DE LA MISIÓN PERMANENTE DE GUATEMALA PARA LA POSTERGACIÓN DEL

TRATAMIENTO DE UN PROYECTO DE RESOLUCIÓN

El PRESIDENTE: Before proceeding to consider the draft order of business, I am obliged, in the interest of fairness and balance, to draw the attention of this [Permanent] Council to a few matters.

As delegations are aware, at the request of delegations which had proposed a [draft] resolution

As delegations are aware, at the request of delegations which had proposed a [draft] resolution on Guatemala, the Chair convened an open -ended meeting of regional coordinators two days ago, on Monday, November 6, to try to reach an informal consensus on the text which is before today's meeting. At that meeting, the delegation of Guatemala was present, and it produced an alternative text to the draft resolution.

However, while several delegations of member states attended that open-ended meeting, many of them did not. And the Chair notes that while attendance at open -ended meetings of regional coordinators is beneficial to all delegations, it is not obligatory. Th erefore, while the draft resolution was formally circulated to all delegations, those delegations that did not attend the open-ended meeting of regional coordinators would not have seen the alternative proposal of the delegation of Guatemala, and consequen tly, they are not in a position to analyze it, assess it, or refer it to their capitals for guidance. This places those delegations at a disadvantage.

In any event, while the meeting of the members present made some progress in agreeing on some of the paragraphs of the draft resolution, the text was not agreed, and Guatemala indicated that it would have to consult with its capital.

A further consideration in the Chair's thinking is that yesterday the Secretariat received and distributed a note from the Permanent Mission of Guatemala requesting” that the consideration of the draft resolution be postponed to a future date in light of the consultations being carried out regarding the proposed text of the resolution, and also the work being currently conducted by the Accompaniment and Observation Mission of the 2023 –2024 Government Transition Process of the Secretary General of the Organization of American States and the Mediation Mission in Guatemala."

I ask that you recollect that, in addition to the [draft] resolution on Guatemala, this meeting of the Permanent Council also had an item to consider a [draft] resolution on Haiti. However, I received a communication from the Chair of the Working Group on Haiti, stating that the delegation of Haiti wished to postpone consideration of the [draft] resolution on Haiti from this meeting to a special meeting on November 17. The reasons given for requesting the postponement were similar to those given by Guatemala in asking for the postponement of consideration of the draft resolution on Guatemala.

As Chair of the Permanent Council, I agree to the request concerning Haiti, which is why that [draft] resolution is not before us today. Bearing this situation in mind, and respecting the principle of equal treatment, I am minded, as Chair, to postpone the consideration of the draft resolution on Guatemala as requested by that country's delegation. However, I am also mindful of the rights of the proponents of the [draft] resolution on Guatemala to have their draft resolution considered at the earliest opportunity.- 4Given all these circumstances, I invite the delegation of Guatemala, the proposing delegations, and all other interested delegations to continue negotiating a text for consideration, to be given to it on Wednesday, November 15, at a special meeting. I have already spoken to, and I now formally request, the Secretary General to consider presenting at that meeting a report of the Accompaniment and Observation Mission for the 2023–2024 Government Transition Process and the Mediation Mission in Guatemala.

El PRESIDENTE: Colleagues, the first two items on our agenda correspond to this Permanent Council’s welcoming of two distinguished colleagues from Saint Kitts and Nevis and El Salvador.

Please note that the Chair will welcome both Permanent Representative s, giving each of them the opportunity to make their inaugural remarks before inviting delegations to offer their words of welcome.

Now, I extend a cordial welcome to the Permanent Representative of Saint Kitts and Nevis, Ambassador Jacinth Henry-Martin, who presented her credentials to the Secretary General on October 31.

Ambassador Henry-Martin previously represented her country in the Permanent Council from 2011 to 2015. She subsequently served as Chief of Staff to the Secretary General and then as Coordinator of the Offices and Units of the General Secretariat of the Organization of American States (OAS) in the member states, a position she held until the first half of 2023.

Ambassador Henry-Martin holds a Master of Arts in Technical and Special Translation from the University of Westminster, the United Kingdom. She served the Federation of Saint Kitts and Nevis in numerous capacities throughout her career, in fields that span private and public sector service.

Ambassador Henry-Martin, welcome back to the OAS, and I am very pleased to give you the floor.

Distinguished Chair of the Permanent Council, Excellencies, permanent and observer representatives, and alternates, Secretary General Almagro, Assistant Secretary General Mendez, distinguished colleagues and friends, I greet you warmly and extend kind rega rds as I assume the role of Permanent Representative of Saint Kitts and Nevis to the Organization of American States (OAS). I place on the record the profound importance that my country attributes to its presence among the nations of the Western Hemisphere within this esteemed Organization.

Our Hemisphere is one of rich diversity, comprising nations with varying backgrounds, cultures, and aspirations. It is the view of my delegation that unity and progress in the Americas can only be achieved through consultation, deliberation, negotiation, c onsensus building, and a steadfast commitment to fundamental democratic values. These values are the bedrock upon which our collective endeavors must rest. They provide us with the guiding principles necessary to respond cohesively and collectively to both natural and man -made forces that can either stymie the forward propulsion and growth of our Hemisphere or foster the peace and security to which we all aspire.

Saint Kitts and Nevis views the OAS as a platform that amplifies its voice and that of its member states on issues critical to our nation's vision for sustainable development. We hold in high regard our shared commitment to good governance, democracy, resp ect for and protection of human6rights, the fostering of peace and security, and the overarching responsibility of improving the lives of our citizens and collectively the lives of all peoples of the Americas.

