Public Policy Statement on Human Rights and Anti-Doping

Introduction

As the global regulator in anti -doping, WADA is committed t o protect ing the Athletes’ fundamental right to participate in doping -free sport and thus promote health, fairness and equality for Athletes worldwide. Among our strategic priorities is to lead, acting as a catalyst for anti -doping innovation; adjusting the regulatory framework as the anti -doping system evolves; encouraging excellence in the community; and to put athletes at the heart of antidoping efforts.

A vital part of this strategic vision is our commitment to human rights.

Commitment to Human Rights WADA is firmly committed to respecting internationally recognized human rights relevant to the anti-doping context. WADA’s approach is guided by the The United Nations’ Universal Declaration of Human Rights, the UN Guiding Principles on Business and Human Rights, and other internationally recognised human rights treaties. WADA has already taken pioneering steps to use its leverage in introducing the notion of human rights among its stakeholders. Human rights principles are incorporated in the WADA Statutes and Governance Rules. The different versions of the World Anti -Doping Program (WADP) reflect a steady evolution toward greater recognition and respect of athletes’ rights — an advance that continues with the 2027 edition of the WADP. Immediate Actions As part of the immediate actions to strengthen our commitment to human rights, WADA has undertaken the following initiatives:

1. Commissioned an Initial Human Rights Impact Assessment and started to implement its recommendations.

2. Reinforced the integration of human rights within the World Anti -Doping Code and International Standards through the ongoing Code update process.

3. Embedded human rights principles into its Strategic Plan 2025 –2029: Going Further

Together.

4. Enhanced athlete engagement in the World Anti-Doping Program update process.

Mid-Term Actions As ongoing efforts WADA will continue to strengthen the integration of human rights principles across its operations through the following actions:

1. WADA will continue to embed safeguards t o avoid potential infringements on human rights of athletes.

3. WADA will continue to affirm measures to prevent and mitigate potential adverse impacts on human rights of athletes.

Long-Term Commitments In addition, WADA’s vision for respecting human rights within the global anti -doping system foresees the following indicative areas for further development and action:

1. When employing AI or other machine-based systems, or introducing any new policies, WADA will ensure that their design and application respect equality, non-discrimination, privacy, and data protection. Due consideration will be given to potential adverse human rights impacts throughout the AI lifecycle.

2. WADA will periodically evaluate its progress in implementing human rights objectives and, when relevant, include reporting on its human rights performance.

Engagement and Collaboration WADA will maintain ongoing dialogue and cooperation with the global athlete community, external human rights experts, and other stakeholders. This engagement will ensure that WADA remains responsive to evolving human rights challenges and continues to advance its mission to protect clean sport through integrity and fairness.
