Summary of the regular meeting of the CAJP held on June 10, 2026

This regular meeting of the CAJP was held in the Simón Bolívar Room and was chaired by Ambassador Edison Lanza, Permanent Representative of Uruguay, in his capacity as Chair of the CAJP. The meeting was declared in session at 10:10 a.m.

The statutory quorum was established with the presence of the permanent and/or alternate representatives of Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Mexico, P anama, Paraguay, Peru, Saint Lucia, Saint Vincent and the Grenadines, and Uruguay.

1. Consideration and approval of the meeting’s order of business (CP/CAJP-3904/26 rev. 1)

The agenda was approved without changes.

2. Consideration of the Report on Activities of the Committee on Juridical and Political Affairs for the 2025-2026 term: CP/CAJP-3903/26

The CAJP ’s 2025 -2026 Report o n Activities was presented by the Chair of the CAJP, Ambassador Edison Lanza, Permanent Representative of Uruguay to the OAS. In his presentation, he highlighted the mandates assigned to the Committee and the activities undertaken to fulfill them over the course of fourteen (14) regular meetings and two informal meetings.

The Chair noted that the status of compliance with the mandates assigned to the CAJP by the

The report indicates that while a large number of mandates were effectively fulfilled, some mandates remain pending, and therefore the Committee will be required to follow up on them during its next period of work.

The Chair emphasized that, as regards substantive issues, the CAJP made significant progress in promoting and protecting human rights, strengthening democracy, and advancing international law. With regard to human rights in particular, it addressed such pr iority issues as the rights of people and communities of African descent, the rights of Indigenous women, the fight against discrimination, the protection of freedom of expression and the safety of journalists, and access to justice. It also analyzed2the impact of new technologies on human rights, particularly artificial intelligence and digital surveillance.

Comments were then offered by the delegations of the following member states:

In their remarks, the delegations recognized and applauded the excellent leadership and performance of Ambassador Edison Lanza (Chair) at the helm of the CAJP over the course of the year, which enabled a dialogue on the OAS ’s priority issues in the areas of human rights, democracy, and international law to be maintained with the General Secretariat, the organs of the inter -American system, other international organizations, civil society, the academic community, and others. Through that, they noted, progress was made in implementing the General Assembly ’s mandates and fulfilling the Permanent Council’s instructions.

In their comments, the member states highlighted the Committee ’s work, which led to the Permanent Council ’s adoption of the “Mechanism for Systematizing Information under the Interthat, they noted, progress was made in implementing the General Assembly ’s mandates and fulfilling the Permanent Council’s instructions.

They also noted that the Committee carried out the tasks assigned to it by the Permanent Council in fulfillment of resolution AG/RES. 3040 (LV -O/25), “Establishment of a Credentials Committee for the Organization of American States ,” and of resolution CP/RES. 1295 (2565/25) , “Open-Ended Informal Working Group under the Permanent Council ’s Committee on Juridical and Political Affairs, to promote negotiations on proposed language for a future Inter-American Declaration on the Rights of Persons and Peoples of African Descent. ” Regarding the latter issue, the delegations noted the progress made in the negotiations for the Draft Inter-American Declaration on the Rights of People of African Descent, which some of them viewed as a historical debt within the inter-American system.

The member states highlighted the spirit of consensus and the importance of coordinated work with the organs of the inter-American system.

Overall, they concluded that the CAJP had succeeded in making significant progress, thereby setting a solid foundation for continuing to strengthen the OAS ’s role as a key venue for political dialogue, the promotion of human rights, the consolidation of democracy, and the advancement of international law in the Hemisphere.- 3When the Chair resumed the floor, he expressed his sincere gratitude to ward the member states’ delegations for their consistent participation, constructive spirit, and commitment to the Committee’s guiding principles; he also thanked the CAJP’s other authorities, Counselor Pedro Aurélio Andrade, First Vice Chair, and Counselor Carla Rivera, Second Vice Chair, for their valuable efforts.

He then expressed his appreciation for the support provided by the relevant areas of the General Secretariat, highlighting the professionalism and guidance of the CAJP ’s Secretary, Mr. Alejandro

He also expressed his gratitude for the work and dedication of Ursula Lobatón and Manuel Fazioli in the text negotiation processes, as well as for the commitment of the Permanent Mission of Uruguay to the OAS during its term as CAJP Chair, with special recognition for Minister -Counselor Silvana García for her guidance and dedicatio n to the successful achievement of the objectives of the 2025-2026 term.

In concluding its consideration of the issue, the Committee took note of both the CAJP’s 20252026 Report on Activities, presented by the Chair of the CAJP, Ambassador Edison Lanza, Permanent Representative of Uruguay, and the statements made by the member states.
