Inter-American Council for Integral Development-2Keynote Speech 1: From Digitalization to Artificial Intelligence (AI): The Next Phase of Port Competitiveness Karl Branch Karl Branch is a U.S. NIST-certified Artificial Intelligence Risk Management Architect (AiRMA), an ISC2 Certified Information Systems Security Professional (CISSP), and a Certified Port Executive. A former Head of the Military Intelligence Unit, he received the Barbados Defence Board Commendation for excellence in intelligence operations. At Barbados Port Inc. (BPI), he has led the adoption of artificial intelligence to enhance port operations, data analytics, and security. He currently chairs the Stakeholder Committee of the aw ard-winning Barbados Port Community System (PCS) and is an alumnus of international leadership programs focused on artificial intelligence, cybersecurity, and digital economies.

Ismael Torres Boigues Ismael is a Computer Engineer specializing in digital transformation in the port sector. He holds postgraduate qualifications in Software Engineering, an MBA, and additional studies in Data Science. He previously served as Product Manager for Smart Port solutions at Prodevelop, where he participated in the development of smart port projects along major European inland waterway corridors, including the Rhine and Danube rivers. Currently, he serves as Business Development Manager for Latin America at Prodevelop. He is also a collaborating professor in the Data Science degree program at the Open University of Catalonia (Universitat Oberta de Catalunya). Darwin Telemaque Darwin Telemaque is a transportation and logistics executive with extensive experience in port operations, project management, and safety management. As CEO of the Antigua and Barbuda Port Authority for more than a decade, he has led the redevelopment and modernization of the Port of St. John’s, transforming it into a key transportation hub and economic driver for the Caribbean. He also serves as Vice -Chairman of the Inter-American Committee on Ports (CIP/OAS), Chairman of the OECS Port Committee, and Chairman of the Port Management Association of the Caribbean (PMAC). He is widely recognized for advancing regional port development and operational excellence. Luis Pérez Madariaga-3Luis Pérez Madariaga is a port and technology executive with more than 20 years of experience in port operations, digital transformation, and technology business development across Europe and the Americas. Currently based in Washington, D.C., he leads Indr a’s technology business development in the Americas, supporting solutions deployed in over 70 ports worldwide. His expertise includes Port Community Systems

Panel II: Smart Surveillance: Leveraging Technology to Enhance Physical Port Security Pablo Genta Buzzetti Mr. Pablo Genta Buzzetti is a distinguished Uruguayan professional with more than thirty years of experience in transportation, logistics, and infrastructure. A Civil Engineer graduated from the University of the Republic (Universidad de la República), he also holds postgraduate qualifications in Transport Planning and Economics. Throughout his career, he has held several senior leadership positions in the public sector, including National Director of Transport, General Manager of the Uruguayan Railway Corporation, Undersecretary of the Ministry of Transport and Public Works, and National Director of Planning and Logistics. He currently serves as President of the National Ports Administration

(Administración Nacional de Puertos), where he leads the strategic development and modernization of Uruguay’s national port system. Javed Rebeiro Javed Rebeiro is a Financial Investigations Advisor at the Regional Security System Asset Recovery Unit (RSSARU) with over ten (10) years of experience in anti -money laundering, counter -terrorist financing, counter-proliferation financing, asset recovery, and financial crime investigations. Prior to joining the RSS he served as the Chief Financial Investigator of the Saint Vincent and the Grenadines Financial Intelligence Unit (SVGFIU). In his current role he supports law enforcement agencies, financial intelligence units, prosecutors, and other competent authoritie s across the region through training, mentoring, and technical assistance. His work focuses on strengthening investigative capacity, improving the use of financial intelligence, and supporting jurisdictions in demonstrating effectiveness in line with international standards,

