ACTIVITY REPORT OF THE TECHNICAL ADVISORY GROUP (TAG) CHAIR ON

PORT PROTECTION AND SECURITY Period June 2023 – May 2026

(Approved during the Fourth Plenary Session on Tuesday, June 9)

I. General Objective of the TAG:

To advise the Committee on decision -making regarding the strengthening of InterAmerican port policy dialogue; greater hemispheric cooperation for port development; capacity building , and technical assistance to Members, Associate Members and Strategic Partners; and promotion of the ports of the Americas with the active collaboration of the private sector, and promoting public -private partnerships , with special emphasis on port security and protection.

II. TAG Members:

Chair: Barbados Port Inc.

Member States: Argentina, Barbados, Bolivia, Colombia, Chile, Dominica, Ecuador, Guatemala, Honduras, Mexico, Panama, Peru, Saint Vincent and the Grenadines, Suriname, and

Uruguay.

III. Activities implemented from June 2023 to May 2026 in the context of the mandates established for each TAG Chair in the 2023-2026 Plan of Action of Roatan.

1. In support of the activities to strengthen technical capacities and in continuity with the Plan of Action, updated the surveys and databases in their focus areas.

Inter-American Council for Integral Development2i. Name of the activity: Expert Database on Port Security

1. Objective: Update the existing database that provides contact information of subject matter experts, instructors, and other port security personnel to promote knowledge sharing, as well as support capacity building initiatives.

4. Name of the Activity: Webinar on Disaster Risk Management for Port Resilience

1. Date: October 17, 2024

1. Objective: Address the importance of building and enhancing port resilience, and the commitment from all stakeholders to disaster risk management.

1. Responsible Institutions: Barbados Port Inc. and the CIP Secretariat.- 5iv. Results: Led and moderated a discussion featuring experts from the OAS Department of Sustainable Development (DSD), the HAVENBEHEER - Suriname Port Management Company, and the Port Authority of Jamaica (PAJ). Representatives from these institutions shared successful practices related to identifying hazards, assessing vulnerabilities, and drafting and implementing response and mitigation measures. 5. Name of the Activity: Webinar on Sustainable Operations: Decarbonization of the

Port-Maritime Sector: Part II

1. Date: November 25, 2024

1. Objective: Participate as an expert speaker on sustainable operations and environmental protection . Share knowledge, ideas, and experiences through an open, dynamic, and interactive dialogue with experts from Brazil and Mexico.

1. Responsible Institutions: Institute of the Americas , and the CIP

Secretariat.

1. Results: Barbados, through its Health, Safety and Environmental department, presented successful practices , addressed the current challenges, trends, emerging technologies, and green actions that catalyze the decarbonization of the port -maritime sector.

6. Name of the Activity: Webinar on Building Port Resilience: Strategies for Risk

Management and Emergency Response

1. Date: April 22, 2025

1. Objective: Co-organize a webinar on innovative strategies and best practices for enhancing port resilience against physical, environmental and cyber risks.

1. Responsible Institutions: Barbados Port Inc. and the CIP

Secretariat.

Protection and Security

1. Objective: Compile relevant port security materials, including articles and successful practices to promote knowledge sharing and inform capacity building initiatives.

Secretariat

1. Results: Visibility was increased regarding the various practices, policies, and activities being implemented by National Port Authorities in the area of port protection and security.

Efforts to strengthen inter -institutional cooperation and the adoption of preventive measures to ensure the protection of port facilities and personnel were also highlighted.- 8Awareness was raised about the importance of maintaining high protection standards, aligned with international instruments, and of fostering a comprehensive security culture within the ports of the hemisphere.

Throughout the reporting period, the first digital issue of the bulletin was published:

1st Issue – 2025

Date: Published and disseminated in March 2025.

Target audience: Port community of the OAS Member States.

Location: Website of the Technical Advisory Group (TAG) on

Port Protection and Security.

Bulletin composition: Includes 8 articles developed in collaboration with seven CIP-OAS Member States: Colombia,

El Salvador, Guatemala, Guyana, Jamaica, Mexico, Panama and Paraguay.

IV. Annex9 -- 10i. Name of the activity: Expert Database on Port Security

1. Objective: Update the existing database that provides contact information of subject matter experts, instructors, and other port security personnel to promote knowledge sharing, as well as support capacity building initiatives.

1. Responsible Institutions : Barbados Port Inc. and the CIP

Secretariat.

1. Results: An updated internal expert database that’s used to inform TAG capacity building initiatives, including online courses, workshops, and hemispheric conferences. Database can be consulted here.

2. Organize, in the next three (3) years, with the support of the CIP Secretariat, a Conference or Hemispheric Seminar on topics within its competence.

1. Name of the Activity: Fifth Hemispheric Conference on Port Security and Protection: Resilient Ports for a Resilient

Hemisphere.

1. Date and Venue: October 30, 31 and November 1, 2024, in

Washington, D.C., United States

1. Objective: Bring together public and private decision -makers from the port and maritime sectors to discuss the challenges and opportunities for increased resiliency in the region’s ports.

Provide an international platform for dialogue at the highest governmental and corporate levels, address the competitive advantages of integrated risk management in ports and offer actionable recommendations to bolster security, operations, digitalization, and the use of emerging technologies.

1. Responsible Institutions: Barbados Port Inc., United States Maritime Administration (MARAD) of the U.S. Department of Transport, U.S. Department of State through the United States Permanent Mission to the OAS (USOAS) and the CIP

Secretariat.

