El PRESIDENTE: The next item on the agenda is at the request of the Assistant Executive Director of the Inter -American Commission on Human Rights (IACHR), distributed as document

CP/INF. 9935/23.

It is the presentation of the reports on the execution of the IACHR Regular Fund budget for 2022 and the first semester of 2023, and the Annual Report on the Implementation of the IACHR Strategic Plan 2023–2027, the first semester of 2023.

I extend a cordial welcome to Commissioner Margaret te May Macaulay, the President of the IACHR, who will present a summary of the reports.

Mr. Luis Almagro, Secretary General of the O rganization of American States (OAS) , M s. Yolande Smith, of the Office of the Assistant Secretary General ; permanent representatives and delegates of member states and observers here present and those following this [session remotely] ; ladies and gentlemen: in my capacity as President of the Inter-American Commission on Human Rights (IACHR), it is a great honor to report on our execution of the Regular Fund in 2022 and the first semester in 2023, and also, on the main results achieved in the first semester of implementation of the Strategic Plan 2023–2027.

I am pleased to report that the IACHR fully executed the Regular Fund's resources which were actually assigned to it in 2022, and that it expects the same to occur in 2023. The execution of these funds has allowed the IACHR to achieve very important results in this period of time, with very significant impacts on the lives of victims of human rights violations in particular, and of the people who inhabit our region in general.

On the implementation of the Strategic Plan, greater access to our inter-American system was accomplished with the evaluation of 80 percent of the petitions received by us. We also strengthened our defense of victims of human rights violations, adopting eight merit reports and benefiting about forty-four people from Antigua and Barbuda, Ecuador, El Salvador, Nicaragua, and Uruguay.

Access to inter-American justice was also provided to fifteen individuals on the hearings of eleven cases by the Inter-American Court of Human Rights (I/A Court HR).- 5In addition, we made great progress in drafting a strategic—or prioritizing petitions and cases with the purpose of guaranteeing increasingly timely justice —as well as developing standards , to produce structural impacts in the defense of human rights.

Over 200 people facing imminent and irreparable harm for their human rights were protected by twenty-two precautionary measures. Furthermore, twenty-four individuals and two groups obtained the protection of the I/A Court HR upon our request for four provisional measures from Nicaragua, Haiti, and Venezuela.

Three provisional measures were extended for Nicaraguan citizens by the I/A Court HR.

The IACHR also promoted compliance with the recommendations and standards of our interAmerican [human] rights system by making fourteen presentations to the political bodies of the OAS, holding seven portfolio meetings with states, fourteen bilateral meetings between the Board and Heads

On follow -up recommendations, it is important to note the progress achieved with the implementation of special mechanisms for Bolivia, Colombia, and Chile.

The IACHR also strengthened its monitoring of the human rights situation in Bolivia and Honduras by conducting two on -site visits. The reports and recommendations resulting from these visits will contribute to the prevention of human rights violations in these countries.

Human rights crises in the region were addressed in a timely and appropriate manner each time. In the case of Peru, the IACHR reacted promptly to events between December and January 2023, conducting the visit in January and issuing a report with recommendations in May.

The IACHR also addressed situations relating to democratic institutions in Cuba, El Salvador, Guatemala, Haiti, Honduras, Nicaragua, and Venezuela, among other countries. With a view to further strengthen its capacities for the prevention of human rights violations, we began to map and systematize tools, technologies, and methods for the inter-American system and other institutions, companies, and civil society organizations.

In addition, we published six thematic reports focusing on the situation of historically excluded groups and with novel standards. Topics addressed were the impact of organized crime on women, girls, and adolescents, and on children and youth in the countries of Northern Central America ; and also, the situation of environmental defenders in Northern Central America ; and also, the economic, social, cultural, and environmental rights of Indigenous and Afro-descendant people in the same region.

The rights of all persons in national protection system s and the situation of women deprived of liberty in the Americas were also addressed.

In the area of economic, social, cultural, and environmental rights, among the promotional activities carried out by the Office of the Special Rapporteur on Economic, Social, Cultural, and Environmental Rights was a working visit to the United States which stands out: it was the first one to address the situation of these rights in this country.- 6Freedom of expression was among the promotional activities carried out by the Office of the Special Rapporteur [for Freedom of Expression] , and this was a joint declaration on freedom of the media and democracy and the presentation of the Inter -American Report on Inclusion, Digital Appropriation and Content Governance.

The strategic commitment of the IACHR to give priority attention to the Caribbean resulted in visits to Saint Lucia and Suriname, and the strengthening of the Caribbean Dialogue Network, which is very noteworthy.

In terms of priority attention to Central America, the IACHR continued to address the situation in Nicaragua and Honduras and published four thematic reports on the human rights situation in Northern Central America.

Our training activities reached more than 2,000 people, while our promotional activities reached over 22,000 people virtually, or in person.

On technical cooperation, the actions carried out with Ecuador, Colombia, and Chile stand out, as well as the sixteen cooperation actions implemented by the counterpart within the framework of the cooperation agreements which we have in force.

We have also made significant progress in reaching out to users, expanding the scope of our web page, and making its content accessible to people with disabilities. Significant increases of visits were also recorded for press releases in English and Portuguese , [as well as among] users from the Caribbean, while the digital audience of the IACHR exceeded 1.5 million people.

It is important to note that twenty-five financial reports and twenty project execution reports were submitted to donors in a timely manner.