With over 25 years of experience, including 13 years in high-tech crime, he is a primary architect of the CARICOM Cyber Security and Cybercrime Action Plan. Formerly a Detective Inspector leading the Trinidad and Tobago Cybercrime Unit, Dale bridges technical expertise with strategic policy. An accomplished educator and digital forensics expert, he is dedicat ed to empowering stakeholders to build a more resilient digital future through collaborative, actionable security intelligence. (USACE) and the Millennium Challenge Corporation (MCC), and currently holds an appointment as a Fulbright Specialist with the US Department of State. Dr. Creech also currently serves as the Vice President of PIANC, and the Chair of the US Army Corps of Engineers Committee on River Engineering. Adeola Moore Adeola Moore is the Chief Executive Officer of the St. Christopher Air and Sea Ports Authority, responsible for the strategic leadership and efficient management of the Authority’s resources and assets. She assumed this role in November 2022 after a distin guished 16 -year career with the Inland Revenue Department, serving in positions from Senior Tax Auditor to Assistant Comptroller with responsibility for the International Tax Unit. Ms. Moore holds an MBA in Entrepreneurial Studies and BAs in Accounting and Management Information Systems. A former athlete, she is committed to academic and athletic excellence and actively supports youth development as she serves as an executive member of her community football club. Mike Smith Mike Smith serves as Chief Operations Officer for Global Support and Development (GSD), overseeing global operations across logistics, safety, security, operational planning, and disaster response, including management of the humanitarian vessel M/V DAWN. He joined GSD in 2022 after a distinguished 30-year career in the Royal Navy, serving in operational, aviation, command, and diplomatic roles. Most recently, he led humanitarian assistance and disaster response efforts for the U.S. Navy’s Seventh Fleet acr oss the Indo-Pacific region. Natalie brings a legal and regulatory background to advancing mar itime governance, and oversees maritime advisory, project delivery, and policy development. She serves as Editor -in-Chief of the Blue Policy Series and the Digital Transformation in the Maritime Sector Series, and is the architect of the ESG, Resilience & Public Value Communications CPD course designed for Caribbean ports and maritime institutions.

Eduardo del Ángel Rincón Eduardo Del Angel is the Founder, President, and Managing Director of PRODAR Group and PShield Maritime Solutions, with more than 30 years of experience in maritime surveillance, port security, coastal monitoring, and critical infrastructure protection across the Americas and the Caribbean. He has led the implementation of advanced Vessel Traffic S ervices (VTS), Coastal Surveillance Systems, maritime communications networks, radar and AIS/VDES infrastructures, cybersecurity architectures, and maritime

Rommel Edwdards Rommel Edwards is Manager of the Digital Innovation and Development Department at Barbados Port Inc. (BPI), where he has worked for more than 25 years. He has led the implementation of over 40 digital solutions supporting port operations, trade facilitatio n, cybersecurity, and maritime resilience. His accomplishments include integrating Customs systems with BPI platforms, deploying the port’s first cloudbased terminal operating system, and launching its first online payment platform. He played a central ro le in implementing the Barbados Port Community System (PCS) and Maritime Single Window (MSW). She has experience spanning international trade, export development, stakeholder engagement, and maritime policy, she works with governments, industry, and development partners to support sustainable econ omic development in the Caribbean. Her current work focuses on maritime decarbonisation, climate policy, and regional capacity -building related to the international maritime negotiations. Through policy analysis, consultation processes, and strategic outre ach, she supports efforts to strengthen the resilience, sustainability, and competitiveness of Caribbean maritime and trade sectors.

Lisa Drake Dr. Lisa Drake focuses on addressing global environmental problems in the shipping industry throughout a career spanning academia, government, and the private sector. As a post -doctoral fellow and faculty member, Lisa conducted research on ships’ ballast water and biofouling by boarding over 100 commercial ships. She recently founded Drake Marine Environmental Services to help clients confidently address complex environmental challenges through expert consulting, technical support, training, and strategic advisory services. Finally, Lisa is ac tive in industry leadership by serving on the Women’s International Shipping and Trading Association (WISTA) International Environmental Committee and as Co -President of the Florida chapter. Guilherme Custódio de Medeiros Guilherme has served as Director of Operations and Logistics at the Port of São Francisco do Sul since April 2024, focusing on operational efficiency and port infrastructure development. Previously, he was Infrastructure Manager at the same port from January 2023 to April 2024. A career employee of InvestSC since 2008, he has extensive experience in concession projects and public-private partnerships, particularly in transport. He holds bachelor’s and master’s degrees in Civil Engineering, a postgraduate degree in Safety

Over 12 maritime bills and 25 subsidiary regulations she helped develop have been enacted in Barbados. Her academic programs have been adopted by leading national institutions. As Director of Ocean Affairs , she leads the legal and regulatory development of Barbados’ maritime sector, advancing innovative frameworks for digitalization, autonomous shipping, port operations, and emerging ocean industries.