1. Results: 74 participants from the public and private port and maritime sector, including three (3) Ambassadors, one (1)- 3Minister, three (3) Vice Ministers, CEOs, Director Generals, from 19 OAS -CIP Member States (Antigua and Barbuda,

maritime sector, including three (3) Ambassadors, one (1)- 3Minister, three (3) Vice Ministers, CEOs, Director Generals, from 19 OAS -CIP Member States (Antigua and Barbuda, Bahamas, Barbados, Belize, Brazil, Costa Rica, Dominican Republic, Guatemala, Grenada, Guyana, Haiti, Jamaica, Mexico, Saint Lucia, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Trinidad and Tobago, Suriname, and United States) attended this event and were exposed to best practices in port security, risk management and cyber resilience. 3. Activities in support of the work of the Secretariat in the context of the CIP Scholarships and Training Program (for example, holding workshops, online courses, master's degrees, local and / or regional seminars, etc.)

1. Name of the Activity: Webinar on Port Community System (PCS)

Implementation: Part I

1. Date: July 13, 2023

1. Objective: Participate as an expert speaker and a ddress how to implement a Port Community System in a country including key actions, preparation of a tender and regulatory framework.

1. Responsible Institutions: International Port Community System Association (IPCSA), and the CIP Secretariat.

1. Results: Barbados, through its Digital and Innovation department, shared insights from the successful implementation of their PCS project, as well as the compatibility of a PCS with a Maritime Single Window. Presentation available here.

2. Name of the Activity: Second Tabletop Exercise (TTX) on Improved Disaster Risk

Management

1. Date and Venue: November 14 - 15, 2023 in Bridgetown, Barbados

1. Objective: Provide participants with successful practices for efficient disaster risk management in ports and foster knowledge

1. Objective: Provide participants with successful practices for efficient disaster risk management in ports and foster knowledge sharing among attendees on the subject matter.- 4iii. Responsible Institutions: Barbados Port Inc., Hudson Analytix and

the CIP Secretariat.

1. Results: 28 port officials from 13 Caribbean nations trained in the subject matter and exchanged knowledge and relevant information amongst each other. In addition, participants reviewed the Model Emergency Operations Plan (MEOP) developed in the context of the CIP Project “Improved Disast er Risk Management for Caribbean Ports” and participated in an oil spill scenario as part of the tabletop exercise. 3. Name of the Activity: Third Tabletop Exercise (TTX) in the context of the Project

on Improved Disaster Risk Management

1. Date and Venue: March 19-20, 2024, in Port of Spain, Trinidad and

Tobago

1. Objective: Provide participants with successful practices for efficient disaster risk management in ports and foster knowledge sharing among attendees on the subject matter.

1. Responsible Institutions: United States Coast Guard (USCG), Port Authority of Trinidad and Tobago and the CIP Secretariat.

1. Results: 37 port officials from 13 Caribbean nations trained in the subject matter and exchanged knowledge and relevant information amongst each other. In addition, the participants took part on a hurricane preparedness and response exercise as part of the TTX.

8. Name of the Activity: Virtual Seminar on Green and Efficient Ports: Adopting

Sustainability and New Technologies

1. Date: July 10, 2025

1. Objective: Participate as an expert speaker on technological initiatives in the implementation of programs and measures that promote sustainable port activities.

1. Responsible Institutions: The Latin American and Caribbean Economic System (SELA) and the CIP Secretariat.

1. Results: Barbados shared about the use of new technologies implemented by them to build a sustainable port and what has been7their digital transformation journey. Representatives from the World Bank (WB) and the Caribbean Development Bank (CDB) also took part in the panel. Presentation available here.

9. Name of the Activity: Webinar on Port -Maritime Cybersecurity: Protection

Against Digital Threats

1. Date: May 21, 2026

1. Objective: Participate as an expert speaker on threats, regulatory developments and best practices for safeguarding port and maritime systems.

1. Responsible Institutions: The CIP Secretariat.

1. Results: Barbados shared insights into current threats, regulatory developments, and best practices for safeguarding port and maritime systems. Representatives from the World Bank and the International Association of Ports and Harbors (IAPH) also presented in this webinar. Presentation available here.

Results: Barbados moderated the webinar featuring experts from HudsonAnalytix of the Unites States, the Port Authority of Trinidad and Tobago (PATT), and MIS Marine of the United Kingdom.- 6Experts explored effective risk management frameworks, emergency response protocols, training and cutting -edge technologies that bolster real -time threat detection and crisis management. 7. Name of the Activity: 8th Port Security Management Workshop for Caribbean

Ports

1. Date and Venue: May 13 - 15, 2025 in Saint Kitts and Nevis.

1. Objective: Enhance port security across the Caribbean region, bringing together port authorities, port/maritime security professionals, and international experts to discuss and develop strategies for improving port security measures, aligning with the

International Ship and Port Facility Security (ISPS) Code.

1. Responsible Institutions: Saint Christopher Air and Seaports

Authority (SCASPA), HudsonAnalytix/Shoreline Hudson Risk and the CIP Secretariat.

1. Results: 42 port officials from 14 Caribbean nations trained in the subject matter and exchanged knowledge and relevant information amongst each other. In addition, participants engaged in collaborative sessions, as well as a Table -Top Exercise, and a port site-visit, to assess current security protocols, identify vulnerabilities, and implement successful practices to safeguard port facilities against emerging threats.
