Allegation of non-compliance of the Anti-Doping Agency of Kenya (ADAK) Relevant Consequences and Impact requiring action by stakeholders [Please note that the below consequences are not yet in force at this stage, WADA will update Signatories if and when the consequences enter into force] On 11 September 2025, the World Anti-Doping Agency (WADA) issued an all-stakeholder communication confirming that the Anti-Doping Agency of Kenya (ADAK) was alleged non-compliant with the World Anti -Doping Code (Code) with immediate effect.
Consequently, the Signatory consequences listed in the ExCo decision (see below) will apply as of 3 October 2025 if ADAK does not correct its non-conformities in full, or dispute WADA’s allegation of noncompliance, and/or the Signatory consequences, and/or the reinstatement conditions by midnight EDT on 2 October 2025.
While WADA will monitor the implementation of the consequences imposed on this National Anti-Doping Organization (NADO), this communication aims to draw your attention to the fact that under Code Article 24.1.9, other Signatories to the Code must recognize and implement these consequences in full. Signatories should be aware that these consequences are not the same as for other cases of non-compliance.
Please refer to the following for more information on the relevant consequences and their potential relevance to your organization.
As recommended by WADA’s independent Compliance Review Committee and approved by the ExCo on 11 September 2025, below are the consequences applied to ADAK in accordance with the Code Article 24, and Article 10 and Annex B of the International Standard for Code Compliance by Signatories (ISCCS).

The Representatives of ADAK are ineligible to hold any WADA office or any position as a member of any WADA board or committee or other body (including but not limited to membership of WADA’s Foundation Board, ExCo, Standing Committees, and any other committee); b. ADAK is ineligible to host any event hosted or organized or co-hosted or co-organized by WADA; c. The Representatives of ADAK are ineligible to participate in any WADA Independent Observer Program, WADA Outreach Program or other WADA activities; and d. ADAK will not receive any WADA funding (either directly or indirectly) related to the development of specific activities or participation in specific programs.3 October 2025 Page 2/2
Guidance Note: WADA will monitor and implement this set of consequences.
2. The Representatives of ADAK shall be ineligible to sit as members of the boards or committees or other bodies of any Signatory (or its members) or association of Signatories until ADAK is Reinstated.
Guidance Note: Signatories and related associations are asked to ensure immediately that any relevant NADO or government representatives, as defined in the Code, that are current members of any board, committee or body, are removed from that position for the relevant period. 3. The Republic of Kenya shall not be awarded the right to host any future editions of regional, continental or world championships, as well as other International Events, until ADAK is Reinstated.
Guidance Note: Signatories cannot award the right to host inter alia regional, continental or world championships to the Republic of Kenya during its period of non-compliance. Events already allocated to the Republic of Kenya may take place. This does not apply to the Olympic and Paralympic Games.
In addition, to the extent that an event organized by a Major Event Organization that is not a Signatory is within Signatory’s sphere of responsibility, that Signatory has the obligation to enforce this consequence in respect of that event. - Conditions of reinstatement In accordance with ISCCS Article 11.2.1, ADAK must satisfy the outstanding critical requirements and comply with all the abovementioned consequences of noncompliance to be reinstated to the list of compliant
Signatories.
- Additional consequences Further consequences might be imposed if the nonconformities are not resolved within six1 and twelve2 months of the initial consequences coming into effect.

1. ADAK’s Testing and Results Management activities will be subject to Supervision by an Approved Third Party, at the expense of ADAK, including up to six (6) site visits per year, with all costs to be paid in advance (where known).