La gobernabilidad en todas sus facetas no solo debe ser un punto de referencia establecido para la orientación en todos los Estados nacionales de las Américas. De hecho, frente al surgimiento de muchos intereses y agencias contrapuestos, para que la OEA si ga siendo una organización viable, respetada y relevante también debe ser introspectiva y receptiva cuando enfrenta sus crisis internas, y apuntalar la política y las normas profesionales que se aplican por igual a los principios y al personal de la instit ución, a fin de garantizar que tanto su propia institucionalidad como los valores morales, éticos y otros valores fundamentales sigan siendo rígidamente íntegros y más allá de la especulación y el reproche.

To achieve these objectives, it is imperative that the OAS transcend the mere creation of policies, as was said before. Saint Kitts and Nevis stands resolutely committed to fulfilling its role in addressing the multifaceted challenges that confront OAS member states in our Hemisphere.

The world's ongoing battle against the COVID -19 pandemic reaffirmed the importance of collaboration, shared experiences, and swift equitable responses. In this collective endeavor, we aim to optimize the valuable lessons we have learned from managing healt h crises, harnessing the power of international cooperation to ensure that nations with fewer resources receive the support they need.

Furthermore, our unwavering commitment extends to the critical issue of graduation for small states, particularly those facing existential threats posed by extreme weather phenomena and the

As a nation acutely aware of its inherent and peculiar vulnerabilities, Saint Kitts and Nevis advocates for the consideration of these unique challenges on the global stage. We firmly believe that addressing climate change and related vulnerabilities requires a shared commitment and concerted efforts from the international community.

Another area of particular concern is the cost of energy, which weighs heavily on the engines of economic growth in small, insular, and developing countries. High energy costs impact not only economic development, but also the everyday lives and livelihood s of our citizens. Saint Kitts and Nevis is committed to unearthing and maximizing the full extent of its green and renewable energy potential and to work collaboratively within the Hemisphere and beyond to find innovative solutions that can drive progress, enhance sustainability, and improve the well-being of all people.

In difficult times and in times of abundant hope, my delegation remains convinced that our collective strength lies in our unity, in the sharing of our experiences and in our determination to confront together the unique challenges of each nation and colle ctively those of all member states. Through collaboration and a focus on equitable responses, we can pave the way for a brighter, more resilient future for all countries of our Hemisphere.

El PRESIDENTE: I now extend a cordial welcome to the Permanent Representative of El Salvador, Ambassador Wendy Acevedo Castillo, who presented her credentials to the Secretary

General on Friday, November 3.

Ambassador Acevedo has served since 2010 in the Permanent Mission of El Salvador to the Organization of American States, as Counselor, Deputy Ambassador, and Acting Permanent Representative.

She is a recognized specialist in human rights, particularly in the human rights of women, migrants, and the social inclusion of groups in situations of vulnerability. She is a prominent Salvadoran diplomat and journalist.

And I almost feel like saying, “Welcome; it is not so long since I last saw you, but it is great to see you [again],” and I invite you to make your remarks.

Me complace saludarles este día, a partir del cual iniciamos una nueva etapa en la participación de El Salvador en los debates de este Consejo Permanente, no necesariamente derivada de un nuevo nombramiento, sino por la convicción de que El Salvador tiene mucho que aportar a los trabajos de esta Organización de los Estados Americanos (OEA), a partir de un proceso de transformación

de El Salvador en los debates de este Consejo Permanente, no necesariamente derivada de un nuevo nombramiento, sino por la convicción de que El Salvador tiene mucho que aportar a los trabajos de esta Organización de los Estados Americanos (OEA), a partir de un proceso de transformación nacional, caracterizado por el cambio de paradigmas y la visión de beneficio y prosperidad para toda una nación.

Si queremos obtener resultados diferentes, hay que hacer las cosas diferentes. Bajo esa premisa, desde el inicio de su administración, el Presidente de la República, Nayib Bukele, emprendió una cruzada que ha permitido el renacer de un nuevo El Salvador. Siguiendo esa línea de pensamiento, resulta más que oportuno escuchar perspectivas diferentes e implementar estrategias diferentes, a fin de enfrentar con meridiana solvencia muchos de los desafíos actuales y emergentes de la OEA.- 8La experiencia reciente nos ha demostrado que el éxito y la credibilidad de esta Organización no se miden por el número de resoluciones o declaraciones que adopte, [sino] más bien por su efectividad y capacidad de gestión para generar cambios que impacten en las condiciones de vida de los habitantes del Hemisferio.

El Salvador aboga por un multilateralismo eficiente, efectivo y transparente que dignifique el bienestar de la persona humana, sin ningún tipo de sesgos, y que, como lo declara la Carta fundacional, tenga por misión ofrecer al hombre –y agregaría, a la mujer– una tierra de libertad y un ámbito favorable para el desarrollo de su personalidad y la realización de sus justas aspiraciones.

Mi Delegación no dudará en acompañar aquellas iniciativas que estén apegadas a los principios y valores de nuestra Organización, con pleno respeto a la soberanía e independencia de los Estados,

Como miembros activos de esta Organización, estamos llamados a emprender un nuevo rumbo, en el que prevalezca el diálogo respetuoso y constructivo, y se privilegie el principio de tomar decisiones por consenso. Lograremos lo anterior si nos apegamos a proc esos transparentes y participa
