El PRESIDENTE: Pleasant good morning, distinguished permanent representatives and alternate representatives, all delegations. Good morning as well to all permanent observers and to our Secretariat staff, who we continue to rely on to ensure that our deliberations here are effective and purposeful.

Excellencies, distinguished colleagues, before proceeding with the adoption of the order of business, I must take this opportunity to express our complete solidarity with the delegation of Chile and the Government and people of that member state in view of the new and reactivated wildfires affecting the south-central region of the country, which are now causing great concern in populated areas of Chile. The Chair is aware that there are ongoing consultations by the delegation of Chile with the Secretariat and member states.

Likewise, Excellencies, distinguished colleagues, I wish to express our deepest condolences to the delegation of Brazil and the Government and people of that member state after the torrential rain that brought flooding and landslides to coastal areas in São Paulo state over the weekend, and which have claimed the lives of more than forty-four people.

Additionally, I would like to inform you that I have conveyed to the distinguished Permanent Observer of Turkey the condolences, solidarity and support of the Permanent Council of the Organization of American States, following the devastating earthquake that struck Turkey, as well as Syria, on February 6, and which has resulted in irreparable and, in many instances, irretrievable loss of life.

Excellencies, distinguished colleagues, therefore, in observance of this loss of life, I kindly ask you to join me in observing a moment of silence in memory of the victims of these unimaginable events.

Excellencies, distinguished colleagues, therefore, in observance of this loss of life, I kindly ask you to join me in observing a moment of silence in memory of the victims of these unimaginable events.

Thank you again, Excellencies, distinguished colleagues.

Now we turn to more celebratory news. Allow me, on behalf of the Permanent Council, to convey our congratulations to the people and Government of Grenada on the commemoration of their forty-ninth anniversary of Independence, which was celebrated on February 7, as well as to the people and Government of Saint Lucia, who are celebrating their forty-fourth anniversary of Independence today.

[Aplausos.]

May I also please share with you that the delegation of Saint Lucia has mounted an exhibition, which is available just outside of the Hall of the Americas, and you are invited to witness the creativity that is on display in that exhibition.

It is also our pleasure to congratulate the people and Government of Guyana on celebrating Guyana Republic Day, tomorrow, February 23.

And so, to all these delegations, we extend our congratulations.

Excellencies, distinguished colleagues, on February 11, the International Day of Women and Girls in Science was commemorated. This commemoration supports women scientists and promotes the access by women and girls to education, training and research in the fields of science, technology, engineering and mathematics. This commemoration aims to connect the international community to women and girls in science by strengthening the ties between science, policy, and society through forward-looking strategies.

Since 2016, the annual observance of the International Day of Women and Girls in Science has also served to showcase the best practices, strategies and solutions applied by our countries to address the challenges and opportunities in Sustainable Development Goal 5—achieving gender equality and empowering all women and girls.

On that same date, February 11, the Inter-American Day of the Single Emergency Service Number was also celebrated, as established at the VII Meeting of Ministers Responsible for Public Security in the Americas in Quito, Ecuador, in 2019. This annual observance recognizes the importance of the role played by all who collaborate to ensure the delivery of integrated security and emergency services. The value of these services has been fully acknowledged and appreciated during the COVID-19 pandemic.

Therefore, to all the national authorities, regional coordinators, operational chiefs, operators and dispatchers of the operational centers and first responders in the region, I extend, on behalf of the Permanent Council, our heartfelt thanks and recognition for their indispensable work and commitment.

Finally, on February 24, we will observe the one-year anniversary of the beginning of the invasion of Ukraine by the Russian Federation, which will be addressed under item 5 of this meeting at the request of some delegations.

Presentación de ParlAmericas

El PRESIDENTE: We now move to the next item on the order of business, and this is the presentation from ParlAmericas, pursuant to the request of the Permanent Missions of Canada, Paraguay, and Trinidad and Tobago, contained in document CP/INF. 9603/23.

