DRAFT RESOLUTION

STRENGTHENING THE EFFECTIVENESS AND IMPACT OF THE INTER-AMERICAN

EMERGENCY AID FROM THE EMERGENCY FUND (FONDEM)

(Agreed upon by the Permanent Council at its regular meeting held on June 17, 2026, and referred to the Plenary of the General Assembly for consideration)

THE GENERAL ASSEMBLY,

RECALLING resolution AG/RES. 132 7 (XXV-O/95), adopted on June 9, 1995, which established the Statutes of the Inter-American Emergency Aid Fund (FONDEM) which authorizes the Secretary General to grant emergency aid of twenty -five thousand United States dollars (US$25,000) per case to prov ide immediate humanitarian assistance in response to natural disasters in member states;

RECOGNIZING the continued importance of FONDEM as a rapid -response mechanism to provide emergency humanitarian assistance to member states affected by natural disasters and other catastrophic events;

NOTING WITH CONCERN the increasing frequency and intensity of all types of natural disasters in the Hemisphere, particularly those associated with severe weather events;

TAKING INTO ACCOUNT that the costs associated with emergency response, humanitarian relief, and disaster recovery have increased significantly since 1995, thereby reducing the operational effectiveness of the current allocation to FONDEM;

RECOGNIZING the urgent need to increase the capacities, resources, viability, and impact of the FONDEM in order to better assist member states during crises, as well as to respond effectively and promptly to emergencies affecting member states;

NOTING that contributions to FONDEM are made on a voluntary basis by member states, permanent observers states, or other states, international organizations, foundations, nongovernmental entities, public or private enterprises, or individuals; and financia l resources approved by the General

RECOGNIZING the need to enhance the timeliness , transparency, and effectiveness of decision-making related to the administration and disbursement of resources from FONDEM, including through the establishment of a representative mechanism capable of taking decisions on behalf of member states in urgent circumstances; and CONSIDERING the potential role of the Inter -American Committee on Natural Disaster Reduction (IACNDR) as an appropriate institutional platform for such a mechanism, as well as the

PERMANENT COUNCIL2possible need to amend Article 4 of the IACNDR Statutes to expand its composition to include the Chair of the Inter-American Council for Integral Development (CIDI),

RESOLVES:

1. To recognize that the current allocation of US$25,000 for the Inter -American Emergency Aid Fund (FONDEM) should be significantly increased to better reflect current costs associated with emergency response and humanitarian assistance.

2. To request that the General Secretariat present to the member states a plan for increasing the overall fund to a minimum of US$1 million, as well as a plan to set an overarching target size for the Fund of US$10 million through voluntary contributions.

3. To include a new Article V.bis in the FONDEM Statutes in order to authorize the Secretary General, with approval of the Permanent Council, to grant emergency aid up to US$250,000 per case at such time as the FONDEM contains at least US $1 million in reserves from voluntary contributions.

4. To amend Article IV(b) of the FONDEM Statutes to limit the charge against unused

5. To encourage member states, permanent observers, and other donors , including the private sector, philanthropic organizations, and other multilateral development organizations, to make voluntary contributions to FONDEM in order to strengthen its capacity to provide timely humanitarian assistance in response to disasters in the Hemisphere.

6. To request that the Department of External and Institutional Relations, in coordination with the Department of Legal Services, to provide the CAAP with viable options for increasing contributions from Permanent Observers to support the FONDEM.

7. To encourage the permanent observers already making voluntary contributions to the OAS, to allocate US$10,000 of their total existing contributions to go to the FONDEM.

8. To request that the Department of Sustainable Development coordinates with the Department of External and Institutional Relations on the fundraising initiatives to support the FONDEM, including seeking voluntary contributions from member states, as well as private sector fundraising initiatives, that will increase the fund's reserves, and provide semimanual reports to the Committee on Administrative and Budgetary Affairs (CAAP).

9. To request the Secretary General, in consultation with Member States and, as appropriate, with the Inter-American Committee on Natural Disaster Reduction (IACNDR) and other relevant organs, agencies and entities of the Inter -American system, to review the Statutes of the IACNDR and the FONDEM, and to submit, by the second quarter of 2027, for the consideration of the Permanent Council concrete recommendations and propose amendments aimed at strengthening its institutional framework, decision -making procedures, coordination mechanisms, and operational effectiveness, so as to ensure that it is able to provide adequate, timely, and coord inated assistance to3Permanent Council concrete recommendations and propose amendments aimed at strengthening its institutional framework, decision -making procedures, coordination mechanisms, and operational effectiveness, so as to ensure that it is able to provide adequate, timely, and coord inated assistance to3member states when responding to the increasing frequency, intensity, and financial impact of natural disasters and other catastrophic events.

10. To request the General Secretariat to report to the Permanent Council on the status of FONDEM resources, contributions received, and disbursements made before the close of the first quarter on an annual basis, including recommendations for ensuring the sustainability and adequacy of the Fund.

11. To instruct the Permanent Council, through the CAAP, to review the implementation and effectiveness of this resolution, and consider any related recommendations, by the second quarter of 2027.
