“SITUATION IN THE PLURINATIONAL STATE OF BOLIVIA”

GENERAL ASSEMBLYDRAFT RESOLUTION

SITUATION IN THE PLURINATIONAL STATE OF BOLIVIA

THE GENERAL ASSEMBLY ,

EXPRESSING concern about the situation in the Plurinational State of Bolivia, characterized by disruptions to strategic supply routes, threats to critical infrastructure, and interruptions in the provision of essential goods and services;

REAFFIRMING the principles and purposes enshrined in the Charter of the Organization of American States and the Inter-American Democratic Charter, in particular representative democracy, the rule of law, respect for human rights, an order of peace and justice and the peaceful settlement of disputes;

TAKING NOTE of the efforts undertaken by the Bolivian State and its institutions , and underscoring the importance of continuing to act to preserve democratic stability and uphold dialogue as a fundamental means of addressing the demands of society and managing disputes in a peaceful manner;

ACKNOWLEDGING the importance that the actions implemented by the Bolivian authorities, within the framework of their legal system and international commitments, continue to guarantee the effective exercise of human rights -including those related to peaceful protest - the preservation of public order, and peaceful coexistence; and

URGING all political and social actors to refrain from resorting to de facto measures, to prioritize constructive dialogue, and to make use of democratic and institutional mechanisms to address their demands and resolve disputes,

RESOLVES:

RESOLVES:

1. To express its solidarity with the Government and People of Bolivia.

2. To reject any acts involving violence infringement upon human rights, disruption of essential services, or threats to critical infrastructure, or that otherwise undermine democratic stability, the rule of law, and peaceful coexistence in the Plurinational State of Bolivia.

3. To call on all parties involved to continue strengthening spaces for dialogue, adopt measures to de -escalate tensions, and ensure respect for human rights, the constitutional order, and peaceful coexistence.

4. To encourage the Government of Bolivia to undertake efforts to preserve institutional order by adopting the necessary , lawful and proportionate measures to ensure public safety, protect human rights and restore the conditions necessary for peaceful coexistence and the normal functioning of essential services, in accordance with the Constitution of Bolivia and the Charter of the OAS , and consistent with the Inter-American Democratic Charter.- 25. To welcome the deployment of a high-level mission of Member States to support the democratically elected Bolivian government in its efforts to restore peace and guarantee constitutional order.
