REPORT BY THE CHAIR

ON THE ACTIVITIES OF THE PERMANENT COUNCIL’S GENERAL COMMITTEE

DURING THE 2025-2026 PERIOD

INTRODUCTION

The Permanent Council, in accordance with the provisions of Article 28 of its Rules of Procedure, installed the General Committee at its regular meeting of July 23, 2025. In accordance with Article 15 of the Rules of Procedure, its officers are the Chair and Vice Chair of the Permanent Council.

This report details the activities carried out by the General Committee in compliance with the mandates received from the Permanent Council during the period in question.

1. MANDATES ASSIGNED TO THE GENERAL COMMITTEE

1.1. Follow-up on mandates from the fifty-fifth regular session of the General Assembly and other previous sessions

The Permanent Council, at its regular meeting of July 23, 2025, and in keeping with the terms of Article 30 of the Rules of Procedure, approved the document “Distribution of mandates from the fifty-fifth regular session of the General Assembly and other pr evious sessions” ( CP/doc.6139/25 rev. 1), which instructed the General Committee to follow up on the mandates contained in resolution AG/RES. 3036 (LV-O/25), “Addressing the Critical Mental Health Crisis in the Americas.”

1.2. Annual reports from the organization’s organs, agencies, and entities

Under Article 91.f of the Charter of the Organization of American States and Article 16.d of the Rules of Procedure, the General Committee is responsible for reviewing the annual reports presented by the relevant organs, agencies, and entities, and for sub mitting to the Permanent Council the observations, recommendations, and, where appropriate, draft resolutions arising from its analysis.

For the period covered by this report, the annual reports of the following bodies, agencies, and entities were reviewed:

2. MEETINGS

In order to consider the matters with which it was tasked, the General Committee held two meetings at which it considered four of the six annual reports to the General Assembly’s fifty -sixth regular session from the organs, agencies, and entities that had been entrusted to it and, additionally, it conducted follow-up on the mandates set out in resolution AG/RES. 3036 (LV-O/25).

The following section offers a brief summary of the matters considered by the General Committee in accordance with the mandates assigned to it by the Permanent Council.

3. CONSIDERATION OF THE ANNUAL REPORTS OF THE ORGANS, AGENCIES, AND

ENTITIES TO THE GENERAL ASSEMBLY’S FIFTY-SIXTH REGULAR SESSION

The Committee received and reviewed the reports from four of the six entities referred to it by the Permanent Council.

As regards the two remaining entities, the Permanent Council itself considered the annual report of IICA ( CP/doc.6193/26) at its regular meeting of May 20, 2026, and the annual report of

the Permanent Council.

3.1. Annual Report of the Inter-American Children’s Institute

• Presentation: By Ms. María Julia Garcete Yegros, Director General of the IIN (available as document CP/CG/INF.58/26).

• Comments and recommendations : The delegations of Uruguay, Costa Rica, Paraguay, Colombia, Brazil, Peru, the Dominican Republic, Mexico, the United States, and Guatemala expressed their support for the IIN, highlighting its strategic role as a technical leader in the region, its capac ity for cooperation and integration with the member states, and its efforts to promote the active inclusion of children and adolescents on the regional agenda.

• Agreement: The Committee agreed to take note of the annual report and of the delegations’ comments, and to forward it to the Permanent Council for the purposes indicated in Article 91.f of the Charter of the Organization of American States.- 33.2. • Comments and recommendations: The delegations of Mexico, Costa Rica, Peru, Panama, Colombia, and the Dominican Republic thanked and congratulated CITEL for its institutional achievements and reiterated their support for the initiatives presented in the

document CP/CG/INF.59/26).

3.3. Annual Report of the Pan American Institute of Geography and History

• Presentation: By Mr. Antonio Campuzano Rosales, Secretary General of the PAIGH

(available as document CP/CG/INF. 63/26).

• Comments and recommendations: The delegations of Colombia, Costa Rica, Mexico, the Dominican Republic, and Ecuador expressed their strong support for the PAIGH, recognizing its ongoing work in generating and publishing specialized knowledge about geography, cartography, history, and geophysics, together with its valuable contributions to hemispheric cooperation through the transfer of capabilities and scientific assistance to member states.

• Agreement: The Committee agreed to take note of the annual report and of the delegations’ comments, and to forward it to the Permanent Council for the purposes indicated in Article 91.f of the Charter of the Organization of American States.

3.4. Annual Report of the Inter-American Commission of Women

• Comments and recommendations : The delegations of Guatemala, Colombia, Canada, Saint Lucia, Bolivia, Costa Rica, Mexico, Ecuador, the Dominican Republic, Uruguay, Paraguay, Brazil, and Peru congratulated the CIM on its important achievements and recognized its ongoing commitment to th e promotion and protection of women’s rights and gender equality in the Americas, which represent a fundamental pillar of the hemispheric agenda.

