Period June 2023 – May 2026

(Approved during the Third Plenary Session on Tuesday, June 9)

The actions carried out by the CIP Secretariat during the period covered by this report were geared towards supporting the implementation of the 202 3 - 2026 Plan of Action of Roatán, which was adopted by the Secretariat at its Thirteenth Regular Meeting (2023), and the pursuit of the Secretariat’s four main objectives: (1) strengthening and promoting the inter -American ports dialogue, (2) training through the scholarship and capacity building program, (3) hemispheric cooperation and strategic alliances, and (4) publicizing ports in the Americas and promoting publicprivate partnerships.

I. Work Plan for the implementation of the Action Plan of Roatan 2023 – 2026

A. STRENGTHENING AND PROMOTING INTER-AMERICAN PORT DIALOGUE

The CIP is the only permanent inter-American governmental forum that brings together the National Port Authorities of the 34 member states of the Organization of American States (OAS).

1. Thirteenth Regular Meeting of the CIP and the Twenty -third Meeting of its Executive Board (CECIP). Held in Roatan, Honduras from June 7th to 9th, 2023 and chaired by the National Port Company (ENP) of Honduras in its capacity as Chair of the CECIP.

2. Videoconference of the Technical Advisory Group (TAG) on Public Policy, Legislation, and Regulation. Held on September 7, 2023, and chaired by the National Port Commission

(CPN) in its capacity as Chair of the TAG. The videoconference was attended by Colombia, Jamaica, Mexico, Panama, Paraguay and United States.

During the videoconference, Guatemala presented a work plan within the framework of the Plan of Action of Roatán 2023 –2026, which included, among other initiatives, the 5th Hemispheric Conference on the TAG’s thematic area, planned for 2024 in Guatemala City, Guatemala. Notably, during this meeting, Colombia was elected by acclamation as Vice Chair of the TAG for the 2023–2026 term.

During the Meeting, the work plans of the Technical Advisory Groups (TAGs) were approved, as well as an adjustment to the annual contributions to the CIP Special Port Program to be approved ad referendum at the Fourteenth Regular Meeting of the CIP. 4. Videoconference of the Technical Advisory Group (TAG) on Logistics, Innovation and Competitiveness. Held on April 29, 2024 and chaired by the General Coordination of Ports and Merchant Marine of Mexico in its capacity as Chair of the TAG. The videoconference was attended by Bolivia, Colombia, Honduras, Mexico, Panama, Paraguay and United States.

During the videoconference, Mexico reported on the success of the 6th Hemispheric Conference on the TAG topics, which took place from January 17th to the 19th, 2024 in Veracruz, Mexico. 5. Videoconference of the Technical Advisory Group (TAG) on Port -City Relation, Social Responsibility and Gender Equality. Held on June 18th, 2024, and chaired by the Panama Maritime Authority (AMP) in its capacity as Chair of the TAG. The videoconference was

6. CECIP Videoconference. Held on July 11th, 2024, and chaired by Barbados Port Inc. in its capacity as Chair of the CECIP. The videoconference was attended by Barbados, Guatemala,

Mexico, Panama, Paraguay, Peru and United States.

During this videoconference, the CIP Secretariat's activity report for the period January - June 2024 was presented. Also, following up to the request received from Barbados, in its capacity as Chair of the CECIP and with the objective of avoiding misinterpretations of the CIP Rules of Procedures, the Secretariat is coordinating, with the support of its Associate Member Latin America Abogados y Consultores, a revision of the CIP Rules of Procedures to be presented and approved during the Twenty fifth CECIP Meeting in 2025.

During the Meeting, the mid -term activity reports of the CECIP Chair, the Chairs of the Technical Advisory Groups (TAGs), as well as the CIP Secretariat, were approved. Additionally, the adjustment to the annual contributions to the CIP Special Port Progra m was ratified, to be approved ad referendum at the Fourteenth Regular Meeting of the CIP. 8. Videoconference of the Technical Advisory Group (TAG) on Public Policy, Legislation, and Regulation. Held on October 2 nd, 2025, and chaired by the National Port Commission

(CPN) of Guatemala in its capacity as Chair of the TAG. The videoconference was attended by Dominica, Mexico, Paraguay, and Uruguay.

During the videoconference, a report was presented on the activities carried out by Guatemala within the framework of the Plan of Action of Roatán 2023 –2026, highlighting the 5th Hemispheric Conference on the TAG’s thematic area, held from November 6 to 8, 2024, with the participation of more than 250 port personnel from 17 countries. In addition, the CPN reported that it is in the process of approving its National Ports Law, a draft that received support from the CIP Secretariat and its Associate Member E&M Consulting.

