbuda, thereby withdrawing its request for the inclusion of the item, which is entitled “The status of Venezuela at the OAS.” The request was to remove that agenda item from the fifty-fourth regular session of the General Assembly. As such, in accordance with the request of the delegation of Antigua and Barbuda, the Chair hereby informs the Committee of the withdrawal. Unless there are any objections or otherwise, this item will be struck from the agenda.

The floor is open for any objections or otherwise. Seeing no objections, it is so agreed.

CONSIDERACIÓN DEL PROYECTO DE TEMARIO PARA EL QUINCUAGÉSIMO CUARTO PERÍODO ORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL

El PRESIDENTE: Item 4, Consideration of the preliminary draft agenda.

Colleagues, this agenda is for the fifty-fourth regular session of the General Assembly, as contained in document AG/CP/doc. 1020/24 rev. 1. As such, I request the delegations if we may approve the draft agenda, incorporating agreements that we have adopted this morning and the inclusion of the draft resolution entitled, “Promoting connectivity and technology for resilient socio-economic development in the Americas,” which is currently being negotiated within the framework of “Continuing to Drive the Strengthening of the Inter-American Council for Integral Development (CIDI).” The floor is open for delegations’ comments, objections, or otherwise.

There being no further observations, we will proceed to approve the agenda for the fifty-fourth regular session of the General Assembly as contained in AG/CP/doc. 1020/24 rev. 1, thereby incorporating the agreements that we have adopted this morning, and the inclusion of the draft resolution entitled “Promoting connectivity and technology for resilient socio-economic development in the Americas.” I see no objections, thereby approved.

Approved.

Colleagues, again, in accordance with Article 32 of the Rules of Procedure, once the Preparatory Committee has approved the draft agenda, new topics may be included only by vote by two-thirds of the members of the Committee. This is at least thirty days prior to the opening of the session of the General Assembly. That deadline, established as per Article 32, was May 27. We are now beyond May 27.

In this regard, I would also like to remind you of the content of two fundamental articles of the Rules of Procedure regarding the agenda for the General Assembly and its regular session. These articles are, beyond Article 32, sequentially it is Article 33 and Article 34 of the Rules of Procedure of the General Assembly.

Article 33, I will read it in its entirety: “Once the regular session of the General Assembly has begun, only urgent and important matters may be added to the agenda. The admission of such topics shall require the vote of two thirds of the member states.” That is Article 33. “Once the regular session of the General Assembly has begun, only urgent and important matters may be added to the agenda. The admission of such topics shall require the vote of two thirds of the member states.”

Article 34: “The General Assembly shall adopt the agenda by the vote of two thirds of the member states, following a report by the Preparatory Committee.”

Colleagues, please be so guided. I thank you.

CONSIDERACIÓN DE SOLICITUDES ADICIONALES DE INTERVENCIÓN ANTE

la ASAMBLEA GENERAL durante el QUINCUAGÉSIMO CUARTO

PERÍODO ORDINARIO DE SESIONES

El PRESIDENTE: We now move on to consideration of additional requests to address the plenary. This is reflected in our agenda item 5.

la ASAMBLEA GENERAL durante el QUINCUAGÉSIMO CUARTO

PERÍODO ORDINARIO DE SESIONES

El PRESIDENTE: We now move on to consideration of additional requests to address the plenary. This is reflected in our agenda item 5.

Colleagues, we have a significant number of requests from those who wish to address the fifty-fourth regular session of the General Assembly during a plenary session. In addition to three previously approved requests, the Chair has received five additional requests from the following organizations. I will go through them sequentially, and they are in no order of hierarchy or priority:

1. The Inter-American Court of Human Rights presented a request, and that is reflected in AG/CP/doc. 1029/24;

2. The Inter-American Children’s Institute (IIN) submitted request, which is reflected in AG/CP/doc. 1030/24;

3. The Inter-American Committee of Women (CIM) submitted a request, and that is reflected in AG/CP/doc. 1036/24;

4. The Inter-American Drug Abuse Control Commission (CICAD) submitted request, which is reflected in AG/CP/doc. 1037; and,

5. The Pan-American Health Organization (PAHO), who submitted a request which is reflected in AG/CP/doc. 1038/24.

Given the substantial number of requests, the Chair respectfully requests that those delegations consult and determine whether they agree to include a brief presentation of no more than five minutes for these bodies during the fourth plenary session. Keeping in mind that we have an ambitious agenda for the General Assembly, and we now have an additional five [presentations]. So, we are requesting additional consideration for those five minutes. I would offer the floor, in the first instance, if there are any comments or observations in respect of the inclusion of these five additional requests.

I see no requests to the floor. If there are no comments, the additional requests received by the Inter-American Court on Human R