Esteemed colleagues, ParlAmericas is the institution that promotes parliamentary diplomacy in the inter-American system, facilitating the exchange of parliamentary good practices and promoting cooperative political dialogue in pursuit of the Sustainable Development Goals.

This institution fosters the principles of transparency, accountability, citizen participation, ethics, and probity, promotes policies and legislative measures, and works towards strengthening democracy and governance through the national legislatures of all the member states of the Organization of American States (OAS).

In this regard, I am pleased to welcome to the OAS Permanent Council, Senator Blanca Ovelar, Senator of the Republic of Paraguay and President of ParlAmericas, and the Honorable Claudius J. Francis, Speaker of the House of Assembly of Saint Lucia and member of the ParlAmericas Board of Directors.

Senator Ovelar, welcome back to the OAS Permanent Council. You have the floor, Madam.

El PRESIDENTE: Thank you very much, Senator Ovelar.

I now offer the floor to the Honorable Claudius J. Francis, Speaker of the House of Assembly of Saint Lucia, and member of The ParlAmericas Board of Directors.

Honorable Speaker Francis, welcome to the Permanent Council of the Organization of American States. You have the floor, Sir.

El MIEMBRO DEL CONSEJO DE ADMINISTRACIÓN DE PARLAMERICAS: Thank you very much. Mr. Chair of the Permanent Council of the Organization of American States (OAS), Ambassador Anthony Phillips-Spencer; Secretary General Luis Almagro; Dr. Francisco Guerrero, Secretary for Strengthening Democracy at the OAS and special member of the ParlAmericas Board of Directors; distinguished ambassadors; ladies and gentlemen:

It is an honor to address you today, as a member of the ParlAmericas Board of Directors on this, the forty-fourth anniversary of our Independence.

Let me begin by extending regrets on behalf of the Honorable Bridgid Annisette-George, Speaker of the House of Representatives of Trinidad and Tobago, and Vice President of ParlAmericas, who, unfortunately, is unable to join us today.

Allow me to also take the opportunity to thank Speaker Annisette-George for her tireless efforts with the Permanent Mission of Trinidad and Tobago to make this meeting possible, as well as for her dedication to bringing the voice of the Caribbean to different hemispheric spaces through ParlAmericas.

I would like to complement President Ovelar’s remarks by reflecting briefly on the work we have carried out over the last year, how it has been informed by some of the priorities set by the OAS, and the possibilities it opens up for strengthening necessary collaboration at the highest level in the inter-American system.

I begin by drawing attention to our participation in the Ninth Summit of the Americas, held in Los Angeles in 2022. On that occasion, a ParlAmericas delegation of parliamentarians—of which I was privileged to be a part—participated in a series of meetings, held on the margins of the Summit, working closely with our partners at the House of Representatives of the United States through the House Democracy Partnership. At this interparliamentary meeting, colleagues from the Hemisphere addressed the issues that were part of the Summit’s principal agenda, offering legislative perspectives from our own realities and experiences on some of the main challenges facing the Hemisphere.

As part of our founding mandates—to be the vehicle for parliamentary participation in the inter-American system—ParlAmericas has been facilitating parliamentary engagement in the Summit of the Americas Process.

Following the formal inauguration of the ParlAmericas in advance of the Third Summit of the Americas in Quebec in 2001, ParlAmericas has facilitated the participation of parliamentarians in each of the summits thereafter.

The Ninth Summit of the Americas marked an important milestone in the history of the organization, as the Heads of States and Government reaffirmed our role as an integral part of the Summits Process through our mandate to that end.

As President Ovelar pointed out, such recognition is welcomed by our membership as an opportunity to better articulate our work and the actions agreed upon at the highest level in the inter-American system to address common challenges in a coordinated manner.

The thematic priorities addressed in the interparliamentary meeting spaces that ParlAmericas has convened over the past year are a testament to our commitment to align and contribute to the far-reaching efforts made by different bodies in the inter-American system to overcome structural problems in our countries.

