ACTIVITY REPORT OF THE CHAIR OF THE EXECUTIVE BOARD OF THE INTERAMERICAN COMMITTEE ON PORTS (CECIP) June 2023 - May 2026

(Approved during the Third Plenary Session on Tuesday, June 9)

The Plan of Action of Roatan (2023 – 2026) laid out, as a general objective, “to advance toward the development of competitive, secure, sustainable, and inclusive ports to ensure comprehensive development in the Americas with the active participation of the private sector”.

In pursuit of the objectives of the Plan of Action of Roatan, the most important efforts made by Barbados as CECIP Chair, for the reporting period, were devoted to activities for:

a) Building human and institutional capabilities. b) Facilitating political port dialogue between authorities and public and private institutions. c) Providing and promoting technical assistance at hemispheric conferences.

In support of those objectives and those of the CIP-OAS, the Chair’s actions were geared toward monitoring and proposing initiatives for the management and operation of the Committee , with the support of the CIP Secretariat. Against that backdrop, the following actions were particularly notable:

The activities undertaken during this period are detailed below . The CECIP Chair is grateful for the support given by the Chief of the CIP Secretariat, Mr. Jorge Durán , and his team of collaborators, to the First Vice-chair of the CECIP, the National Ports Administration (ANP) of Uruguay and to rest of the CECIP Authorities.

a) Building human and institutional capabilities

Barbados Port Inc. congratulates the authorities of the TAG for contributing to institutional capacity-building through face-to-face, online, or hybrid courses. In particular, it acknowledges the efforts of the National Port Authority (APN) of Peru for providing training to the Hemisphere’s port officials through its Virtual Port Campus and the National Port Training Center2

(CENCAPOR) of Argentina for providing training to the Hemisphere’s port officials through its online platform.

It also congratulates the CIP Secretariat for expanding its Scholarship and Capacity Building Program by bringing new institutions to collaborate with such as CEDEMAR, APECAntwerp/Flanders Port Training Cen ter and the Caribbean Maritime University, which will provide scholarships to strengthen the institutional capacities of the National Port Authorities of the hemisphere.

This Chair recognizes and appreciates the efforts undertaken by the CIP Secretariat to expand training opportunities in English for all Member State4s, particularly those of the Caribbean Region and encourages the Secretariat to continue identifying and promoting collaboration with institutions that support capacity building and professional development in the Region.

b) Facilitating political port dialogue between authorities and public and private institutions

Barbados Port Inc. has attended the CIP’s political meeting s, including the Thirteenth Regular Meeting of the CIP in which Barbados was elected as CECIP Chair for the period 2023 – 2026, as well as the 24th, 25th and 26th CECIP Meetings.

Also, Barbados, in its capacity as Chair of the CECIP, participated as speaker and/or moderator in the following CIP events:

October 29, 2024, in Washington, D.C. • 5th Hemispheric Conference on Port Protection and Security, held October 30 – November 1st, 2024, in Washington, D.C. • 5th Hemispheric Seminar on Public Policy, Legislation and Regulation, held November 6 – 8, 2024 in Guatemala City, Guatemala • Webinar on Sustainable Operations: Decarbonization of the Port-Maritime Sector – Part II held November 25, 2024 • Webinar on Green and Efficient Ports: Adopting Sustainability and New Technologies, held July 10, 2025 • Webinar on Port-Maritime Cybersecurity: Protection Against Digital Threats held May 21, 2026

In addition, Barbados attended all the Webinars organized by the CIP Secretariat in collaboration with its Associate Members and Strategic Partners.3

c) Provide and promote technical assistance at hemispheric conferences.

In keeping with its commitment to the CIP, the CECIP Chair attended all hemispheric conferences held from 2023 to 2026 and served as a speaker at three (3) of them. The Chair recognizes and commends the excellent work of the CIP Secretariat and the National Port Authorities of Mexico, Barbados, United States, Guatemala, Peru and Argentina (in chronological order of their events) , in organizing these events. Barbados recognizes the initiative of the CIP Secretariat and the excellent work of the Maritime Policy Bureau (MPB) in the development of the Comparative Study on Maritime -Port Concessions, which covers 10 Member States. A special thank you to Barbados, Brazil, Chile, Colombia, El Salvador , Guyana, Jamaica, Mexico, Panama and Peru who participated and collaborated with the CIP Secretariat in this most impressive study. This Chair also congratulates the CIP Secretariat for the Project on Improved Disaster Risk Management for Caribbean Ports – Phase 2 and acknowledges the generous support of the Caribbean Shipping Association (CSA) as an institution financially supporting this second phase of the project.

d) Specifications to the CIP Rules of Procedure Barbados in its capacity as CECIP Chair requested the CIP Secretariat to engage the services of a third party to specify the CIP Rules of Procedure. These specifications were made with the objective of avoiding any possible misinterpretations. Several specifications were made to several articles of the Rules of Procedure. The most relevant changes are:

1. Specifications to who represents a CECIP Authority.

2. Specifications on what a “majority vote” is.

3. Specifications on how many National Port Authorities comprise the CECIP.

Barbados Port Inc. thanks the CIP Secretariat and LATINAMERICA Abogados for their support in specifying the Rules of Procedure and all the National Port Authorities that comprise the CECIP for supporting these changes. e) Adjustment to the annual contributions to the CIP Special Port Program During the 24 th CECIP Meeting held virtually on September 26, 2023, considering that the mandatory annual contributions to the CIP had not been modified since 1998, Barbados proposed an adjustment of USD $2,000 to the yearly contributions to the CIP Special Port Program. This

This adjustment was set to be voluntary for the years 2024 and 2025 and mandatory starting 2026. The proposal was approved by the delegations of Colombia, Guatemala, Mexico, Panama, Paraguay, United States and Uruguay. The rest of the CECIP countries had no objection and the refore the adjustment was approved by the CECIP and it will be approved ad-referendum in this 14 th CIP4

Regular Meeting . It is important to note that the CIP Secretariat advised the rest of the CIP Community about this adjustment on several occasions since 2023. In this context, Barbados wishes to thank those CECIP authorities and National Port Authorities who made an effort to pay the voluntary contribution during 2024 and 2025.
