ACTIVITY REPORT BY THE TECHNICAL ADVISORY GROUP (TAG) CHAIR ON

LOGISTICS, INNOVATION AND COMPETITIVENESS June 2023 – May 2026

(Approved during the Fourth Plenary Session on Tuesday, June 9)

I. General objective of the TAG: Provide technical advice to the Commission on specific aspects of the development of the port sector in the hemisphere, related to aspects of logistics, innovation, and competitiveness.

Consequently, this TAG advises the CIP in decision-making on the modernization and efficiency of the region's ports, in areas such as services and cargo handling, port fees, statistics, supply chains and promoting competitiveness.

II. Members of the TAG:

President: Ports and Merchant Marine Unit of the Mexican Navy Secretariat

Vice President: Maritime Administration, United States.

Member States: Argentina, Bolivia, Brazil, Colombia, Costa Rica, Dominican Republic, Ecuador,

El Salvador, Guatemala , Honduras, Mexico, Panama, Paraguay, Peru, United States, Uruguay, Bolivarian Republic of Venezuela.

III. Activities implemented from June 2023 to May 2026 in the context of the mandates established for each TAG Chair in the Plan of Action of Roatan 2023 - 2026

1. In support of the activities to strengthen technical capacities and in continuity with the Plan of Action, update surveys and/or databases on their focus topics.

1. Objective: Provide a roster of experts who can support capacity development of CIP members, as well as promote policy dialogue, technical assistance opportunities and cooperation with the private sector.

1. Responsible Institutions: Ports and Merchant Marine Unit.

1. Expected Results: Create a database of Mexican logistics experts which will be sent to the CIP Secretariat and will be available to CIP Member States interested in receiving timely advice on logistics issues.

2. Organize, in the next three (3) years and with the support of the CIP Secretariat, at least one hemispheric conference or seminar on the topics of competence of the

TAG.

1. Name of the activity: 6th Hemispheric Conference on Logistics, Innovation and Competitiveness “Building the Port Future”.

1. Date and place: From January 17th to the 19th, 2024 in Veracruz,

Mexico.

1. Objective: Provide a forum for the analysis and exchange of best practices in the implementation of information and communication technologies (ICT) to address vulnerabilities that may affect competitiveness in port facilities. Establish a forum to facilitate discussion to develop possible bases for cybersecurity guidelines for ports in CIP member states, as well as to establish a network of contacts for these purposes.

5. Name of the activity: Virtual Seminar on Green and Efficient Ports: Adopting

Sustainability and New Technologies

1. Date and place: July 10th, 2025, online.

1. Objective: Participate as expert speaker sharing successful practices on sustainability issues, emphasizing the urgent need to design and implement sustainable port projects.5

Caribbean Economic System (SELA)

1. Results: ASIPONA Lázaro Cárdenas’ operations manager, participated as an expert speaker, sharing successful national practices in transition to efficient and modern operating models as a climate change mitigation strategy.

4. Identify and compile materials (e.g., articles, best practices, processes, or services) relevant to the TAG topics for digital and/or print dissemination.

1. Name of the activity: 1st Issue of the Bulletin of Best Practices in

Logistics, Innovation and Competitiveness.

1. Objective: Create and compile an information bulletin containing successful practices in the area of the TAG, highlighting Mexico's activities in this area, and request the CIP Secretariat to collect information from the rest of the hemisphere to feed this bulletin.

1. Results: An information bulletin was created with articles from 6 countries on successful practices in logistics, innovation and competitiveness implemented in the Americas and the Caribbean.

This bulletin translates into a collective effort, testimony to the importance of maintaining close and sustained collaboration, which allows us to share good practices, identify areas for improvement and move towards a more integrated, efficient and competitive region in port matters. This bulletin was disseminated electronically to the CIP communit y and is available for consultation and

Merchant Marine of the Mexican Navy and the CIP Secretariat.

1. Results: Provided and facilitated a n international forum where experts from public and private entities discussed the need and benefits of having an increasingly digitalized sector. The different uses of technology were discussed and how they support the creation of a more integrated and connected port sector to facilitate trade and3

increase competitiveness and efficiency in port operations. This conference explored Mexican ports in depth, and a keynote presentation was made on Mexico's Puerto Inteligente Seguro (PIS). This event was attended by 250 port officials and industry representatives at the highest level from 17 countries, 14 of which were CIP-OAS Member States (Antigua and Barbuda, Argentina, Barbados, Belize, Bolivia, Brazil, Colombia, Guatemala, Honduras, Jamaica, Mexico, Panama, United States and Uruguay.)

3. Activities in support of the work of the Secretariat in the context of the CIP Scholarship and Capacity Building Program (e.g. workshops, online courses, master's degrees, local and/or regional seminars, etc.)

Protection: Challenges and Solutions.

1. Results: Best practices were presented, with an emphasis on modern processes and methodologies (digital/electronic) to show, on the one hand, the technologies themselves and, on the other, examples of successful procedures and methodologies.
