Declaration of non-compliance of the Sri Lanka Anti-Doping Agency (SLADA) Relevant Consequences and Impact requiring action by Signatories
On 27 March 2025 the World Anti-Doping Agency (WADA) issued an all-stakeholder communication confirming that the Executive Committee (ExCo) followed the recommendation of the Compliance Review Committee (CRC) to place the Sri Lanka Anti-Doping Agency (SLADA) on the ‘watchlist’, giving an additional four months to correct the outstanding non-conformity. This deadline of 27 July 2025 passed without the non-conformity having been corrected to the satisfaction of the CRC. Consequently, a formal notice of non-compliance was issued to SLADA on 28 July 2025, allowing 21 days starting from the formal notice (i.e. until midnight EST on 18 August 2025) to dispute the allegation of non-compliance, and/or the proposed consequences, and/or the proposed conditions of reinstatement. Since the SLADA did not file a dispute by the above-mentioned deadline, the allegation of noncompliance is now deemed admitted, the Signatory consequences and reinstatement conditions are now deemed accepted, and consequently the formal notice has automatically become a final decision enforceable with immediate effect in accordance with Code Article 24.1.9.
While WADA will monitor the implementation of the consequences imposed on this NADO and provide all updates as necessary, this communication aims to draw your attention to the fact that under Code Article 24.1.9, all Signatories to the Code must recognize and implement these consequences in full. Signatories should be aware that these consequences are not the same as for other cases of non-compliance.

As recommended by WADA’s independent CRC and approved by the ExCo on 27 March 2025 , the consequences applied to SLADA in accordance with the Code Article 24, and Article 10 and Annex B of the International Standard for Code Compliance by Signatories (ISCCS), are the following:
- Consequences of non-compliance
1. SLADA loses its WADA privileges until reinstatement. This includes:
a. SLADA Representatives are ineligible to hold any WADA office or any position as a member of any WADA board or committee or other body (including but not limited to membership of WADA’s Foundation Board, ExCo, Standing Committees, and any other committee); b. SLADA is ineligible to host any event hosted or organized or co-hosted or co-organized by WADA; c. SLADA is ineligible to participate in any WADA Independent Observer Program, WADA Outreach Program or other WADA activities; andAugust 2025 Page 2/2
d. SLADA will not receive any WADA funding (either directly or indirectly) related to the development of specific activities or participation in specific programs.
Guidance Note: WADA will monitor and implement this set of consequences.
2. SLADA’s Representatives shall be ineligible to sit as members of the boards or committees or other bodies of any Code Signatory (or its members) or association of Signatories until SLADA is Reinstated.
Guidance Note: Signatories and related associations are asked to ensure immediately that any relevant NADO or government representatives, as defined in the Code, that are current members of any relevant board, committee or body, are removed from that position for the relevant period. 3. Sri Lanka may not be awarded the right to host regional, continental or world championships, as well as other events organized by Major Event Organizations, until SLADA is Reinstated.
Guidance Note: Signatories cannot award the right to host inter alia regional, continental or world championships to Sri Lanka during its period of non-compliance. Events already allocated to the Sri Lanka may take place. This does not apply to the Olympic and Paralympic Games.
In addition, to the extent that an event organized by a Major Event Organization that is not a Signatory is within Signatory’s sphere of responsibility, that Signatory has the obligation to enforce this consequence in respect of that event. - Conditions of reinstatement In accordance with ISCCS Article 11.2.1, SLADA must satisfy the outstanding critical requirement and comply with all the above -mentioned consequences of non -compliance to be reinstated to the list of compliant Signatories.
- Additional consequences If SLADA has not met the conditions of reinstatement described above within twelve months of the entering into effect of the consequences of non -compliance, (i.e. by midnight EST on 18 August 2026) the following additional consequence shall be automatically imposed:

a. Sri Lanka’s flag will not be flown at regional, continental, or world championships, as well as other events organized by Major Event Organizations (including the Olympic Games and Paralympic Games) until SLADA is Reinstated.
