“Regional Cooperation Framework for the Development and Deployment of AI”

Purpose and objectives
The purpose of the Meeting of Working Group 2 of the Inter-American Committee on Science and Technology (COMCYT) is to provide a structured and coordinated framework for OAS member states to adopt measures to strengthen regional cooperation in AI, particul arly by strengthening institutional capacities for governance, developing AI skills among youth, professionals, and the general population, and fostering research and innovation in AI.
As detailed in the Plan of Action (CIDI/REMCYT-VII/doc.5/24 rev. 1) adopted at the Seventh Meeting of Ministers and High Authorities on Science and Technology held in Washington, D.C., on December 12 and 13, 2024, the objectives of Working Group 2 are as follows:
- Identify strategies to strengthen institutional technical and governance capacities and skills in AI throughout the Americas in coordination with cooperation authorities. • Support regional collaboration on AI capacity building initiatives with COMCYT partners in governments, academia, private sector and civil society. • Coordinate with other regional organizations, development banks and partners guiding AI initiatives with OAS member states to identify collaboration opportunities, maximize resources, and avoid duplication of efforts. • Coordinate research and evaluate the impact of AI.- 2Methodology
The Chair of Working Group 2 (WG2) is the National Secretariat of Science, Technology and Innovation of Honduras. Among the main tasks of the Chair of WG2 are: • Guide dialogue and identify opportunities for regional cooperation. • Facilitate the exchange of experiences, good practices, and lessons learned.

Among the main tasks of the Chair of WG2 are: • Guide dialogue and identify opportunities for regional cooperation. • Facilitate the exchange of experiences, good practices, and lessons learned. • Provide leadership and engagement within COMC YT, CIDI, and other relevant OAS bodies. • Collaborate with the Technical Secretariat to engage with partners and other multilateral institutions.
The meeting encourages the exchange of experiences, good practices, and lessons learned among member states to support the alignment of AI policies, capacity -building efforts, and research initiatives with broader integral development objectives, including economic growth and the improvement of the quality of life of the citizens of the Americas.
Experts will be invited to provide examples and strategic information on AI skills development, the potential impact of AI on the workforce, the acceleration of AI deployment in the Americas, and the advancement of AI research and innovation. Member states are invited to draw on these ideas to strengthen the work of the Working Group and to identify initiatives it may wish to undertake. Member states are also encouraged to engage actively with speakers and experts by asking questions to deepen their understanding, share perspectives, and foster regional collaboration.
