CONSULTATION FROM THE CHAIR OF THE MANAGEMENT BOARD OF THE

INTER-AMERICAN AGENCY FOR COOPERATION AND DEVELOPMENT (IACD)

REGARDING THE MEMORANDUM FROM THE DEPARTMENT OF FINANCIAL

SERVICES (DFS) CONCERNING THE CAPITAL SCHOLARSHIPS FUND.

The Executive Secretariat of the Inter -American Agency for Cooperation and Development (IACD) presents its compliments to the members of the Management Board of the Inter-American Agency for Cooperation and Development (MB/IACD) and, on behalf of the Chair of the Management Board, Ambassador Chet Neymour, Permanent Representative of The Bahamas, wishes to transmit the attached memorandum from the Department of Financial Services (DFS) concerning the Capital Fund for the Scholarships Training Program The attached memorandum requires the approval of the Management Board to authorize the transfer of advisory services for the Fund from its current self-managed account structure to an advisory services arrangement under Mercer. It is important to note that both the Medical Benefits Trust Fund and the Rowe Fund have already been transferred and are currently managed by Mercer. As outlined in the attached memorandum, DFS has recommended Mercer as the advisory services provider for the Capital Scholarships Fun d. DFS has also advised that this matter is time -sensitive and has indicated its willingness to facilitate a briefing for members of the Board on Thursday, June 18, 2026, at 10:00 a.m. The Chair had originally anticipated convening a meeting of the Board following the General Assembly to consider this matter. However, considering DFS's indication that urgent action is required, the Chair would appreciate receiving the response of members of the IACD by the close of business on Thursday, June 18, 2026. In accordance with Article 19.1 of the Rules of Procedure of the Management Board,
