La PRESIDENTA: We shall now proceed to the second item on the order of business and consider the draft resolution “Suspension of the Status of the Russian Federation as a Permanent Observer of the Organization of the American States,” as contained in document CP/doc. 5775/22, presented by the Permanent Missions of Antigua and Barbuda and Guatemala, with the co-sponsorship of the Permanent Missions of Canada, Colombia, Grenada, the United States, and Uruguay.
In this regard, I would like to first offer the floor to the delegation of Antigua and Barbuda to present the draft resolution. The delegation of Antigua and Barbuda has the floor.
El REPRESENTANTE PERMANENTE DE ANTIGUA Y BARBUDA: Thank you, Madam Chair.
It is with a heavy heart that Antigua and Barbuda joins the delegation of Guatemala in presenting this draft resolution proposing the suspension of the status of the Russian Federation as a permanent observer to our Organization of the American States (OAS).
We do so with a heavy heart, Madam Chair, because we would have preferred to maintain our relationship with the Russian Federation. In the same way that we welcome the preservation of our relationship with other nations that we have committed the status of permanent observer. However, as events have evolved by the Russian Federation’s aggression in Ukraine and the subsequent atrocities committed against civilians, including women and children, any choice we might have had in this matter has been removed.
Our Charter specifically requires strict adherence to the following four fundamental principles, set out clearly and unequivocally in Article 3. One: international law is the standard of conduct of states in their reciprocal relations. Two: international order consists, essentially, of respect for the personality, sovereignty, and independence of states, and the faithful fulfilment of obligations derived from treaties and other sources from international law. Three: recognition that every state has the right to choose, without external interference, its political, economic, and social system, and to organize itself in a way best suited to it and has the duty to abstain from intervening in the affairs of another state. And four: condemnation of wars of aggression. Adherence to these principles is required not only for our member states, but also for those states to which we have granted permanent observer status.
Furthermore, our Charter also obliges us to honor and respect Article 19, which pellucidly declares that no state or group of states has the right to intervene, directly or indirectly, for any reason whatsoever, in the internal affairs of any other state. The foregoing principle prohibits not only armed force but also any other form of interference or attempted threat against the personality of the state or against its political, economic, and cultural elements.
The Russian Federation, just like any other permanent observer to our Organization, was granted that status in accordance with procedures which were set out by the Permanent Council on June 27, 1984, through resolution CP/RES 407573/84. That resolution specifically states in paragraph six that the Permanent Council may review the permanent observer status granted to a state when the permanent council considers that the circumstances that determine the acceptance of its requests have significantly changed or no longer obtain.
Madam Chair, it is manifestly evident that by suppression against Ukraine, and the events that followed, the Russian Federation has violated the terms under which this Permanent Council granted it the status of permanent observer. The circumstances that determine its acceptance have significantly changed and no longer obtain. The integrity of this Organization and its authority, particularly regarding adherence to its own rules, require us to act as envisaged by the terms of the 1984 resolution that I just described.
Madam Chair, the members of the OAS, each representative of this Permanent Council, receive the benefit of legal advice from the Department of Legal Affairs of the Secretariat contained in document CP/INF 9341/22 of April 13, 2022. There can be no doubt of our legal right to act in accordance with this Permanent Council’s own procedures, as set out in the 1984 resolution under which Russia’s application for status as a permanent observer was accepted.
Beyond these considerations, the aggression of the Russian Federation against Ukraine and the violations of international law require this OAS, as one of the world’s oldest multilateral institutions, to demonstrate its disapproval, particularly as silence would serve to embolden other governments that might harbor ambitions of territorial acquisition and military aggression against neighboring states.
My delegation recalls that twice in this Permanent Council, first by a declaration of a large majority of member states, and then by a resolution of the Council, we exhorted Russia to cease hostilities in Ukraine and instead to engage in dialogue and diplomacy. Instead, Madam Chair, we have witnessed intensification of military action, resulting in huge loss of life, massive destruction, and the dislocation and displacement of millions of people.
It is in this context, of all that I have said, and no other, that this resolution is brought before this Council for adoption.
Each of our nations are experiencing the destruction to global peace and international economic security that the Russian Federation’s actions have created. The rule of international law and the international legal order is far too precious to all our countries for any of us not to act to uphold and preserve it.
My delegation emphasizes that suspension of status of permanent observer is not expulsion, and that this Permanent Council can lift suspension when the Russian Federation returns to upholding the principles of our Charter.
Madam Chair, I take this opportunity to thank the delegations of Canada, Colombia, Grenada, The United States, and Uruguay for supporting my delegation and the delegation of Guatemala in proposing this resolution for adoption by the Permanent Council.
My delegation calls for an immediate vote on the draft resolution before us. But I crave your indulgence, Madam Chair, to hear from the other principal proponent of this resolution, the delegation of Guatemala, before we proceed to vote.
Thank you, Madam Chair.
La PRESIDENTA: Thank you, thank you, Sir Ronald. We now give the floor to the delegation of Guatemala.
El MINISTRO DE RELACIONES EXTERIORES DE GUATEMALA: Gracias, señora Presidenta.

At this point, we would like to give the floor to the Minister of Foreign Affairs of Guatemala.
Sir, you have the floor.