In this regard, I would like to highlight the ParlAmericas declarations, adopted by parliamentarians from the Americas and the Caribbean in these interparliamentary gatherings, as they demonstrate the willingness of hundreds of legislators from the Hemisphere to contribute in a substantive way to addressing some of the most complex problems facing the region.

These declarations, the compilation of which was sent to each of your Excellencies, present legislative commitments related to a variety of issues that can be broadly categorized under three thematic pillars: democracy and good governance, climate change and sustainable development, and gender equality and inclusion.

ParlAmericas declarations are the result of realistic dialogue that captures, in addition to the perspectives of the lawmakers, the voices of specialists, representatives of multilateral organizations, civil society, and youth from across the Hemisphere.

I would like to note that we have received contributions from a number of inter-American supporters, including the OAS, the Inter-American Commission of Women, the Economic Commission for Latin America and the Caribbean, the Pan American Health Organization, and other agencies of the United Nations system. Their expertise has been instrumental in informing these documents.

In defining the progress and scope of the commitments adopted in the declaration, we have started to echo some of the priorities for action identified by OAS member states and forums, such as the Summit of the Americas and the OAS General Assembly.

Accordingly, we have purposefully engaged with the issues that are at the heart of the hemispheric policy agenda, such as promoting inclusive economic growth by boosting the key economy, combating climate change by accelerating the just energy transition, and strengthening our democracies by promoting transparency and public integrity.

Your Excellency, these declarations that we present before you today have been constructed in a collaborative spirit that seeks to bring together a variety of state and non-state actors under the premise of working together to address the transformations demanded by the citizens of the Americas and the Caribbean. As legislators, we know that our forums and the outcome documents can support this objective and common purpose.

This year, ParlAmericas will dedicate our efforts to working on these issues, including migration; the fight against disinformation and computational propaganda, and how this is affecting our democracies; food sovereignty and food insecurity; and the compounding effects of the climate crises and the current global context, which has exacerbated our ability as countries to ensure that the basic needs of our citizens are met. All of these are pressing challenges within our Hemisphere, which form part of your own agenda, political discussion and technical work here at the OAS, and which have been likewise identified as priorities for our parliamentary membership.

Your Excellencies, our presence here today is for the purpose of reaffirming before you our will to be proactive members in the construction of a better future for the people of the Americas and of the Caribbean. In a global climate of uncertainty and polarization, it is more necessary than ever that the ties that bind us together are reinforced, that the channels of dialogue are opened so that we can transform our common aspirations into concrete actions.

Your Excellencies, I thank you for your attention.

El PRESIDENTE: Thank you, and again, happy Independence Day, Honorable Speaker Francis.

On behalf of the Permanent Council, I express our deepest gratitude to our distinguished presenters and representatives from ParlAmericas. Your presentations have been insightful and informative.

I now offer the floor to delegations who wish to comment, beginning with the delegation of Canada. You have the floor, distinguished colleague.

El REPRESENTANTE ALTERNO DEL CANADÁ: Thank you, Chair. I wish to start by joining you in thanking Senator Ovelar, as well as Speaker Francis, for their participation in our meeting today and for their comprehensive presentation of their recent achievements with ParlAmericas.

Canada has been a longstanding partner of ParlAmericas since its creation in 2001, when Canada hosted the inaugural meeting of the Interparliamentary Forum of the Americas. Our support stems from the belief that enhanced parliamentary cooperation contributes to strong democracies and better governance.

ParlAmericas’ work on capacity-building and increasing cooperation across an impressive network of talented legislators is important for reinforcing key democratic principles through greater representation and institutional oversight.

Canada is also proud to partner with ParlAmericas in two ongoing initiatives that. firstly, build the capacity of women’s leadership organizations in the region to strengthen the participation of women in leadership and decision-making roles, and, secondly, foster gender-responsive parliamentary governance across nineteen Latin American countries through regional network building, technical assistance, and capacity development of parliamentarians, parliamentary staff, women advocates, and civil society.
