Purpose and objectives
The purpose of the Meeting of Working Group 1 of the Inter-American Committee on Science and Technology (COMCYT) is to provide a structured and coordinated framework for OAS member states to adopt measures to strengthen regional AI governance frameworks th at foster innovation, respect human rights, and advance the well-being of the citizens of the Americas.
As detailed in the Plan of Action (CIDI/REMCYT-VII/doc.5/24 rev. 1) adopted at the Seventh Meeting of Ministers and High Authorities on Science and Technology held in Washington, D.C., on December 12 and 13, 2024, the objectives of Working Group 1 are as follows:
- Share information for the development of model AI policies and frameworks, including good practices, lessons learned, case studies, and comparative models to build a common baseline of understanding on AI for the Americas. • Collaborate in designing model governance, regulatory and institutional frameworks for the safe, secure and trustworthy development and deployment of AI. • Encourage responsible government design, development, and use of AI that respects the protection and promotion of human rights and fundamental freedoms. • Support intersectoral dialogue and multistakeholder exchanges and actions to facilitate the pertinence, applicability and collaborative development of governance, legal, institutional and regulatory AI frameworks in the Americas. • Share information on status quo AI policy and regulatory environment throughout member states to facilitate easier regional integration and development of AI businesses across the region.- 2Methodology

The Chair of Working Group 1, the Ministry of Science, Innovation, Technology and Telecommunications of Costa Rica, will coordinate in order to: • Guide dialogue and identify opportunities for regional cooperation. • Facilitate the exchange of experiences, good practices, and lessons learned. • Provide leadership and engagement within COMCyT, CIDI, and other relevant OAS bodies. • Collaborate with the Technical Secretariat to engage with partners and other multilateral institutions.
The meeting encourages the exchange of experiences, good practices, and lessons learned among member states to support the alignment of AI policies with broader integral development objectives, including economic growth and the improvement of the quality of life of the citizens of the Americas.
Experts will be invited to provide examples and strategic information on the preparation of national and regional AI policies, strategies, and model frameworks. Member states are invited to draw on these ideas to strengthen the work of the Working Group an d to identify initiatives it may wish to undertake. Member states are also encouraged to engage actively with speakers and experts by asking questions to deepen their understanding, share perspectives, and foster regional collaboration.
