DRAFT RESOLUTION

ADV ANCING HEMISPHERIC INITIATIVES ON INTEGRAL DEVELOPMENT

(Agreed upon by the Permanent Council at its regular meeting held on June 17, 2026, and referred to the Plenary of the General Assembly for consideration)

THE GENERAL ASSEMBLY ,

REITERATING the importance of promoting integral development and, in particular, helping to eliminate extreme poverty, in accordance with the standards of the Charter of the Organization of American States (OAS) , and other instruments of the inter -American system, including the InterAmerican Democratic Charter, and the Social Charter of the Americas, as well as OAS mandates and the initiatives emanating from the Summits of the Americas;

RECALLING resolutions AG/RES. 3013 (LIV-O/24), “Advancing Hemispheric Initiatives on Integral Development: Promoting Resilience”; AG/RES. 3015 (LIVO/24), "Continuing to Drive the Strengthening of the Inter -American Council for Integral Development”; and AG/RES. 3038 (LVO/25), “Advancing Hemispheric Initiatives on Integral Development,” as well as the current mandates related to integral development, as set forth in document CIDI/doc.478/26;

NOTING resolution (AG/RES. ____) “Mandates Management” and the need to ensure that the Organization's mandates are implemented in line with the next OAS Strategic Plan for 2026–2030;

REAFFIRMING the importance of concentrating the efforts of the Organization on the effective implementation of current mandates in a context of financial constraints and institutional prioritization;

RECOGNIZING the progress made by member states and the Executive Secretariat for Integral Development (SEDI) in implementing the Work Plan included in document CIDI/doc.425/24

RECOGNIZING the progress made by member states and the Executive Secretariat for Integral Development (SEDI) in implementing the Work Plan included in document CIDI/doc.425/24 rev. 3, in accordance with resolution AG/RES. 3038 (LV-O/25) “Continuing to Drive the Strengthening of the Inter-American Council for Integral Development” adopted by the General Assembly during its fifty-fifth regular session;

UNDERSCORING the progress made in the implementation of the plans of action and work plans adopted in the ministerial and sectoral processes, as well as the value of political dialogue, technical cooperation, and exchange of best practices in their implementation;

REAFFIRMING the importance of continuing to consolidate the role of CIDI as the central coordinating forum of the OAS for the promotion of integral development;

PERMANENT COUNCIL2EMPHASIZING the importance of cooperation for partnership in all its forms as an essential mechanism for advancing integral development in the Americas;

EMPHASIZING ALSO the commemoration of the thirtieth anniversary of CIDI as an opportunity to reaffirm its role as the principal hemispheric forum for political dialogue and cooperation in the area of integral development;

RESOLVES:

1. To support and recognize the declarations, resolutions, plans of action, and work plans adopted in the CIDI ministerial, sectoral, and high-level processes, while reaffirming the responsibility of the General Secretariat, through SEDI and the Department of Access to Rights , to coordinate and support the actions necessary for their implementation.

2. To encourage member states and permanent observers to continue to support the implementation of CIDI work plans and programs through voluntary contributions, strategic partnerships, and other forms of cooperation, in accordance with their capabilities.

To extend the mandate of the Informal Consultation Mechanism for the Strengthening CIDI and highlight its valuable work in building consensus to advance the implementation of the Work Plan contained in document CIDI/doc.425/24 rev. 3 , as well as the preparation of the Mechanism’s Report of Recommendations submitted to the Committee on Partnership for Development Policies through document (CIDI/CPD/doc.244/26).

To instruct SEDI, in coordination with the I nter-American Agency for Cooperation and Development (AICD) and beginning in January 2027, to prepare a cooperation catalog, which shall include an indexation of funds and financial and non -financial resources, linked to cooperation partnership for development, and in all its modalities, related to the implementation of the Plans of Action and Work Plans of the Ministerial and Sectoral Processes , in order to boost transparency, accountability, efficiency and financial sustainability and to promote exchanges of best practices in resource mobilization and administration. This catalog shall be updated regularly and included in the mid-year report that SEDI presents to CIDI.

5. Encourage Member States to promote the implementation of the Inter -American Business Charter through dialogue and in the establishment of partnerships with the private sector, to strengthen its contribution to integral development, economic resilience, and competitiveness. In this context, recognize the Americas Competitiveness Exchange (ACE) and its Int er-American Competitiveness Network (RIAC) as a hemispheric mechanism to promote and facilitate productive strengthening, innovation, and entrepreneurship.

6. To thank the governments of the following member states that hosted and chaired meetings of ministers and high-level authorities within the framework of CIDI and sectoral processes held since the fifty-fifth regular session of the General Assembly for thei r hospitality, leadership, and

Ecuador, for chairing the XXVI Inter -American Congress of Ministers and High-Level Authorities of Tourism on April 3 and 4, 2025 and the Tenth Inter-- 3American Meeting of Ministers of Culture and Highest Appropriate Authorities (REMIC-X), November 13 and 14, 2025. b. United States (Illinois, April 27-May 2, 2025) and (Memphis) from May 10 to 15, 2026, Brazil (Belem, August 25 to 29, 2025), and Argentina (Córdoba, November 2 to 7, 2025), for hosting the Americas Competitiveness Exchange (ACE). c. Barbados, for chairing and hosting the Fourteenth Regular Meeting of the Inter-American Committee on Ports (CIP), June 8-10, 2026.

7. To take note of the following offers to host sectoral processes and express appreciation for them as a demonstration of the commitment of member states:

a. Ecuador, for offering to host the Twelfth Inter-American Meeting of Ministers of Education to be held on July 21 and 22, 2026. b. Panama, for its offer to host the Sixth Meeting of Ministers and High Authorities of Social Development scheduled for the second half of 2026. c. The Dominican Republic, for its offer to host the XXVII Meeting of National Port Authorities of the Executive Board of the Inter-American Committee on Ports (CECIP)

8. To invite member states to consider submitting offers to host the following sectoral processes for which a venue has not yet been determined:

a. Fifth Inter -American Meeting of Ministers and High -Level Authorities on Sustainable Development b. VIII Meeting of Ministers and Highest Authorities of Science and Technology

9. To note that execution of the activities envisaged in this resolution will be subject to the availability of financial resources and the existing infrastructure in accordance with the provisions set forth in the program-budget of the Organization as well as other resources.