In addition, the APN of Peru announced the completion of the expert database on sustainability.

B. TRAINING THROUGH SCHOLARSHIP AND CAPACITY BUILDING PROGRAM

The main activity carried out by the CIP Secretariat is aimed at promoting, developing, and offering certified professional development programs and courses to raise the technical and managerial levels of port professionals, institutional capabilities and contribute to the modernization of the maritime-port sector.

In the period from June 2023 - May 2026, the CIP Secretariat, through its Scholarship and Training Program, awarded one thousand two hundred twenty-five (1,225) scholarships to port officials from thirty -two (32) CIP -OAS Member States for 60 certified professionalization courses, tabletop exercises, workshops and/or master's degrees with a value of $2,082,710 USD.

I.1 Online course on IMDG Code Application in Ports: (June 5th to the 30th, 2023) organized in collaboration with the National Port Authority (APN) of Peru. 31 scholarships were awarded to port personnel from 6 Member States: Argentina, Bolivia, Ecuador, Honduras, Mexico, and Peru.

I.2 Online course on Customs Management within the framework of a digital customs: progress and perspectives: (June 5th to the 30th, 2023) organized in collaboration with the National Port Authority (APN) of Peru. 19 scholarships were awarded to port personnel from 5 Member States: Argentina, Bolivia, Honduras, Mexico, and Peru.

I.5 Female Leadership Program for the Maritime-Port Sector (LIFE): (August 7th to the 10th, 2023) organized in collaboration with PR Ports and Empresa Multimodal. 1 scholarship was awarded to port personnel from Ecuador.

I.6 Online course on MARPOL implementation: (August 14th to September 8th, 2023) organized in collaboration with the Maritime Policy Bureau and the National Port Authority (APN) of Peru. 25 scholarships were awarded to port personnel from 11

Member States: Antigua and Barbuda, Argentina, Barbados, Belize, Dominica, Ecuador,

Guyana, Jamaica, Mexico, Peru and Suriname.

I.7 Online Course on Port Digitalization: (August 17th to September 7th, 2023) with the Port of Buenos Aires and its National Port Training Center (CENCAPOR). 6 scholarships were awarded to port personnel from 6 Member States: Bolivia, Brazil, Costa Rica, Mexico, Panama and Peru.

I.35 Online Course on International Trade and Transport: A Regional Perspective: (March 17– April 11, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 28 scholarships were awarded to port personnel from 11 Member States: Argentina, Bolivia, Costa Rica, Dominican Republic, Ecuador, Guatemala, Honduras, Mexico, Panama, Paraguay, Peru.

I.36 Third Edition of the Female Leadership Program for the Maritime -Port Sector (LIFE): (March 18th to the 21st, 2025) organized in collaboration with PR Ports and Empresa Multimodal. One (1) scholarship was awarded to a Peruvian port official.

I.41 Online Course on Decarbonization in Ports: Energy Transition and Port Sustainability: (June 30 –July 25, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 29 scholarships were awarded to port personnel from 9 Member States: Argentina, Colombia, Ecuador, El Salvador, Guatemala, Mexico, Panama, Peru, and Uruguay.

I.42 Course on Comprehensive Risk Management in the Port Sector for Senior Management: (July 10–11, 2025), organized in collaboration with the National Port Commission (CPN) of Guatemala and MIS Marine. 16 scholarships were awarded to port personnel from Guatemala.

I.43 Online Course on Challenges of Port Cities: Concepts, Cases, and Solutions: (August 18– September 12, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 30 scholarships were awarded to port personnel from 9 Member States: Bolivia, Brazil, Colombia, El Salvador, Guatemala, Mexico, Panama, Peru, and Uruguay.

I.44 Online Course on Port Operations: (September–December, 2025), organized in collaboration with the Caribbean Maritime University (CMU). 10 scholarships were awarded to port personnel from 3 Member States: Guyana, Jamaica, and Saint Kitts and Nevis.

I.45 Online Course on Administrative and Legal Management of Ports: (September 15 – October 10, 2025), organized in collaboration with the National Port Authority (APN) of Peru. 30 scholarships were awarded to port personnel from 10 Member States: Brazil, Colombia, Ecuador, El Salvador, Guatemala, Mexico, Panama, Paraguay, Peru, and Uruguay.

I.46 Second Edition of Port Leaders: (September 2–16, 2025), organized in collaboration with PR Ports and Maritime Policy Bureau. One (1) scholarship was awarded to a female port official from Uruguay.

