CONSIDERACIÓN DEL PROYECTO PRELIMINAR DE TEMARIO PARA EL QUINCUAGÉSIMO QUINTO PERÍODO EXTRAORDINARIO DE SESIONES DE LA ASAMBLEA GENERAL El PRESIDENTE: Colleagues, moving on to the next agenda item. As chair of the Preparatory Committee, I present for consideration the preliminary draft agenda for the fifty-fifth special session of the General Assembly, distributed on September 16, 2024, as document AG/CP/doc. 1041/24. This document was prepared under Article 35 of the Rules of Procedure that states, “The agenda of each special session of the General Assembly shall be confined to the subject or subjects for which the session was convoked.” As you may recall, through resolution AG/RES. 3032 (LIV-0/24), the General Assembly instructed the Permanent Council to convene a special session of the General Assembly as soon as possible, but no later than November 8, 2024, for the approval of the 2025 program-budget. In compliance with this mandate, the Permanent Council, through its resolution CP/RES. 1263 (2511/24) on September 6, 2024, resolved that the fifty-fifth special session of the General Assembly to consider and approve the 2025 program-budget will take place on November 1, 2024, at the headquarters of the General Secretariat of the Organization. Having said that, I would like to consult with the distinguished delegations whether the Committee is in a position to proceed with the approval of the preliminary draft agenda for the fifty-fifth special session of the General Assembly. The floor is open. There being no requests and no further observations, the preliminary draft agenda for the fifty-fifth special session of the General Assembly, document AG/CP/doc. 1041/24, is hereby approved. Approved. We will consider the draft recommendations on procedure for the fifty-fifth special session of the General Assembly. As previously noted, the Permanent Council, through resolution CP/RES. 1263 (2511/24), has determined that the fifty-fifth special session of the General Assembly will take place at the Organization of American States (OAS) General Secretariat headquarters on November 1, 2024. It should be noted that the proposed recommendations are like those agreed upon by the General Assembly in previous sessions, drafted in strict adherence to the Rules of Procedure. It is important to note that Recommendation 8 simply, as in previous sessions, reiterates [the understanding] regarding the incorporation of footnotes in General Assembly documents. Having said that, I would like to consult with the distinguished delegations to ascertain whether the Committee is in a position to proceed with the approval of the draft recommendations on procedure for the fifty-fifth special session of the General Assembly. Do we have any requests for the floor? If not, there being no further observations, the draft recommendations on procedure for the fifty-fifth special session of the General Assembly, document AG/CP/doc. 1040/24, is hereby approved. Approved.

The Chair wishes to emphasize that this is a flexible document which will include any necessary adjustments as we move forward with preparations for the upcoming special session of the General Assembly. The floor is open for any delegation that may wish to speak on the matter.
