NOTA EXPLICATIVA El presente documento se circula en cumplimiento del plan de trabajo aprobado por el Consejo Interamericano para el Desarrollo Integral en su reunión extraordinaria de 6 de octubre de 2026, para el examen por esta Comisión de las Metas Estratégicas 2 y 4 d el proyecto de Plan Estratégico de la OEA 2026–2030 (CP/doc.6198/26). El documento reproduce textualmente el enunciado de las Metas Estratégicas 2 y 4 y el de sus Líneas Estratégicas, en las versiones en español y en inglés del documento CP/doc.6198/26, y ofrece el formato de matriz para la presentación de observaciones y propuestas. De conformidad con el alcance acordado, las propuestas de enmienda se circunscriben a las Metas Estratégicas y a las Líneas Estratégicas. Los Objetivos Estratégicos pueden invocarse como elemento de apoyo cuando resulten pertinentes para apreciar el contenido de una Meta o de una Línea; las observaciones referidas a Objetivos Estratégicos determinados se consignarán por separado. Se invita a las delegaciones a completar las columnas cuarta y quinta de la matriz, formulando sus propuestas en términos propositivos —indicando el texto alternativo concreto— e identificando el fundamento jurídico, de política o institucional de cada una. Las observaciones escritas podrán presentarse a la Secretaría del Consejo hasta el viernes 9 de octubre de 2026. Toda enmienda que se adopte habrá de reflejarse en ambas versiones del documento. In accordance with the agreed scope, proposed amendments are confined to the Strategic Goals and the Strategic Lines. The Strategic Objectives may be invoked as supporting evidence where relevant to an appreciation of the content of a Goal or of a Line; ob servations relating to particular Strategic Objectives shall be recorded separately. Within Strategic Goal 2, Strategic Lines 2.1 and 2.5 bear most directly upon the responsibilities and mandates of the Council. Lines 2.2, 2.3 and 2.4 are reproduced to permit a complete reading of the Goal and may be considered to the extent that delegatio ns identify a direct connection with matters falling within CIDI’s competence.