In addition, five new funding agreements were signed, and seven new proposals were prepared, which together would mean raising approximately $US4.7 million.

I must highlight the progress made in the area of the work environment with the launching of the Co-Labora Program, which objective is to develop strategies to build a healthy, safe, and equitable work environment, respectful of diversity and inclusion.

Another notable development has been the implementation of the Automated Management of Academic Information ( GAIA) system, which seeks to guarantee access to justice and safeguard the integrity of information relating to proceedings before the IACHR.

In summary, I am proud to report that progress has been made in all the programs of the Strategic Plan 2023–2027, in accordance with the strategies outlined and agreed upon.

All of this has been possible thanks to the support of OAS member states and observers, international and regional organizations, inter-American civil societies, as well as the committed and professional work of our Executive Secretariat, led by Ms. Tania Reneaum Panszi.- 7During my nearly eight years as a Commissioner, I have witnessed significant impacts of the work of the IACHR on the lives of victims of human rights violations. The IACHR will continue with this mission, following the path agreed upon in the collective design of the Strategic Plan.

I conclude this presentation by calling on you to keep working with us towards a horizon of dignity, equality, justice, and peace for all peoples living in our area.

Because of inflation and the breadth of our work, we need your decided economic support. We continue to need it to keep the IACHR strong to achieve the outcomes which I have presented today and more.

México saluda a la Presidenta de la Comisión Interamericana de Derechos Humanos (CIDH), Margarette May Macaulay, y agradece la presentación de los informes de ejecución del presupuesto del Fondo Regular para la CIDH correspondientes a 2022 y al primer semestre de 2023, así como el Informe Anual [sobre] la Implementación del Plan Estratégico de la CIDH 2023-2027, relativo al primer semestre de 2023. Mi Delegación toma nota de los avances reportados y reconoce el trabajo y los esfuerzos realizados por la CIDH para alcanzar estos resultados, a pesar de los retos múltiples que se enfrentan en la actualidad.

México mantiene una dinámica y constructiva relación con la CIDH en muy diversas modalidades y aspectos , y agradece mantener un diálogo permanente, así como la realización de constantes reuniones virtuales y visitas presenciales, además de la ayuda técnica para fortalecer las capacidades nacionales que permitan la atención a las víctimas.

Para obtener los resultados que la Comisionada Presidenta nos ha presentado, ha sido necesario llevar a cabo un responsable y productivo trabajo , que reconocemos ampliamente. En este sentido,

El Gobierno de México mantiene un firme compromiso con el sistema interamericano de derechos humanos, que materializa, entre otras cosas, a través de c ontribuciones voluntarias a fondos específicos de la C IDH; reconocemos el esfuerzo administrativo que la CIDH realiza para operar, lo más eficientemente posible, los recursos económicos que tiene a su disposición, y trabajamos para que la operatividad de la CIDH, que es necesaria y provechosa para nuestras sociedades, se asegure8mediante la asignación de recursos financieros que cubran la ejecución de sus responsabilidades y mandatos.

Invitamos a los Estados Miembros a considerar prioritario el presupuesto [del Fondo] Regular para el sistema interamericano de derechos humanos, y a realizar apo rtaciones voluntarias para su fortalecimiento.

Un saludo muy especial a la señora Presidenta de la Comisión Interamericana de Derechos Humanos (CIDH), Margarette May Macaulay . La Delegación colombiana le agradece también la presentación de los informes que ha rendido el día de hoy, a los cuales acaba de aludir la Embajadora de México.

La labor que la CIDH desempeña simboliza la esperanza de muchos de los habitantes de las Américas para que sus derechos sean reconocidos y ejercidos a plenitud.

Para Colombia, como lo ha reiterado el Presidente Gustavo Petro, una de nuestras prioridades de política exterior es la apertura de nuestro país al escrutinio internacional frente a la situación de derechos humanos. Esta directriz es parte fundamental del trabajo de la CIDH, y agradecemos los grandes esfuerzos que realizan en nuestro país para garantizar la protección de estos derechos. Esto se ve reflejado en las labores realizadas en 2022 y en el primer semestre del presente año en Colombia, las cuales son [mencionadas] en el informe presentado.

Señora Presidenta Margarette [May Macaulay], un claro ejemplo de la relación armónica que existe entre Colombia y la CIDH es la firma del Mecanismo [Conjunto] de Seguimiento [a las Recomendaciones de la Visita de Trabajo de junio de 2021], [en el marco] de las protestas de 2021, el cual constituye un gran avance para Colombia en la garantía de l derecho a la protesta social. E ste Mecanismo permitirá esclarecer los abusos cometidos durante las manifestaciones y también servirá para garantizar una mejor actuación de las fuerzas estatales , para que todos puedan ejercer libre y

Dentro del informe presentado, Colombia agradece los esfuerzos realizados por la CIDH para establecer una cooperación con la Jurisdicción Especial para la Paz. Estamos seguros de que la ayuda entre ambas instituciones será fundamental para el esclarecimiento de los estragos dejados por más de sesenta años de violencia en el país y la consecución de una “Paz Total” en Colombia, una de las principales banderas del Gobierno del Cambio del Presidente Petro.

Finalmente, aprovecho esta intervención para reiterar la voluntad de Colombia de recibir una visita in loco en el primer semestre de 2024 como parte del esfuerzo para continuar garantizando el9pleno goce de los derechos
