INTRODUCTION: On July 23, 2025, in accordance with Article 28 of its Rules of Procedure, the Permanent Council installed the Committee on Inter -American Summits Management and Civil Society Participation in OAS Activities (CISC) for the 2025–2026 term.

The CISC is a permanent committee of the Permanent Council of the Organization, composed of one representative of each member state. In accordance with Article 22 of the Rules of Procedure of the Permanent Council it has the following functions:

a) With respect to the Summits process:

1. To coordinate OAS activities in support of the Summits of the Americas process; ii. To coordinate follow -up and implementation activities relating to mandates assigned to the Organization by the Summits; iii. To request and receive contributions from civil society, relating to its participation in the Summit process, for consideration by the Summit Implementation Review Group (SIRG); iv. To study topics relating to the Summit process that are assigned to it by the Council or the General Assembly and to make recommendations thereon to

the Permanent Council;

b) With respect to civil society participation in OAS activities:

1. To implement the Guidelines for the Participation of Civil Society Organizations in OAS Activities and to present to the Permanent Council such amendments as the Committee deems pertinent; ii. To design, implement, and evaluate the necessary strategies to increase and facilitate civil society participation in OAS activities; iii. To promote the strengthening of relations established between civil society organizations and the bodies and dependencies of the OAS within the scope of the functions conferred upon the Permanent Council by the OAS Charter; iv. To study matters relating to civil society participation in OAS activities that are presented to it by civil society organizations or entrusted to it by the Permanent Council or the General Assembly and to make recommendations thereon to the Permanent Council;

To analyze and transmit to the Permanent Council applications presented by civil society organizations to the Secretary General to participate in OAS activities.- 2This report summarizes the activities of the Committee during the 2025 –2026 term and is organized into the six sections set out in the table of contents below:

By virtue of Article 21 of the Rules of Procedure of the Permanent Council, “[t]he representative of the member state presiding over the Summit process shall serve as chair of the Committee on Inter -American Summits Management and Civil Society Participati on in OAS Activities. If the member state chairing the committee so requests, its term shall be renewed to ensure follow-up and fulfillment of the Committee’s coordination functions and of the mandates issued by the Permanent Council in the period concerned.”

The member state currently presiding over the Summits process is the Dominican Republic; therefore, its Permanent Representative to the OAS, Ambassador Mayerlyn Cordero Díaz, is the Chair of the CISC.

In keeping with established practice, on October 28, 2025, the Committee elected the delegation of the host country of the immediately preceding Summit of the Americas —the United States—to serve as Vice Chair for the 2025-2026 term.

II. Mandates assigned to the CISC for the 2025–2026 term

On July 23, 2025, pursuant to Article 30 of its Rules of Procedure, the Permanent Council approved the “Distribution of Mandates from Fifty-fifth Regular Session of the General Assembly and

On July 23, 2025, pursuant to Article 30 of its Rules of Procedure, the Permanent Council approved the “Distribution of Mandates from Fifty-fifth Regular Session of the General Assembly and Other Previous Sessions” ( CP/doc.6139/25 rev. 1) and instructed the CISC to follow up on the mandates contained in the following resolutions during the 2025-2026 term.

III. Work plan

The draft work plan for the 2025-2026 term was published on October 15, 2025, and adopted by the Committee on February 10, 2026. It was published as document CP/CISC -1231/25 rev. 2. The schedule of meetings was later amended to ensure the best possible out come from the work assigned. The latest version of the work plan is contained in document CP/CISC-1231/25 rev. 3.

IV. Activities carried out

A. Activities related to the participation of civil society and social actors in the activities of the

OAS

As noted in the Activity Report of the CISC for the 2024 –2025 term (CP/CISC-1209/25), the Committee agreed on a series of concrete activities geared toward promoting a more active and more effective engagement by civil society in the activities of the Organization. Further to4those decisions, on October 28, 2025, the Committee received the following reports from the Office of Relations with Civil Society:

o Progress report on implementation of the provisions of document CP/CISC-1171/25 rev. 3, “Mechanisms to Promote Greater Participation of Civil Society in OAS Activities,” and o Progress report on implementation of the Course of Action for the Review of the “Guidelines for the Participation of Civil Society Organizations in OAS Activities,” document CP/CISC-1203/25 rev. 1.

The reports presented and the comments made by delegations on October 28 are reflected in the summary of the meeting, document CP/CISC/SA-74/25.

2. Proposed guidelines for the participation of civil society organizations and other social actors in OAS activities

On October 28, 2025, in accordance with Article 13 of the Rules of Procedure of the Permanent Council, the Committee established the Working Group to Review the Guidelines for the Participation of Civil Society Organizations in OAS Activities (Working Group to Review the Guidelines) to consider the document prepared by the Office of Relations with Civil Society of the Office of the Assistant Secretary General, in fulfillment of the provisions contained in:

o The Mechanisms to Promote Greater Participation of Civil Society in OAS Activities, document CP/CISC-1171/25 rev. 3; and o The Course of Action for the Review of the Guidelines, document CP/CISC-1203/25 rev. 1.

On February 10, 2026, the Committee elected, by acclamation, Councilor Pedro Eliud Cisneros Cuervo, Alternate Representative of Mexico to the OAS, to serve as Chair of the Working Group to Review the Guidelines. On the same day, the proposed guidelines pre pared by the Secretariat and published as document CP/CISC -1248/26 were presented to the Committee.

