DRAFT RESOLUTION

EXTENSION OF THE DECADE OF THE AMERICAS FOR THE RIGHTS AND DIGNITY OF

PERSONS WITH DISABILITIES AND ITS PROGRAM OF ACTION1/

(Agreed upon by the Permanent Council at its regular meeting of June 17, 2026, and referred to the plenary of the General Assembly for consideration)

THE GENERAL ASSEMBLY,

BEARING IN MIND the commitments undertaken by the member states concerning promotion of the rights of persons with disabilities in the Americas, as reflected in the Inter-American Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities (CIADDIS) and the Program of Action for the Decade of the Americas for the Rights and Dignity of Persons with Disabilities 2016–2026 (PAD);

RECALLING declarations AG/DEC. 50 (XXXVI -O/06) and AG/DEC. 89 (XLVI -O/16), which establish and extend, respectively, the Decade of the Americas for the Rights and Dignity of Persons with Disabilities; as well as resolutions AG/RES. 2339 (XXXVII -O/07) and AG/RES. 2928 (XLVIII-O/18) regarding the creation and subsequent updating of its corresponding program of action; and

NOTING the reports produced by the Committee for the Elimination of All Forms of Discrimination against Persons with Disabilities (CEDDIS), as well as the regional perspective report prepared by the Joint Group for Hemispheric Follow -up to the PAD [CP/INF. 10926/26] within the framework of the Fourth Monitoring Cycle of CIADDIS and the PAD, which reveal significant challenges to the full inclusion of persons with disabilities in the region, as well as the importance of having an operational instrument to guide member states in implementing concrete actions to eliminate discrimination,

PERMANENT COUNCIL2RESOLVES:

1. To extend, for a period of ten years, until 2036, the Decade of the Americas for the Rights and Dignity of Persons with Disabilities (2026 –2036), in order to consolidate its objective of securing recognition and the full exercise of the rights and dignity of persons with disabilities, as well as their right to participate fully in economic, social, cultural, and political life and in the development of their societies, without discrimination and on an equal footing with others.

2. To extend, for a period of ten years, until 2036, the Program of Action for the Decade of the Americas for the Rights and Dignity of Persons with Disabilities (2026–2036).

3. To request the Committee for the Elimination of All Forms of Discrimination against Persons with Disabilities (CEDDIS), as the follow -up mechanism for CIADDIS, with the support of the Joint Group for Hemispheric Follow -up to the Program of Action for the D ecade of the Americas for the Rights and Dignity of Persons with Disabilities, to initiate, during the first five years of the extension, a process to review the relevance of the Program of Action’s actions, objectives, and strategies, based on the results of the fifth monitoring cycle, and, if necessary, submit a proposal for the strengthening or updating thereof to the General Assembly.

4. To urge the member states of the Organization of American States that are not parties to the CIADDIS to accede to and ratify the Convention in order to deepen regional efforts pertaining to the inclusion of persons with disabilities.

5. To encourage voluntary contributions to the Specific Fund for the Committee on the Elimination of All Forms of Discrimination against Persons with Disabilities (CEDDIS) [resolution
