GENERAL COMMITTEE
METHODOLOGY FOR NEGOTIATION OF DRAFT RESOLUTIONS
AND DRAFT DECLARATIONS IN THE GENERAL COMMITTEE
(Adopted at the session held on June 23, 2026)
The Chair proposes the following methodology to guide the work of the Committee:
1. The Committee will focus its attention on those paragraphs that remain pending, ad referendum, or under consultation, as well as on any other outstanding aspects of the draft resolutions and declarations referred to it by the plenary.
2. Since the Committee has been assigned four draft texts, efforts will be made to allocate approximately equal time to each at each meeting. Should additional draft texts be referred to the Committee, the necessary adjustments will be made to ensure an equitable distribution of time among them.
3. Should discussions on a particular paragraph become prolonged, the Chair may propose informal consultations among the delegations concerned with a view to reaching consensus, while the Committee continues its consideration of other paragraphs that remain open.
4. The Chair will indicate the paragraph under consideration. The texts will not be read aloud.
5. Delegations are requested to refrain from making general statements or observations.
Such information may be submitted to Ms. Ileana Navarro ( INavarro@oas.org) for distribution as an information document. The presentation of such positions can be announced in the meeting.
6. Delegations are invited to limit their speaking time in accordance with the practice of
the Permanent Council.
7. Delegations are requested to ask for the floor only to present concrete proposals concerning those paragraphs on which they are unable to join the consensus. The absence of comments will be interpreted by the Chair as tacit support. Accordingly,

GENERAL ASSEMBLY28. The Chair will allow sufficient time for the Secretariat to record proposals in the documents displayed on the screen. Delegations are therefore requested to submit their proposals as they are being presented. Where a proposal would introduce substantial changes to the text, delegations are encouraged to submit it in writing in advance to the Secretariat at the following addresses: aaristizabal@oas.org; inavarro@oas.org; mfazioli@oas.org.
9. Once consensus has been reached on all pending paragraphs of a draft resolution or declaration, the Chair will submit the complete text to the Committee for consideration and agreement. Following the Committee’s approval, the Chair will announce that the matter is being referred to the plenary for consideration.
10. If a delegation wishes to request a correction, addition, or deletion, it must ask for the floor in order to bring the matter before the Committee. Once consideration of a particular paragraph has concluded and the Committee has moved on to another paragraph, the text may be amended only through a request made in the meeting. Any additional corrections relating to formatting or style shal l be referred to the Style Committee of the General Assembly.
11. No hard -copy documents will be distributed. All information should be accessed electronically through the official channels of the General Assembly.
12. In keeping with Article 77 of the Rules of Procedure of the General Assembly, the minutes of the Committee's meetings shall be in summary form.
13. Delegations are requested to confirm their co -sponsorship by email to the Secretariat
(inavarro@oas.org) before the conclusion of the work of the General Committee. Cominutes of the Committee's meetings shall be in summary form.