4. FOLLOW-UP ON THE IMPLEMENTATION OF RESOLUTION AG/RES. 3036 (LVO/25), “ADDRESSING THE CRITICAL MENTAL HEALTH CRISIS IN THE AMERICAS”

At its meeting of April 29, 2026, the General Committee received the report of the InterAmerican Group on Mental Health, which was established by resolution AG/RES. 3036 (LV-O/25). The report was presented by Minister Ciro Leal Martins da Cunha, Alternate Representative of Brazil and Chair of the Working Group, and by Minister -Counselor Joy -Dee Davis -Lake, Alternate Representative of Antigua and Barbuda and Vice Chair of the Working Group; their respective remarks may be found in documents CP/CG/INF.60/26 and CP/CG/INF.61/26.

The General Committee then heard a presentation by Dr. Anselm Hennis, Director of PAHO’s Department of Noncommunicable Diseases and Mental Health, on the organization’s strategy to improve mental health and suicide prevention in the Americas and on possibl e forms of cooperation with the Inter -American Working Group in developing the regional action plan mandated by the General Assembly. Following the presentations, the delegations of Colombia, Mexico, Belize, Peru, the Dominican Republic, Costa Rica, Uruguay, and Panama expressed their support and gratitude to the Working Group and to PAHO for the progress made, emphasizing that mental health challenges require responses at both the national and regional levels.

The General Committee then agreed to take note of the Working Group’s report and of the presentation made the representative of PAHO. It also took note of the Chair’s intention to draft a resolution for the General Assembly’s fifty-sixth regular session to adopt the declaration mandated by resolution AG/RES. 3036 (LV -O/25) and to extend the mandate of the Working Group so that once the declaration is adopted, work may continue on the formulation of a Regional Action Plan to guide and monitor the Regional Me ntal Health Alliance, in line with PAHO’s strategy for the Americas region.

5. OAS STRATEGIC PLAN FOR 2026-2030

At its meeting of April 29, 2026, pursuant to the decision adopted by the Permanent Council at its regular meeting of April 22, 2026, to refer the OAS Strategic Plan for 2026-2030 to the Committee with a view to having a revised version ready during the se cond half of 2026 and incorporating the contributions of the Inter-American Council for Integral Development (CIDI), in accordance with the proposal of the Chair set out in document CP/CG-2148/26, and in response to the request made by the5delegation of The Bahamas, the General Committee agreed to convey to the Permanent Council the proposal to create a Working Group tasked with reviewing the OAS Strategic Plan for 2026-2030.

On that occasion, the Permanent Council agreed to establish the Working Group and to entrust it with the task of reviewing the OAS Strategic Plan for 2026 –2030 and formulating any recommendations deemed appropriate for consideration by the member states.

6. CONSIDERATION OF DRAFT RESOLUTIONS TO BE SUBMITTED TO THE GENERAL

ASSEMBLY’S FIFTY-SIXTH REGULAR SESSION

At its meeting of April 29, 2026, at the request of the delegation of Costa Rica in its capacity as Chair of the Permanent Executive Committee of the Inter -American Telecommunication Commission (CITEL), the General Committee considered and agreed to convey to the Permanent Council the texts of the following draft resolutions for their subsequent referral to the General Assembly’s fifty-sixth regular session:

• Draft resolution: “Amendments to the Statute and Regulations of the Inter -American

Telecommunication Commission” (CP/CG-2146/26).

• Draft resolution: “The Key Role of the Inter -American Telecommunication Commission in Advancing Telecommunications/Information and Communication Technologies”

(CP/CG-2147/26).

In accordance with that agreement, the Chair of the General Committee presented both draft resolutions at the Permanent Council’s regular meeting of May 6, 2026. On that occasion, the Permanent Council approved the texts of both drafts and ordered them to be referred to the General Assembly for consideration at its fifty-sixth regular session.

7. CONCLUSIONS AND ACKNOWLEDGMENTS

As the General Committee concludes its work for the 2025-2026 term, the Chair would like to highlight the commitment and constructive spirit of all the member states’ delegations, which enabled

During this period, the Committee successfully reviewed and analyzed the annual reports of the IIN, CITEL, PAIGH, and the CIM, and it presented its comments to the Permanent Council. In addition, efficient arrangements enabled the reports from IICA and PAH O to be received directly by the Permanent Council.

With regard to specific mandates, the General Committee served as a key venue for following up on resolution AG/RES. 3036 (LV -O/25), “Addressing the Critical Mental Health Crisis in the Americas,” coordinating the efforts of the Inter-American Working Group with technical support from PAHO. Similarly, a preliminary consensus was reached that led to the creation of the Working Group for reviewing the OAS Strategic Plan for 2026-2030, and two important draft resolutions presented by CITEL were approved for submission to the General Assembly’s fifty-sixth regular session.- 6The Chair extends her sincere gratitude to the authorities, executive secretaries, and directors of the Organization’s organs, agencies, and entities for the detailed presentations of their work.
