INTERNATIONAL DAY OF COMMEMORATION

IN MEMORY OF THE VICTIMS OF THE HOLOCAUST

WITHIN THE FRAMEWORK OF THE ORGANIZATION OF AMERICAN STATES

(Adopted by the Permanent Council at its regular meeting, held on June 17, 2026)

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

RECALLING United Nations General Assembly resolution 60/7, adopted on November 1, 2005, whereby January 27 was designated the International Day of Commemoration in Memory of the Victims of the Holocaust; and United Nations General Assembly resolution 76/25 0 on Holocaust denial, adopted on January 20, 2022, which unreservedly condemned any denial of the Holocaust as a historical fact, either in full or in part, and urged all United Nations member states to reject any such denial, together with any action or statement that distorts or relativizes the historical facts of the Holocaust;

REAFFIRMING the Charter of the Organization of American States and its founding commitment to the promotion and protection of human rights, democratic governance, and the fundamental freedoms of all people, without distinction of any kind;

REAFFIRMING ALSO the American Declaration of the Rights and Duties of Man, which recognizes the inherent dignity of the human person and the right to equality before the law, without distinction as to race, sex, language, creed, or any other factor;

REAFFIRMING FURTHER the Inter -American Democratic Charter, adopted in Lima on September 11, 2001, and in particular its recognition that the elimination of all forms of discrimination strengthens democracy, promotes human dignity, and fosters the full participation of all people in civic life;

CONVINCED of the fundamental importance of Holocaust remembrance, education, and

CONVINCED of the fundamental importance of Holocaust remembrance, education, and research as irreplaceable tools for combating antisemitism, racism, xenophobia, and all related forms of intolerance and discrimination, as well as for preventing future genocides and mass atrocities; and

RECOGNIZING that the Permanent Council of the Organization of American States has in previous years held meetings commemorating the International Day of Commemoration in Memory of the Victims of the Holocaust, indicating the Organization’s commitment to those values,

PERMANENT COUNCIL2RESOLVES:

1. To formally designate January 27 of each year as the “International Day of Commemoration in Memory of the Victims of the Holocaust within the framework of the Organization of American States,” in full accordance with United Nations General Assembly resolut ion 60/7, adopted on November 1, 2005.

2. To commemorate the “International Day of Commemoration in Memory of the Victims of the Holocaust ” each year through the inclusion of an item on the agenda of its regular meeting closest to January 27.

3. To invite all member states, permanent observers, and entities accredited to the OAS to participate actively in the annual commemoration of the “International Day of Commemoration in Memory of the Victims of the Holocaust ” and to contribute to its program, in accordance with the purposes of this resolution.