Two Technical Professionalization Workshops 77 port personnel from 17 Member States and 3 non-sovereign Caribbean countries were trained, with an estimated value of USD $105,500.- 112.1 8th Port Security Workshop: (May 13–15, 2025), organized in collaboration with the CIP Associate Members Hudson Analytix and HudsonCyber, as well as the United Nations Office on Drugs and Crime (UNODC) and the Saint Christopher and Nevis Port Authority.

The workshop took place in Sa int Kitts and Nevis. 40 scholarships were awarded to port personnel from 11 CIP-OAS Member States: Antigua and Barbuda, the Bahamas, Barbados, Dominica, Grenada, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago. In addition, pursuant to the Memorandum of Understanding (MoU) between the Port Management Association of the Caribbean (PMAC) and the CIP, the workshop was also opened to non-sovereign Caribbean territories: Anguilla, the British Virgin Islands, and the Turks and Caicos Islands. 2.2 Regional IAPH -CIP Workshop on Sustainability and Port Innovation: (May 11 -12, 2026), organized in collaboration with Strategic Partner the International Association of Ports and Harbos (IAPH) and the National Port Administration (ANP) of Uruguay. 37 scholarships were awarded to port personnel from 6 CIP -OAS Member States: Argentina, Brazil, Colombia, Guatemala, Peru and Uruguay.

3. Two Tabletop Exercises in collaboration with National Port Authorities. In the context of the Project on Improved Disaster Risk Management in Caribbean Ports, two tabletop exercises were held benefiting 66 port officials from 15 Member States at a value of $191,000

USD.

The webinar included the participation of experts from the Tecnológico de Monterrey, E&M International Consulting, and the Superintendency of Transport of Colombia.

4.2 Implementing a Port Community System (PCS): Part I: (July 13th, 2023) organized in collaboration with the International Port Community Systems Association (IPCSA), the webinar addressed how to implement a PCS in the country including key actions, preparation of a tender and regulatory framework. The webina r featured the participation of experts from IPCSA and Barbados Port Inc.

4.3 Industry 4.0 and its Advancement in the Port Sector: (August 10th, 2023) organized by the CIP Secretariat, the webinar addressed the advancement of digitalization and innovative technology in the sector and its impact on port operations. The webinar featured the participation of experts from Kingston Wharves Limited, Transportadora Callao and AELER Technologies.

4.4 Implementing a Port Community System: Part II: (August 31st, 2023) organized in collaboration with the International Port Community Systems Association (IPCSA), during the webinar IPCSA shared a regional approach to data sharing through its Network of Trusted Networks and its benefits for port authori ties. The webinar featured participation from HudsonCyber, IPCSA and IT Partner Group.

4.5 Best Practices in Port Security and Protection: Challenges and Solutions: (September 28th, 2023) organized in collaboration with the ISPS Network Mexico International, the webinar

The webinar featured the participation of experts from the Mexican Navy, the Exlogan Terminal, Argentina, Chile, the National Port Commission (CPN) of Guatemala and COMPAS, Colombia.

4.6 Economic Closing Outlook 2023 and Projections 2024: (October 31st, 2023) Organized by the CIP Secretariat, the webinar presented a summary of the economic closing of the year 2023 of the maritime-port sector and economic projections for 2024. The webinar included the participation of experts from DUAGA and the Caribbean Research Institute.

4.7 Technical Cooperation Opportunities for Port Development Projects: (November 2nd, 2023) Organized by the CIP Secretariat, the webinar addressed the impact of projects developed in the region and presented key aspects of port development. The webinar featured the participation of experts from the Caribbean Development Bank (CDB) and the Inter-American Development Bank (IDB).

4.8 Advanced Training Opportunities in the Port and Maritime Sector: (March 14th, 2024) Organized by the CIP Secretariat, training initiatives in the region were shared during the webinar. The webinar featured the participation of experts from the Caribbean Maritime13University (CMU), the Suriname Maritime Institute (SMI) and the World Maritime University (UMM).

4.9 Roundtable on Sustainable Operations: Decarbonization of the Maritime -Port Sector: (April 25th, 2024) organized in collaboration with the Institute of the Americas (IOA), the webinar brought together a group of experts in sustainable operations and environmental

4.10 Social Responsibility as a Key Element for Comprehensive Port Development: (May 16th, 2024) organized by the CIP Secretariat, the webinar addressed initiatives that promote comprehensive port development through strategies related to social, cultural, economic, and environmental factors.