On that occasion, several delegations referred to different aspects of the proposed guidelines, which the Committee agreed would be considered within the framework of the Working Group established for that purpose. The statements delivered on February 10 are reflected in the summary of the meeting, document CP/CISC/SA-75/26.

The Working Group held a total of four formal meetings and one informal meeting in its efforts to reach consensus on the proposed guidelines. On May 13, the Chair of the Working Group presented an oral report on the progress of the Working Group. The statement may be accessed here. The proposed guidelines, incorporating the modifications and pre-agreed text reached up to that point, were published as document CISC/GT/DIR/doc.3/26 rev. 4.

3. Applications from civil society seeking to be included on the OAS roster

In accordance with Article 22(b)(v) of the Rules of Procedure of the Permanent Council, the Committee reviewed applications submitted to the Secretary General by forty -one (41) civil society organizations to participate in OAS activities. The applications were forwarded to the Permanent Council via the following documents:- 5 -

• Twenty applications agreed upon on October 28, 2025, were forwarded with document CP/CISC-1233/25; • Fourteen applications agreed upon on February 10, 2026, were forwarded with document CP/CISC-1254/26; • Seven applications agreed upon on April 21, 2026, were forwarded with document

CP/CISC-1266/26;

In addition, at the beginning of the year, the Office of Relations with Civil Society distributed an updated list of civil society organizations registered with the OAS ( CP/CISC-1237/26), which lists registered organizations by country and pillar. Subsequently, on April 21, 2026, the

4. Preparations for the fifty-sixth regular session of the General Assembly

In order to promote more informed and substantive civil society participation aligned with the priorities of the Organization, on March 19, 2026, the Committee held a meeting with civil society organizations on March 19, 2026, in preparation for the fifty -sixth regular session of the OAS General Assembly. A summary of the meeting was published as document

CP/CISC/SA-76/26.

In addition, on May 21, 2026, the Assistant Secretary General, Ambassador Laura Gil, delivered a presentation on the following topics:

• Format of the Dialogue with Representatives of Civil Society, Workers, the Private Sector, and Other Social Actors to be held at the coming regular session of the General Assembly, and • Proposal for the management of civil society participation in OAS events.

With respect to invitations to the fifty -sixth regular session of the General Assembly, on April 21, the Committee considered, approved, and forwarded to the Permanent Council for its consideration the document containing invitations to civil society organizations registered with the Organization of American States, which was published with the classi fication CP/CISC-1264/26 rev. 1.

The Office of Relations with Civil Society then forwarded the document concerning invitations to civil society organizations not registered with the OAS, workers' organizations, private sector organizations, and other social actors to the fifty -sixth regular session of the General Assembly that require authorization by the Permanent Council, published as document CP/CISC-1267/26 rev. 1.

The document was presented to the Committee on May 13, at which time several delegations requested additional time for consultations. Consideration of the document was therefore included on the order of business of the meeting of May 21. On that occasion, the delegation of Mexico requested that the draft order of business be amended to remove the item concerning6invitations to the forthcoming regular session of the General Assembly and that it be referred directly to the Permanent Council for consideration.

As the quorum required for decision-making was not present—although a quorum for holding the meeting did exist —in accordance with Article 44 of the Rules of Procedure of the Permanent Council, the Committee did not adopt a decision in that regard and proce eded to consider the other items on the order of business of the meeting, document CP/CISC-1269/26.

Subsequently, on May 27, the Committee considered the invitations to civil society organizations and other social actors not registered with the Organization of American States to the fifty -sixth regular session of the General Assembly, contained in the do cument CP/CISC-1267/26 rev. 1.

The delegation of the United States requested that the Committee’s decision on this document be taken by a vote. The statement of the United States delegation can be accessed here.

The Committee, in accordance with Articles 57 and 58 of the Rules of Procedure of the Permanent Council, proceeded to hold a roll call vote using the electronic system.

The motion put to a vote was as follows:

“To agree on the invitations to civil society organizations and other social actors not registered with the Organization of American States to the fifty -sixth regular session of the General Assembly, document CP/CISC-1267/26 rev. 1, and forward it to the Permanent Council for consideration."

The result of the vote was as follows: 9 votes in favor, 3 votes against, and 8 abstentions.

B. Summits of the Americas Process-related activities

Pursuant to Article 22(a)(v) of the Rules of Procedure of the Permanent Council, on October 28, 2025, and May 13, 2026, the Committee received periodic reports from the Department of Summits of the Americas on steps taken to support and consolidate the Sum mits of the Americas process. Those reports were published as documents CP/CISC-1234/25 and CP/CISC-1271/26, respectively.

V. Draft resolutions referred to the General Assembly for consideration

In accordance with the provisions set out in the draft resolution “Mandates Management” adopted by the Permanent Council and the Inter -American Council for Integral Development at their joint meeting held on April 22, 2026, and published as document CP/doc.6185/26 rev. 3, the Committee did not submit any draft resolutions during this term.

I also wish to recognize the important work carried out by the Office of Relations with Civil Society of the Office of the Assistant Secretary General and by the Department of Summits of the Amer icas, whose technical assistance and continued support were essential to the conduct of this work. Lastly, I wish to thank the Department of Conferences and Meetings Management and the Secretariat of the Permanent Council , represented by the committee secretary Jose Gabriel Salazar, for their valuable collaboration and unfailing support for the activities of the Committee.