Panel VI: Port Community Collaboration & Data Sharing: Fostering Stakeholder Coordination-7Douglas McDonald Mr. Douglas McDonald serves as MARAD’s Director of the Office of Policy and Plans, overseeing strategic planning, policy, and data analysis. A champion of maritime data sharing, he previously spent 11 years at the U.S. Army Corps of Engineers, leading the Federal Initiative for Navigation Data Enhancement

(FINDE) to improve interagency data collaboration. He also spearheaded the Federal -Industry Logistics Standardization (FILS) initiative to harmonize information sharing between government and private stakeholders. Mr. McDonald also led cross-agency concepts of operations for integration with U.S. Customs and Border Protection’s International Trade Data System (ITDS) and continues to guide national maritime data strategy through the Interagency collaboration. Andrew Spencer Professor Andrew Spencer is a distinguished leader in maritime education and tourism and has served as President of the Caribbean Maritime University since September 2022. His career spans senior leadership-8roles across academia and the corporate sector in the Caribbean. A prolific scholar and author of over 50 publications, he is the region’s first full professor in tourism and has made significant contributions to research on the blue economy and ocean resi lience, while actively consulting on tourism development across the region. Conferred with the Order of Distinction in the rank of Commander by the Governor General of Jamaica, his recognition underscores his impact. Guimara Tuñón Guerra Dr. Guimara Tuñón Guerra is the Founder and Executive President of the Maritime Policy Bureau (MPB) and Dean of the Faculty of Business, Logistics, and Tourism at Universidad Santa María La Antigua (USMA) in Panama. With more than 20 years of experience in the maritime and port sector across Latin America, she served as Director General of Ports and Auxiliary Maritime Industries at the Panama Maritime Authority, where she oversaw 46 ports, led the national port strategy, and managed concession and infrastructure development processes. She is a certified trainer for UNCTAD’s TrainForTrade Programme, Regional Representative to the International Association of Ports and Harbors (IAPH), and President of PortMujer. Dr. Tuñón Guerra is widely recognized as a regional leader in port regulation, concessions, and sector governance, and has been recognized by Forbes as one of the most powerful women in Central America. Krista Lucenti Krista Lucenti is a Lead Specialist and Coordinator of the Trade and Investment Portfolio for the Caribbean at the Inter-American Development Bank, where she drives the design and oversight of lending and grant operations that advance investment and export promotion, maritime transport and logistics, trade facilitation, and the creative services sector. Dr. Lucenti holds a PhD in Economics from the University of Bern, Switzerland, a Master’s from the World Trade Institute, Switzerland, and a B.A. from McGill University, Canada.

The first woman in Trinidad and Tobago to qualify as a marine engineer, she holds an MBA in Maritime and Logistics Management and brings over thirty years of experience in the maritime industry. She is an active member of the Trinidad and Tobago Chapter of Women in Maritime, the Caribbean (WiMAC), and her focus is regional port modernisation and inclusive workforce strategy.

Keynote Speech: Shaping the Future of Ports through Artificial Intelligence Gustavo Santana Hernández Gustavo Santana Hernández is President of Spain’s State Ports Authority (Puertos del Estado), appointed in April 2025. A Naval and Ocean Engineer and Mechanical Engineer, he belongs to the Spanish Corps of State Naval Engineers. Prior to his current role, he served as Director General of the Merchant Marine at the Ministry of Transport and Sustainable Mobility. His career includes senior public-sector positions with the Government of the Canary Islands and Puertos Canarios , as well as leadership roles in the private maritime sector. He has also worked as an engineering consultant and university lecturer in naval engineering.

Panel VIII: Dialogue on Hemispheric Trends and Challenges of Port Modernization Jorge Durán Mr. Durán has worked for almost 40 years with the governments and private sector in the design and implementation of development projects in Latin America and the Caribbean. Since 2003 he has served at the Organization of American States (OAS) in several r oles, including Chief of the Office of Science,-9Technology and Innovation and, since 2013, as Chief of the Secretariat of the Inter -American Committee on Ports (CIP). Previously, he was Vice -President of International Affairs at the Latin American Institute of Educational Communication (ILCE) in Mexico City; Advisor in Science and Technology Policy for the Presidency of Mexico; Special Assistant to the Mexican Ambassador at the U.N. Jorge has also been an

Throughout his career, he has participated as a professional in projects involving private-sector investment and concession schemes. In recent years, he has led key modernization initiatives in the maritime transport sector, including the reform of the Merchant Marine Law (Cabotage Law) and the implementation of the Maritime Single Window, among other strategic projects aimed at improving the efficiency and competitiveness of Chile’s maritime industry. A graduate of the Veracruz Merchant Marine Academy, he is a Master Mariner, Geographic Engineer, and holds a Master’s degree in Shipping and Port Business Administration. Throughout his career, he has held senior leadership positions in both the public and private sectors, including Director General of ASIPONA Ensenada and Director of Maritime and Port Protection. His expertise spans maritime operations, port security, port administration, and maritime regulation.
